pass In order to strengthen the management of dog breeding in urban areas, protect the physical health and personal safety of the people, maintain the urban environment and social public order, and advocate citizens to raise dogs in a civilized manner and standardize dog breeding, in accordance with the " Public Security Administration Punishment Law of the People's Republic of China", " Animal Epidemic Prevention Law of the People's Republic of China, Henan Province Property Management Regulations " and "Xinxiang City Urban Appearance and Environmental Sanitation Management Regulations", combined with the actual situation in our city, the relevant matters are hereby announced as follows:
1. Dog-raising areas prohibited
01. Dog-raising areas south of Pingyuan Road, west of Xinzhong Avenue, north of Jinsui Avenue, and east of Xiner Street, Plain Culture and Art Center , Plain Sports Exhibition Center, Sports Center, and Stadium (stadium) areas are prohibited.
2. It is prohibited to carry dogs into the following specific areas and public places
(I) Dog raising areas are prohibited;
(II) Office areas, hospitals, schools, and children's activity places;
(I) Exhibition halls, museums, libraries, theaters, hotels, hotels, shopping malls, waiting rooms, parks, squares, green spaces, public entertainment venues, etc.
3. Citizen behavior
(1) When carrying dogs out, they must tie a leash or a dog chain (large dogs should also wear mouth covers), lead them by adults, and actively avoid the elderly, disabled people, pregnant women and children;
(2) When carrying dogs out, they should carry cleaning tools with them to promptly remove feces excreted by the dog;
(3) Do not carry dogs on buses, taxis and other public transportation;
(IV) When taking the elevator or going up and down the stairs, you should take measures to embrace or wear mouth-covering for the dog, avoid peak hours, and actively avoid others;
(V) Dog owners should inject rabies vaccines to their dogs to ensure that the dogs are in an effective immunity;
(V) For dog owners who bite multiple people or other dogs suspected of having rabies , dog owners should immediately report to the disease prevention and control agency and send the dog to a designated location for inspection within a time limit.
4. Penalties for violation of the Notice
(I) If you raise animals and interfere with the normal life of others, the public security organ shall issue a warning in accordance with the provisions of the "Public Security Administration Punishment Law of the People's Republic of China". If you fail to correct the situation after warning or allow animals to intimidate others, you shall be fined not less than RMB 200 and not more than RMB 500; if you drive animals to harm others, you shall be detained not less than 5 days but not more than 10 days, and a fine not more than RMB 200 and not more than 500; if the circumstances are minor, you shall be detained not less than 5 days but not more than 500 days; if the circumstances are minor, you shall be detained not less than 5 days but not more than 500 days; if the circumstances are minor, you shall be detained not more than 5 days but not more than 5 days. Or a fine of less than 500 yuan;
(II) If raising strong dogs and large dogs in the property management area, the public security organs or departments with administrative law enforcement powers with urban management will confiscate the dogs in accordance with the provisions of the Henan Provincial Property Management Regulations and impose a fine of less than 5,000 yuan and not more than 10,000 yuan;
(II) If carrying dogs in the property management area without leash (chain) will be left, the urban comprehensive law enforcement department (department with administrative law enforcement powers with urban management will be confiscated according to the Henan The Provincial Property Management Regulations shall order corrections. Those who refuse to correct shall be punished with a penalty of RMB 500 and RMB 1,000. If the circumstances are serious or serious consequences are caused, the dog shall be confiscated;
(IV) If the dog excretes feces on urban roads or public places, the breeder or manager shall be ordered to clean up immediately. If the city comprehensive law enforcement department shall impose a fine of RMB 50 and RMB 200 in accordance with the provisions of the "Xinxiang City Urban Appearance and Environmental Sanitation Regulations";
(V) On urban roads or public places outside the courtyard If a dog is not tied (chain) when walking a dog, the urban comprehensive law enforcement department will actively dissuade it, and the dog will be confiscated if it does not listen to the dissuasion;
(VI) If the dogs raised are not regularly vaccinated with rabies in accordance with the regulations, the agricultural and rural departments shall order the dog to correct the problem within a time limit in accordance with the provisions of the Animal Epidemic Prevention Law of the People's Republic of China and may be fined not less than RMB 1,000; if the correction is not corrected within the time limit, the fine shall be imposed not less than RMB 1,000 and not more than RMB 5,000, and the animal diagnosis and treatment institutions, harmless treatment places, etc. shall be entrusted to handle the problem on their behalf, and the required costs shall be borne by the violator.
5. Relevant departments accept reports seriously

6. Unrestricted circumstances
breeding and carrying dogs that perform security tasks, guide dog and other special purpose dogs entering specific areas and public places, and are not subject to restrictions on the relevant notice.
This notice shall come into effect on the date of its publication.
