Dark video hall

As a standard 1990s elderly, my childhood was still very colorful. Although I have never entered the video hall to watch some shy Hong Kong movies and gangsters, many people at home were doing business in Guangdong when they were idle. When they were idle, they would buy a lot of CDs to watch. During the Chinese New Year, they brought back the VCD, which also allowed us, the wild children who were idle at home, wandering around the mountains and fields, and throwing firecrackers everywhere to stay at home.

Lam Zhengying, Jackie Chan, Yuan Biao, Stephen Chow, Sammo Hung, Qiao Wei, Lui Liang Wei, Chow Yun-fat, Ng Jun-ru, Wong Pak-ming and other Hong Kong movie stars who accompanied us in their growth have also contributed countless classic works to our childhood. "Plan A", "Tang Bohu's Dots of Autumn Fragrance", "Lame Hao", "Zombie Taoist Master", "The True Color of Heroes" and so on made us love and fear when we were young, and we like to watch it, but we are afraid that we will be nagged by our family too late, and then we are worried while watching it. That feeling is so exciting.

Even now, the editor still has to read these old movies from time to time to relive the most glorious era of Hong Kong films back then.

Of course, since today's theme is Hong Kong water police, it is certainly impossible to always immerse yourself in the world of old movies. When I was watching "The Lame Hao", there was a scene that everyone must be familiar with. When Brother Hao was arrested, he went to the water police instead of the land police.

The history of the water police can be traced back to the early opening of Hong Kong.

However, when I was a child, many people in my family were doing business in Guangdong. When they were idle, they would buy a lot of CDs to go back to see them. During the Chinese New Year, they would bring back the VCD, which also allowed us, the wild children who were idle and - DayDayNews

On January 26, 1841, the British Navy landed on Hong Kong Island in Xiyingpan. On February 2, the highest representative of the United Kingdom, Charles Elliot, issued two laws to Hong Kong residents: Chinese people continue to use Chinese laws and customs, but all torture should be abolished; non-Chinese people will be tried under British law.

To enforce these laws, Elliot appointed Captain William Ken to form a police force on April 30 to maintain order, and also appointed him as the Chief Referee Division. By May 1, 1844, the British Governor's Office in Hong Kong No. 122 formally formed the Hong Kong police and the colonial police force was officially established. The initial police force was established at 35 people, and the positions of the referee department and the police chief were officially separated, and the water police detachment was established.

Although Hong Kong was just a small fishing village at this time, it had islands occupied a long time ago. The most famous one was Zhang Baozai, who was entrenched on Cheung Chau Island in Hong Kong.

Hong Kong Fishing Village

The Hong Kong police at that time not only had to deal with public security on the island, but also had to deal with pirate attacks. Then a few people were simply stretched, so they had no energy. Therefore, William, who was in charge of Hong Kong's security, stipulated in 1842 that Chinese people were not allowed to go out after 11 p.m., and the exception was to be made. In this way, there would be a curfew in Hong Kong. If Chinese people go out, they would be arrested and considered as pirates.

1843, the curfew time was advanced to 22:00. In 1844, foreigners and Chinese people were required to light the lights until six in the morning so that the police could patrol. In 1858, the Gazette said that the curfew should be advanced to 20 o'clock, and after that, there would be street paper to go out, and then there would be a more evolving training group to be responsible for public security.

In March 1845, Charles May, who served as a superintendent in the London Police Force in the United Kingdom, arrived in Hong Kong and became the first chief director of the colonial police after the official establishment.

At that time, the main work at sea was still under the responsibility of the Royal Navy, but as more and more foreigners flocked to China, in addition to legal merchants, a large number of speculators were also included. In addition to local pirates were carrying out various illegal smuggling activities, maritime security continued to deteriorate. The navy used smuggling criminals to capture anti-aircraft guns to kill mosquitoes, so special water police were urgently needed.

In 1845, Hong Kong officially established a water police officer and immediately made meritorious service and successfully captured pirates. According to records, under the command of the assistant bow officer, the water police officers captured several pirate ships, and the pirates on the ship were all carrying heavy weapons.

1846, the first gunboat, the Hong Kong Water Police, was put into service. It initially had 17 crew members, mainly carrying out anti-pirate missions. However, 17 crew members of a small gunboat had no chance of winning against the pirates, and the pirates did not take the water police seriously. However, at this time, the public security on the sea surface of Hong Kong was still under the responsibility of the navy, so it was relatively stable.

1847, the Hong Kong Maritime Police expanded to about 40 people and obtained two more ships. Each team has 6 police officers, and each crew member on board is equipped with pistols and scimitars. In a typhoon in 1848, the gunboat that the team initially purchased sank due to poor wave resistance, and unfortunately all the employees died.

1848, the first recorded death of a water police officer on duty in Hong Kong occurred in Hong Kong. At that time, the officer was shot and killed in a melee with a sailboat suspected of being a pirate.

Qing Dynasty people sacrificed their sacrifices on the streets

1860 The Second Opium War broke out, and the British and French coalition forces burned the Old Summer Palace and forced the Qing government to sign the "Beijing Treaty", which stipulated that on February 28 of that year (August 20, 1860), the governor of the Qing Dynasty, Lao Chongguang, gave the local area of the Kowloon Department in eastern Guangdong to the British and French government stationed in Guangdong Province to temporarily serve as the official treasure of the British and French authorities. The Qing Dynasty's Great Emperor's Curtain will soon pay the land to the Great Emperor and the descendants, and will be included in the British Hong Kong border, in order to ensure that the port is under the jurisdiction and guarantee nothing. In addition to the waste paper, the Chinese people in this area claim to be a business owner, and the committees of each country in each country should investigate and investigate. If the business owner is the business owner, if he encounters the situation, he will be ordered to move to another place, and the Great Britain will make compensation.

After the UK's occupation of Kowloon, it marked that the port water area almost doubled, and the number of water police personnel also expanded to about 130 members. The number of boats also increased, and personnel carried out patrol duties by rowing (it was still not to chase pirates).

1862, the first "Water Police Station" is located in the port, and measures to patrol the five areas without interruption (before, there were only 24-hour patrols in the port area of the Central District).

On June 21, 1867, the 60th anniversary of Queen Victoria's crown was celebrated. Hong Kong celebrated for three consecutive days, and the history of curfew ended since then.

Water Police and Water Police Headquarters

1868, the Hong Kong Water Police used a large sailing ship "John Adams" for anti-piracy patrols and used it as the Maritime Police Headquarters. Between 1870 and 1872, a steam gunboat joined the service ranks. Since 1868, the water police have not only performed police work, but also represented the "bottle officer" to perform their duties at the port.

After the establishment of the "Police Committee" in 1872, the staff of the water police also expanded to more than 150, and the number of staff remained until almost the end of the century.

steam ship was re-instated in 1878, and during this period, multiple ships were rented to perform port duties. These ships were later adopted as places for inspector accommodation.

In 1894, the police first began to use steam boats to patrol the port 24 hours a day. After the steam boat was introduced, more than half of the police officers were transferred back to the land police area or were fired. The first full-time verse was officially included in the compilation at the end of 1890.

In February 1884, the hull of the "John Adams" caught fire and burned. After it was completely destroyed, the British ship "Melun" was sunk with torpedo. In September, the new Water Police Station was completed in Tsim Sha Tsui (currently located at 1881), until the water police headquarters was moved to the Sai Wanhe Base in 1996.

"Special Article on Expanding the Hong Kong Border Site" Attached to the picture

1898 (the 24th year of the Guangxu period), Li Hongzhang, Xu Yingma Gui and British Minister Dou Nale officially signed the "Special Article on Expanding the Hong Kong Border Site" in Beijing. The content is: Over the years of investigation, it has been learned that a non-expanding the border site in Hong Kong is not enough to protect it. Today, the Chinese and British governments agreed to expand the British border according to the adhesion map and use it as a new leased place.

The detailed boundaries set by them should be determined after the two countries have sent personnel to investigate. The deadline is ninety-nine years. It was also agreed that all Chinese officials stationed in Kowloon City can still do their own business in the city, but they cannot be hindered from the military preparations for defending Hong Kong.

The remaining newly rented lands are exclusively under the jurisdiction of the UK. When they reached Kowloon and connected to Xin'an Road, Chinese officials and civilians walked as usual. It was also agreed that the area of the former old wharf in Kowloon City would be left so that Chinese soldiers, merchants and ferry boats could be connected and parked, and that officials and civilians in the city would be allowed to walk. In the future, China will build railways to the boundary under the jurisdiction of Kowloon and the United Kingdom, and will be temporarily commercial and office.

also agreed that in the area where the residents are exhibited, residents cannot be forced to be moved, and industries should be transferred to officials. If the areas required by official workers should be paid from the public for building yamen offices, building forts, etc. Since the establishment, if there are any crimes between the two countries, they will still handle the matters according to the original agreement between China and the UK and Hong Kong constitutions. According to the attached map, the water surface of Dapeng Bay and Shenzhen Bay in the UK is confirmed. However, it is agreed that the Chinese warships in the two bays can still be enjoyed in and out of the premises.

"Special Article on Expanding Hong Kong Territory" is June 30, 1997. After the signing, the British land leased from the Qing government was 376 square miles, of which 286 square miles of land and 90 square miles of island area, which was about 11 times larger than the land area of the former British controlled Hong Kong administrative region, and the waters of the leased land expanded 40-50 times larger than before.

Kowloon City Old Photos

Special Article clearly stipulates that the Qing government reserves jurisdiction over Kowloon City and its nearby wharfs. However, after the special article was concluded, the British quickly ordered the Chinese officials in Kowloon City to withdraw under the pretext of "discovering that Chinese officials exercised jurisdiction in Kowloon City is inconsistent with Hong Kong's defense and military requirements."

After being rejected by the Qing government, Britain dispatched troops to occupy Kowloon City in May 1899, driving away the officials guarding the city and the people in the city, but quickly gave up occupying, managing the walled city and garrisoning troops, forming a city of sin that is not in charge: Kowloon City.

After the UK occupied the entire Hong Kong, the water area increased significantly, which greatly increased the scope of public order, and the organization and organization of the water police needed to be completely changed.

1900 to 1941, the staffing of the water police increased from 196 to 323. The water police also divided and reorganized the class to cooperate in the manipulation of newly-suspended large ships. The water police introduced wireless telegraph in 1926, greatly improving communication problems. At that time, the water police were working hard to deal with the pirate problem because pirates attacked police officers stationed on offshore islands, such as the pirate attack on police officers in Cheung Chau in 1912.

The Cheung Chau Police Station was attacked by fifty pirates at that time, and an Indian police officer, two Indian police officers and two pirates were killed. The incident led to the construction of a new police station to strengthen defense.

Anti-pirate group

Another piracy attacks occurred soon afterwards. On April 27, 1914, the Tai'an ship carrying 433 people drove out from Jiangmen at night and drove to the vicinity of Qi'ao Island in Zhuhai at 10 o'clock. The pirates who had mixed passengers attacked and attempted to occupy the entire ship. The captain and senior crew members resisted vigorously, and several casualties were injured. The pirates cut off the wires in anger, spread gasoline all over the cabin, and igniteed them. Pirates and passengers jumped into the sea to escape, and many people drowned.

Tai'an ship sent a signal to call for help. Three to four ships sailing nearby rushed to rescue, rescued 180 survivors, and the remaining about 250 were killed.

By the 1920s, the waters of Dapeng Bay became a black spot for pirates to appear. The passenger and cargo ship of China Merchants Merchants Corporation departed from Shanghai to Xiamen in October 1927 and was hijacked by pirates pretending to be passengers.

The pirates were intercepted by patrolling Royal Navy submarines L4 and L5 when they robbed Ai Renlun to the waters of Dapeng Bay. The robbed Ai Renlun ignored the warning shooting of British submarines and continued to dock, while the pirates on the ship also shot at the submarines.

The British submarine then fired at Ai Renlun and fired it. Afterwards, several British warships arrived and launched rescue. The British ships sprayed water on Ai Renlun to put out the fire, but it caused Ai Renlun to sink too much water.

Jackie Chan's classic movie "Plan A" also happened at this time. However, unlike the unity of the special service team in the water and land and out of the Three Cannon Islands in the movie, the police at that time were not only a conflict between the police, but also a conflict between the factions within the police. It was divided into four factions according to race alone, called ABCD. A represents Europe, mainly British; B represents India, C represents Hong Kong Chinese; D represents Shandong, mainly Weihai people in Shandong; later, E represents Belarus, that is, Russians who were exiled after the October Revolution, and there were a total of 5 factions.

At that time, the British had the highest status and could wear guns; the second was Indians, who also wore guns; the lowest was Chinese, who only wore police batons. In addition, the police caps worn by personnel of different races are also different. Europeans wear sharp helmets (later changed to use top hats), Indian police officers use cloth to cover the heads, while Chinese police officers use conical bamboo hats (later changed to use top hats).

The police officer's summer uniform is dark green (later changed to Kaki) and dark blue in winter. (Even the water police, it is not the handsome and handsome streamer navy cap and sea soul shirt in Plan A, but the blue uniform + hat)

Like the Japanese sea and land dispute, the Hong Kong water police and land police are also fierce. As the saying goes, "Ten Years of Army and Hundred Years of Navy." Even the water policeman burns money at a speed that is not average. If he wants to fight pirates, his equipment cannot be worse than that of pirates. In "Plan A", the first sentence of the water police captain Shi Gangman proposed a plan to fight pirates was to buy the latest fast gunboat.

pirates in the 1920s

This will naturally arouse dissatisfaction from the police officer. The face of Qi Gongshou is the best proof. The bar fight showed the conflict between water and land to the fullest. The mainland police complained that they had not given bonuses for three years and all the money was given to the water snakes to fight pirates. Hong Tianci also asked the Land Police Sharpie, who was sitting with the water police, to fly back with wings when they returned to their hometown.

The water police are of course not to be outdone. A nursery rhyme: one, two, three, four, ABCD, big head and green clothes, without catching people, it directly detonates the whole audience.

There was indeed a rumor among the people of Hong Kong at that time, "ABCD, big head, green clothes, can't catch the thief, blow the BB." It means a bit sarcastic. This is actually because Hong Kong was a British colony at that time, and the British copied their policeman's set. The most prominent feature was the silver whistle on each policeman's chest.

When the police found that a case occurred, they often blew the whistle directly, and they usually blew the whistle to call for support between them. When the whistle sounded, they knew that there was a situation and would come to support immediately. This was a new thing for Hong Kong residents at that time. In addition, the composition of the mainland police officers at that time was complicated, and the reputation among the people was not good, so the rumor came just like this.

movies are artistic processing, but they also exist.

pirate ship

successive pirate attacks caused a large number of casualties, making the British and Hong Kong authorities very passive in international public opinion. In addition, the Hong Kong police were mixed with fish and dragons at that time, and under the faction, both the mainland police and the water police, their combat effectiveness was actually worrying, which forced the British and Hong Kong authorities to ask the Royal Navy to send out a dispatch to clean up the pirates.

At that time, the Royal British Navy sent a Chinese fleet in China, which was separated from the East India fleet. Its headquarters was in Hong Kong. Its strength was only considered the last among the British fleet, but it was indeed more than enough to deal with pirates.

In September 1927, the British aircraft carrier "Sports God" returned to Hong Kong from Weihai, Shandong, preparing to return to China for renovation and upgrading. The "Hundred-Eyed Giant" aircraft carrier, which came to replace, also arrived in Hong Kong. In this way, the Royal Navy had two aircraft carriers available, and the Royal Navy directly used the two aircraft carriers to attack pirates on Dapeng Bay and Cheung Chau Island.

It is a pirate-born British Royal Navy, who is naturally familiar with the pirates. However, since the Chinese pirates at that time were basically local farmers or fishermen, they formed a gang due to their difficulties in livelihoods and used the advantage of familiar terrain and sea areas to rob passing ships. In many cases, the whole village was involved, so many images of children, female, and elderly pirates were left in the historical photos.

The arrested pirates

The Royal Navy could not tell who was the pirate and who was the good citizen, so they simply arrested them all. On the other hand, the fighter jets taken off the aircraft carrier conducted reconnaissance on the sea surface and found suspicious ships outside Cheung Chau Island to attack, sinking several pirate sailboats and sampans.

Then Colonel Mackinlong led the Marine Corps to land on Cheung Chau Island, arrested all the suspicious men, women, young and old on the island, transported them back to prison to be imprisoned. After a series of interrogation methods, the pirates were identified and then executed.

However, the Royal Navy's bandit suppression has not completely eradicated the problem of pirates, and the people still have no way to survive, so they can only continue to take risks and lick blood from the knife. As soon as the aircraft carrier left, in 1928 and 1929, several pirate hijacking incidents occurred in Hong Kong every year.

1933 The Norwegian wheel "Prominent" was held hostage by pirates. Police Wheel No. 4 assisted the interception. The fire was refuted by both sides, and the police rescued the steamship and crew, but unfortunately all the pirates fled.

1934 The pirate ship took a cargo ship and three hostages. A day later, the police ship No. 4 fought fiercely on the sea surface of the Nine Needles Islands. One pirate was injured, the other was arrested and all hostages were rescued.

The arrested pirate

1936 Hong Kong was hit by a violent typhoon. At that time, the brand new police ship One rescued everyone from the danger when the typhoon was at its worst. The water police chief Inspector Wright (IP Wright) was awarded the Governor's award.

In December 1941, during the Japanese invasion of Hong Kong, the Hong Kong government granted the police status of a military police officer to assist the British army stationed in Hong Kong and the Royal Hong Kong Legion to fight the enemy together. In order to avoid falling into the hands of the Japanese army, a large number of ships fled Hong Kong. During the Japanese occupation of Hong Kong, the Tsim Sha Tsui Water Police Headquarters were used as the Japanese Navy headquarters.

In January 1942, the Hong Kong police were summoned to become a military police, and the police department was renamed the Hong Kong military police. The Japanese military police divided the police into 5 districts, East Hong Kong, West Hong Kong, Kowloon, New Territories and Water Police. All 200 foreign police officers were taken into Stanley concentration camp and became prisoners.

Most Chinese personnel still comply with the orders. When the situation was a little stable, they returned to their police station to report and continued to wear military uniforms to serve. Sometimes, the police were renamed "Xiancha", and the military uniforms also changed. The Hong Kong police badge on the police cap was converted into a five-pointed star. The left arm of the uniform was hung with the Qiancha number written on it, and the cloth with the affiliated military police and the Qiancha number written on it was hung on the chest. The high-end Xiancha uniform is white, wearing long boots and a saber on the waist.

Hong Kong

At that time, when Xiancha saw a Japanese soldier, he had to say "Thank you for your hard work!" in Japanese. At that time, there was basically no law. The entire Hong Kong was under the iron fist of Japanese imperialism. Japan ruled Hong Kong with military law, and its means were cruel, so there were very few people who dared to commit crimes at that time. If the suspect is arrested, he will be taken back to the police station to record and taken to the scene of the crime and executed on the spot.

Until August 15, 1945, Emperor Showa announced that Japan would end the war, Japan was defeated and surrendered unconditionally, and World War II ended. The Japanese army continued to maintain Hong Kong order until the end of August of the same year, when the British army arrived in Hong Kong again and established a military government, Hong Kong Shigei and Britain resumed governance of Hong Kong.

Japanese army attacked Hong Kong

After World War II, foreign police officers who were prisoners of war were detained by the Japanese and left the concentration camp and continued to engage in police affairs. However, after more than three years of concentration camp life, the Police Department considered that this group of police officers urgently needed to recuperate, so this group of police officers were sent back to their hometown for vacation. After a period of time, they returned to Hong Kong to continue their service.

In addition, Chinese police officers and police officers who returned to mainland China during the war returned to Hong Kong to report to fill the vacancies of this batch of police officers and continue to carry out public security tasks, including a large number of water police officers.

Due to personnel changes, this prompted the Hong Kong Water Police to reform. On May 1, 1948, the official English name of the Water Police was changed from Water Police to Marine Police, while the Chinese name remained unchanged.

The second is to formally establish the Criminal Investigation Department of the Water Police; the third is that the Sai Kung Peninsula and its affiliated islands, Lantau Island, Cheung Chau and the islands west of Hong Kong are all transferred from the land police to the water police for jurisdiction. The water police became a division under the "Kowloon and New Territories Command" and was led by a superintendent.

Hong Kong Police Uniform Development

In March 1947, the last pirate nest in the Hong Kong area (close to Qingshan Longgutan) was siege on a large scale. Although the operation was not absolutely successful (only one injured pirate was captured alive), it forced the pirate leader Liu Zhenping to flee from Hong Kong without a trace.

1949 The battle of stone wall broke out. When a group of pirates came ashore to repair their pirate ships, they encountered a patrol team from Tai O. They were cut off by police ships 3 and 4, and were finally surrounded by police officers who rushed to the water police headquarters. One pirate was killed and ten arrested, and now Hong Kong's pirates were basically eliminated.

During 1952, the water police had a staff of 400 people, and in the next 10 years it increased to 500 people. The last cannon on the pre-war gunboat that could fire three-pound shells was returned from the dock and placed at the water police headquarters.

was influenced by the "Dai Linzhi Report" and "Operation Cialis" (to deal with the large influx of illegal entrants in 1962), and the water police expanded and reorganized to become a "police district" that generally has the same status as Hong Kong Island, Kowloon and the New Territories. The water police district is directed by an assistant police chief. The police in the Saigon Peninsula was transferred to the mainland police, and the Kowloon Command was responsible.

1970, water police personnel were conducting inspections of vehicles

During and after the "Sisumei Operation", the water police obtained more ships from other departments by borrowing or distributing, and the number increased to more than 100. The last naval battle in the record occurred, during which time the police ship No. 2 and the "Wenping" sailboat exchanged fire across the sea at the Cape of Maas, and the police ship used the heaviest firepower to deal with it. Three water police officers were injured, and the casualties of "Wenpinghao" were unknown, but they are believed to be more serious than those of the water police.

When Dai Linzhi served as the 24th Hong Kong Governor of Hong Kong, corruption in Hong Kong became a trend, but the water police became a relatively clean place. Friends who have watched 500 million detectives, the Money Empire and other movies about Hong Kong from the 1960s and 1970s should know that almost everyone in the mainland police collected money at that time. Those who refused to accept either went to guard the pond or were to be water police. When Wu Xihao, one of the four major families in Hong Kong, was arrested, he was also the person who arrested the water police. At that time, the mainland police were almost completely clean.

until 1979, the water police staff increased to more than 1,600 people with newly purchased and replaced boats. The water police set up a series of operation bases along the coastline, and the command system is divided into two divisions: "port and offshore island division" and "water and base division". In addition, the dinghy team was formed in 1979 and took over the maritime position previously held by the Royal Navy.

The government implemented the "aggression policy" in 1974 to crack down on a large number of influx of illegal entrants. This policy originally only allows illegal entry people who enter the border and successfully go to the city to register at the immigration office. Those who are intercepted before arriving in the city must be repatriated immediately. By 1980, the policy did not have a significant deterrence effect, and the Hong Kong government abolished this policy through the Entry (Amendment) (No. 2) Ordinance in October 1980.

1978, the Panama registered cargo ship "HSBC" and another similar ship "Tianyun" brought 6,000 Chinese-American Vietnamese people to Hong Kong. The serious illegal entry problem between 1978 and 1980 led to this expansion, and it was the first to fully design a plan to cope with the ten years to expand and replace the boat.

In addition to significantly increasing and replacing the number of boats, the command structure of the water police has also been completely reorganized. At the same time, it is also planned to build a new and self-sufficiency operation base. In 1986, the Aberdeen Water Police Base was the first water police base to be put into service. The Administrative and Support Group was established in 1981 to assist in monitoring the expansion and ensure the expansion of maritime professional requirements suitable for the General District, enabling it to effectively perform its mandatory duties on the Water Police.

The concept of action of the water police is to surround the core with a "steel ring" extension. The water police deploys a patrol ship with radar, covering the coastal border with radar, and is as closely linked as an interlocking ring to ensure the integrity of the border. To this end, three new models of police wheels have been put into service, including Dawen Type 1, Type 2 and Type 3.

Until the beginning of 1990, the leap forward in ship design and engine technology also represented the various challenges facing the Water Police General District. In addition, the reform and opening up of the mainland, the people began to have money in their pockets, and their demand for material things continued to increase, including motorcycles, cars, TVs, VCDs, etc.

Big Speed Boat

Under the stimulation of money, more and more illegal activities (such as smuggling, smuggling) have begun to use smaller and faster boats. At that time, the smuggling group abandoned small recreational speedboats and instead used speedboats equipped with multiple high-horsepower outboards, up to 7. These smuggling boats can carry a large amount of smuggled goods, and even load them directly into a private car with more than one thousand horsepower, which is called "big flying".

In order to solve the problem of "big flying", the police force established an anti-smuggling task force in 1992, and the police force, customs and the Royal Navy cooperated more closely. In 1996, the dinghy and the anti-smuggling contingent were merged into the dinghy zone. The Water Police District strives to curb the smuggling of high-power boats, prompting the passage of a new law that limits the number of outboards and mixed power of the equipment on the boat (Chapter 60, Article 14A of the Hong Kong Legal Import and Export Ordinance).

Water Police established two police districts in 1993, namely the Water Police West District Water Police West District and the Water Police Port Division, and the Water Police East District Water Police East District Water Police East District, including the Water Police East District and the Water Police North District. At that time, the command structure of the water police district was similar to that of the land police district, with the increase of staff to nearly 3,000 (including civilian positions)

Hong Kong returned to

After the sovereignty returned to China in 1997, the Hong Kong Special Administrative Region implemented the "one country, two systems" and the Hong Kong Special Administrative Region maintained its status as a free port and an independent tariff area. This means that the smuggling problem remains. During 2000, the law enforcement environment faced by the Water Police General District was that criminals wantonly use smaller and faster boats as tools for illegal activities. The General District of Water Police therefore needs to review and reconsider its action policy to replace the outdated strategy of responding to the environment in the 1960s and 1970s. The General District must replace a large number of large police wheels with small rapid boats. In order to cooperate with the primary action project implemented in relation to the "International Ship and Port Facilities Security Rules", the Water Police General District conceived the concept of "Maritime Police Vision System".

Maritime Police Vision System includes the use of the "central command system", using onshore and offshore radar systems, equipped with remote-controlled dual-use cameras, maritime operation platforms and thinner and faster boats, allowing water police personnel to perform their duties more effectively in Hong Kong waters and consolidate the integrity of the border. The introduction of the maritime police system requires large-scale planning and development, and replaces the Dawen I, II and III patrol boats with a series of front-line action platforms, medium-sized patrol police wheels and zoned rapid patrol boats, supplemented by ground radar systems and day and night dual-use cameras. The entire system was launched in 2010.

water police equipment

To this day, the Hong Kong water police have owned more than 140 ships of various types, responsible for patrolling about 1,657 square kilometers of waters in Hong Kong, covering a busy harbor and 260 outlying islands, and managing about 13,000 local small ships, yachts and ferries, as well as 14,000 water residents. Water police officers also often patrol the shore and maintain contact with residents of small islands and remote villages. In addition to daily police work, the water police fleet is also responsible for maintaining public order in Hong Kong waters, including intercepting illegal entrants at sea and combating smuggling activities.
