Jianghua Yao Autonomous County Qingjiang Water Plant continued construction project has been approved by Jiang Fufa [2021] No. 2, and the transaction was approved by Jianghua Yao Autonomous County Development and Reform Bureau with the document "Jiangfa Reform and Reform of Jianghua Yao Autonomous County Xu Zhuanzi [2021] No. 3. The source of funds is financial integration funds. The project owner is the Jianghua Yao Autonomous County Water Conservancy Construction Project Management Center. Hunan Zhonghuai Project Management Co., Ltd. is now entrusted to organize and implement the transaction activities. The relevant announcements are as follows:
2, project overview and transaction scope
2.1 Project name: Jianghua Yao Autonomous County Qingjiang Water Plant Continued Construction Project.
2.2 Construction location: Dashiqiao Township, Baimangying Town.
2.3 Construction scale: The main construction content is to implement the construction of the pipeline network installation in seven villages including Qingjiang Water Plant, JBB Line, Queqiaotang Village, Douguang Village, Jingtouwan Village, Youdu Village, Zhaibeidong Village, Hejiatang Village, and Zhongdong Village.
2.4 Construction period: 60 calendar days
2.5 Transaction scope: Jianghua Yao Autonomous County Qingjiang Water Plant continues construction project, the specific construction drawings and bill of quantities shall prevail.
2.6 Quality requirements: Meet the national qualified project acceptance standards.
2.7 Warranty requirements: Warranty in accordance with the current relevant national regulations.

3, transaction responder qualification requirements
3.1 Register within the territory of the People's Republic of China and obtain a business license in accordance with the law, and the business license is valid; enterprises outside Hunan Province must register the basic situation of enterprises entering Hunan outside the province in accordance with the requirements of document 190 of Hunan Construction [2015] (according to the query of "Hunan Province Housing and Urban-Rural Development Network") or have a construction registration certificate in Hunan;
3.2 Have the third level of general contracting for water conservancy and hydropower projects or above issued by the construction administrative department or the third level of general contracting for municipal public projects construction. Qualifications, production safety license is valid for the period of time; and has the ability to undertake the construction of this project in terms of personnel, equipment, funds, etc.;
3.3 This project does not require qualifications for similar engineering performance of transaction responders.
3.4 The proposed project leader must be a registered construction engineer with a registered level 2 or above (including level 2) registered in the unit or a municipal public engineering level 2 or above (including level 2) and has a valid Class B safety production assessment certificate and no projects under construction.
3.5 The proposed technical person in charge has an intermediate or above professional professional title related to water conservancy and hydropower engineering or municipal engineering, and is a formal employee of the transaction responder;
3.6 The proposed full-time safety officer has a C-class safety production assessment certificate issued or issued by the construction administrative department, and is a formal employee of the transaction responder;
3.7 The project manager who intends to be appointed this transaction must be an in-service employee of the enterprise (the registration certificate or job certificate must be consistent with the transaction responder), and provides the social pension insurance of the social security department by the transaction responder for three consecutive months since June 2021. An online query form is required, and the query URL, household name and password of the social security department website must be provided. If the query results have one of the following situations, they shall be treated as the abolished standard: ① If the social pension insurance is not paid within the time specified in the transaction document; ② If the query results are not the transaction responder.
3.8 This transaction does not accept consortium responses.
3.9 According to the "Notice of the Hunan Provincial Water Resources Department on Issuance" (Xiangshui Office [2017] No. 113) and the "Notice of the Hunan Provincial Water Resources Department on Issuance" (Xiangshui Office [2016] No. 91), all practitioners and practitioners who are included in the national water conservancy construction market credit information platform and the Hunan Provincial Water Conservancy Construction market entities blacklist and are within the valid period, as well as practitioners and practitioners who are punished by the Hunan Provincial People's Government and relevant departments directly under the Hunan Provincial Department of Hunan Province to cancel the transaction qualification or above and are within the valid period, and are prohibited from participating in this transaction.
3.11 This transaction is subject to post-qualification review. See the transaction documents for specific requirements for qualification review. The transaction response documents of the transaction responder who fails to pass the qualification review will be processed according to the abolished bid.
4, acquisition and modification of transaction documents, clarification and answering of questions and releases
4.1 Please send a legal representative or its entrusted agent (must be the project leader of this project) to register with the original ID card from September 17, 2021 to September 22, 2021 (09:00-11:30 am, 15:00-17:00 pm (Beijing time, the Mid-Autumn Festival holiday is on the 21st, registration is not accepted) to Room 906, Shenzhou Yaodu Hotel, Tuojiang Town, Jianghua Yao Autonomous County, Yongzhou City. Registration will not be accepted after the deadline.
4.2 The following information must be provided when registering:
(1) The legal representative's letter of introduction (original), legal representative's identity certificate (original), second-generation ID card (original) or his authorized agent (must be the project leader of this project) The unit's letter of introduction (original), legal person's identity certificate (original), authorization letter (original), second-generation ID card (original);
(2) A copy of the valid business license (original);
(3) Enterprise qualification certificate (copy of qualification certificate shall be stamped with the bidding unit's official seal, and can be checked by scanning the QR code), a production safety license, Basic account account opening license (original);
(4) The proposed project leader’s certificate and the Class B safety production assessment pass certificate issued by the relevant administrative departments (original);
(5) The proposed project manager’s staff: the project leader, technical director, full-time safety officer’s certificate (original) and the social guarantee statement and no original proof of construction in the past three months (June 2021-before the bid deadline).
(6) "No bribery criminal record query certificate" downloaded on the China Judgment Document Network to inquire about its situation or screenshot as a proof must be stamped with the official seal of the unit.
4.3 Each set of transaction documents is priced at RMB 400 and will not be refunded after sale. All copies of the original documents, documents and certificates are stamped with administrative seals and bound into a book in sequence. Bidding applicants fail to appoint personnel, provide information or have traces of correction in accordance with the requirements of this announcement. The above information, documents and certificates shall be true, complete, and valid, and the original is consistent with the copy. Otherwise, they will not be accepted. The tenderer will verify the above information at any time. If the tenderer finds that the bidder has committed fraud during the verification or during the necessary investigation, his corresponding qualification will be cancelled and punished in accordance with relevant laws and regulations.
4.4 Clarification and Q&A of the transaction document are issued by the transaction responder to download it on the designated website by himself.
5. Submission of the transaction response document
5.1 The deadline and transaction time for submission of the transaction response document are September 28, 2021 9:30 on the day; place of submission of transaction response documents: Jianghua Yao Autonomous County Public Resources Trading Center (7th Floor, Jianghua Yao Autonomous County Traffic Police Brigade).
5.2 If the transaction response document is delivered overdue or is not delivered to the designated location or is not sealed as required, or the transaction responder fails to obtain the transaction document in accordance with the provisions of Article 4.1 of this project transaction announcement, the project owner will refuse to accept it.
5.3 The authorized principal or legal representative of the transaction responder must attend the transaction in person.
6. Review method

7. Survey site and transaction preparation meeting
7.1 The owner of this project does not organize on-site surveys and hold transaction preparation meetings in uniform.
