"Students' safety affects thousands of households. Students are the most sensitive group in society and the most vulnerable group to infringement; children's safety is the 'god' of every family!" said Zhang Jinmei, secretary of the Party Committee and director of Binzhou Municipal Education Bureau. However, during the short peak periods of students going to school and after school, a relatively concentrated student flow often occurs near the school. The security issues of school care during peak periods are not guaranteed by several teachers and parent volunteers, and school care security is worrying.
The affairs of the masses are the biggest thing, and the worries of the masses are the direction of work. The Binzhou Municipal Party Committee and Municipal Government attached great importance to this issue. After in-depth investigation and demonstration, they decided to change the status quo and establish an effective mechanism for nursing posts and a long-term mechanism for nursing posts. They proposed the "hard leverage" for the city's comprehensive implementation of "care jobs": all schools in the city have established campus "police rooms" to create a "care job" mechanism for collective prevention and control campuses, and form a long-term mechanism for the whole society to participate in campus safety governance. Starting from June 10, all primary and secondary schools and kindergartens in the city must have "school protection posts" on duty at the school gate and around the school to strictly prevent all kinds of impacts on campus and interfering with order. In just one week, 1,056 primary and secondary schools and kindergartens in Binzhou have achieved full coverage of the new mechanism of "school care positions".
"Under the new mechanism, the members of the "School Protection Post" of "joint prevention and control and joint management" are mainly composed of public security police officers, community personnel, school leadership team members and security guards. The members of the "School Protection Post" wear unified logos or clothing." Li Lanye, head of the Campus Safety Education Section of Binzhou Education Bureau, said, "In accordance with the relevant policies of the municipal party committee and government, the education departments of all counties, cities and districts actively connect with the public security, community and other departments, strive for support and cooperation, and form a joint prevention and control force, providing strong guarantees for strengthening the "School Protection Post" personnel team." At present, the proportion of public security police officers and security personnel who meet the relevant requirements of security protection basically reaches 80%, which greatly strengthens the security force of the "School Protection Post". On this basis, the Binzhou Municipal Education Bureau further combined the actual situation and studied and issued the "Implementation Plan for Strengthening the Security Forces of Primary and Secondary Schools and Kindergartens in the City", further refine the effective implementation of the security forces of "school protection posts".
After the public security police and all sectors of society jointly create "school protection posts", the "safety index" of all primary and secondary schools and kindergartens in the city has been effectively improved. Binzhou Experimental School has many students. During peak traffic hours, the Public Security Brigade of the Bincheng District Public Security Bureau sent up as many as 7 police officers to participate in school duty and traffic diversion, and regularly carried out reciprocating patrols on off-campus streets to effectively escort campus safety and realize 24-hour patrols. In addition, Binzhou has also built "school protection booths" at the campus gate according to unified standards, fully equipped with all physical protection facilities, enhancing the sense of security of teachers and students and forming a strong deterrent effect.

The school also held a symposium on co-construction of police academys and formulated emergency plans for special weather schools, and organized a theme drill for anti-violence emergency, forming a good campus security pattern with "principal leading the class, police academy linkage, and all employees pay attention".At Liangjia Primary School, Shimiao Town, Huimin County, police officers from the "School Protection Post" have increased their publicity and rectification of illegal acts such as parking, driving in the opposite direction at the school gate, and picking up and dropping off students, such as agricultural vehicles, electric tricycles, and picking and dropping off students. During peak hours, they actively cooperated with school duty personnel and security personnel to direct and guide traffic to ensure order at the school gate and surrounding traffic.
"Dear uncle police, every day when I come home from school, I can see you helping us guide. Whenever we get lost, we can see you as the police officer at the first time. Thank you for your hard work!" Recently, Zhao Wenxuan, a sixth-grade student at the Experimental School of Zouping Economic and Technological Development Zone, wrote a "small note" to the police officer at the "School Protection Post" in his tender handwriting, expressing his deep gratitude and sincere respect for the "School Protection Post" and was widely circulated in the Zouping parent group. In order to further strengthen campus safety, Binzhou City recently organized a "study-based" risk and hidden danger inspection and cancellation account across the city. Schools at all levels and types have received comprehensive "health physical examinations", and the six innovatively established work mechanisms have been promoted throughout the province. "Maintaining campus safety and establishing a long-term mechanism is the key. The innovative practices of school protection positions have opened up ideas for our campus safety work.
