County Cultural Center Director Wang Min
From September 5 to 7, 2018, Director Luo of the County Culture and Radio and Television Bureau led a team to organize 10 town office cultural webmasters and 19 comrades from the two museums to Xunyang County, Ankang City to study the construction of the general branch system. What I heard and saw made me deeply feel that the advanced practices of the general branch of the Xunyang County general branch of the are very reference and guiding for us:
1. Organizational guarantee. The implementation of the construction of the main and branch systems of cultural centers and libraries is an important measure for the country to strengthen the construction of the public cultural service system. It is to use the county halls as the main halls, set up branch halls in township cultural stations, and set up comprehensive cultural service points at the village level. The two county museums provide regular business guidance to the branches. Xunyang County has established a leading group with the deputy county magistrate in charge of the government as the group leader and the main leaders of the county cultural and tourism bureau and town offices as the deputy group leaders. The implementation plan was issued with the government office's document head and a special meeting of the general and branch museum system was held, requiring guarantees in terms of venues, personnel, funds, etc.
2. Personnel protection. Xunyang County's successful approach effectively solved the personnel problem. Five branches of 21 towns and branches were given respectively. The directors and deputy directors of branches were selected and recommended by the town offices and appointed by the county cultural and broadcasting bureau. Each branch in Xunyang County has established one director and director, one deputy director and three cultural specialists.
3. Funding guarantee. Public culture is purchased in the form of government, each year has a budget for funding, cast and crew are subsidized for performances, and the masses are enthusiastic about participating. The county finance budgets the annual budget of the town’s cultural activities funding for each town, the deputy director’s salary is 20,000 yuan, and the cultural service points are 5,000 yuan, and the payment is in place in November each year.
4. In terms of institutional guarantees. Under the leadership of the county cultural bureau, the general library coordinates the cultural work of the county and provides business guidance on the branch office work, so that there are tasks every month, assessments for half a year, and year-end general assessments. Each town has set up art propaganda teams to tour the villages, and each township has set up branch venues during the annual Farmers' Cultural Festival.

Jiaodao Town Cultural Station Webmaster Fan Ye
On September 5, 2018, I had the honor to go to Xunyang County, Ankang City to study and exchange on-site, learn from the advanced experience of the Xunyang County Cultural Center General Branch System, and appreciate the profound cultural heritage of China Tai Chi City . Through this inspection, exchange and study, I have benefited a lot, provided rich experience for my future work in grassroots culture and inspired work. The experience of this study is summarized as follows:
During this trip, we mainly learned the advanced experience of the general management of the Xunyang cultural center. We visited the Zhuanxi Community and the branch hall in Zhuanxi Town. The cultural activities of the brunch community have been fully recognized by the superiors. The cultural activities of a community are so vivid, which cannot be separated from the support of the superiors and the enthusiasm of the masses to participate in culture. In this regard, we still need to work hard to take mass culture as the main body of cultural activities and make a contribution to the construction of a spiritual civilized society. What touched me the most was the construction of the Xunyang County Cultural Center's general branch system. The branch system is sound, the staff is guaranteed, and the funds are guaranteed. It is a real branch construction, rather than a single card hanging. The county cultural center is equipped with a dedicated person to guide cultural work activities for each branch, and the branch construction is included in the target responsibility assessment. The branch has cultural specialists, and excellent cultural specialists who love cultural activities are selected from each town, and the county recruitment and town management is implemented so that talented cultural people can fully utilize their talents. Each branch has a literary and artistic team, which regularly conducts "sending operas to the countryside". The annual Peasant Cultural Festival has branch venues in each branch, with performance funds guaranteed, subsidies for cast and crew, and the masses are enthusiastic about participating.
Through this exchange activity, I fully realized the cultural shortcomings of our town, increased my knowledge, and added certain methods to do a good job in the town's cultural construction work in the next step. There is still a long way to go to do a good job in cultural work. We will take this inspection and learning exchange as an opportunity to lay a solid foundation for the construction of the town's general branch pavilion in the next step.

Wangzhuang Town Cultural Station Webmaster Li Junfeng
The Bureau of Culture, Sports, Radio, Film and Television organized a three-day Xunyang inspection tour for 10 town offices in the county and responsible persons of the two museums, which has indeed benefited a lot. I think that through the view of Tai Chi City and the journey by the Xunshui River, I really have four unexpected things to see culture, eat culture, and learn culture:
I never expected that the leaders of Xunyang Bureau attach so much importance to it. The leaders of Xunyang County Culture, Radio, Film and Tourism Bureau attached so much importance and enthusiasm for our study and inspection, which moved us deeply. It is reflected in: the accommodation is arranged at the Jiayue Hotel next to Zhuerkang Central Square. It has a prosperous location and convenient travel. The meal is based on local specialty dishes and intangible cultural heritage (Xunyang Bada Bowls) and local wine and beverages (jujube series). The food is of high quality and the variety is matched; the inspection itinerary is scientific and reasonable, saving time; the bureau leaders accompany it throughout the process, and the main leaders take time to receive it; the symposium is rich, sufficient preparation, orderly, warm and successful.
2 I didn’t expect Xunyang’s cadres to be so solid in their work style. All mobile phones and phones from the county party secretary and county magistrate to all leaders of the four county-level teams, to the county-level departments, and to the top leaders of the party and government in townships are announced in the central square of the county; all investments and completion deadlines and completion persons are announced in the central square to carry out practical projects for the people and major projects related to the future development of the county are announced in the central square, and are questioned and supervised by the general public.
3 I didn’t expect Xunyang to develop so fast and so well. It is reflected in: urban and rural construction has a new look, cities are full of tall buildings, rural buildings are; beautiful mountains and rivers, good environment, good hygiene; people live a prosperous life and have excellent mental state, morning and evening square dance music and Xunyang folk songs resound throughout the city and countryside.
4 I didn’t expect that the construction of comprehensive cultural service centers and cultural book branches in Xunyang towns was so in place. It’s not just a sign that is empty, but it’s actually implemented. The county book branch is built on the 4th side of the Xunhe html for people to relax and entertain, which is convenient for the public to read and is very down-to-earth. The two-district museums in townships have personnel guarantees, fund guarantees, institutional guarantees, goals and tasks, dedicated personnel to tutor, and supervision and assessment. Each town has a comprehensive cultural service center and branch office, including 1 director and branch director, 4 cultural specialists, and each village has 1 cultural specialist. The county-level town management is implemented. At the same time, the cultural center sends 1 cultural counselor to each town to provide special guidance on the work every month. The funding for cultural activities is 50,000 yuan, and the salary of cultural professionals is 20,000 yuan. It is allocated in November every year. Cultural work has tasks every month, assessments are available for half a year, and the total is fulfilled throughout the year. Each town has a literary and artistic team touring the villages for performances. The annual Farmers' Cultural Festival has branch venues in each township. All activities have budgets, subsidies for cast and crew, and the masses are enthusiastic about participating.
