In response, the Tsai Ing-wen authorities hurriedly explained that the head of the Taiwan Defense Department Qiu Guozheng said on the 6th that the "Education Convening" is held every year, and the early stage is 5 to 7 days, because it will be changed to 14 days. The Taiwan Defense Department has planned the experimental stage next year. "It just happened to have this issue at this point in time, and everyone said that it seems to be nervous. The Taiwan Defense Department is doing it according to the plan, and there is no meaning to stir up emotions."
It is understood that the "mobilization and convening preview" states that the person who received the document is the target of "wartime mobilization and convening" next year, reminding the public that "wartime mobilization and convening is when war or emergency crisis occurs, the Taiwan defense department will issue a mobilization order through the mass media and issue a mobilization order to take effect." The police in the jurisdiction will send the "mobilization and convening order" to the people's registered residence or designated location, and require the people to report on time with their identity documents to "jointly defend their homes." The notice also reminds the reserve soldiers, exempting the convener from being listed as the target of reconvening according to military needs; after the convening schedule is announced, applicants who are "outbound sightseeing" will not approve the exemption from the convening. If they still insist on traveling to avoid convening, criminal liability will be pursued in accordance with the law. Another news from Taiwanese media in July this year pointed out that there were about 2.3 million reserve soldiers on the island, which were listed as "strong manpower within 8 years of retirement".
It is worth mentioning that on the 6th, the representative of the Kuomintang’s public opinion Zeng Mingzong asked Qiu Guozheng whether he often went to Hengshan Command Post, that is, the Taiwan Military Joint Combat Command Center. Qiu Guozheng said that his office is only one way away from Hengshan Command Post. He goes there often and goes there whenever he has time. In response to this, Zeng Mingzong asked, does this mean that it is now a quasi-war state? Qiu Guozheng said frankly that this means that the Taiwan army is ready to fight at any time.
Regarding Qiu Guozheng's remarks, public opinion on the island believes that the authorities' statements are inconsistent, because before that, Chen Mingtong, who is in charge of Taiwan's security department, publicly stated in the Taiwan legislature that the possibility of war in the next one or two years is very low.
