The release of the White Paper is the third one after the two white papers "The Unification of the Taiwan Issue and China" and "The Principles of One China and the Taiwan Issue". The release of each white paper has its own special historical background and is also a systematic summary of the problems existing in cross-strait relations, the future direction, and the relevant mainland policies and guidelines for Taiwan at a critical moment.
In August 11993, the white paper "The Unification of the Taiwan Issue and China" systematically discussed the origin of the Taiwan Issue and the situation at that time for the first time, and clarified the mainland's basic policy on solving the Taiwan Issue.
11987, since the exchanges between the two sides of the Taiwan Strait started, the economic and cultural relations have become increasingly close, but with the in-depth contact between the two sides of the Taiwan Strait, disputes at the political level have come to the forefront. Although the two sides had reached the "1992 Consensus " at that time, there was still no clear explanation on how to deal with the Taiwan issue and the connotation of "one China". Therefore, the emergence of the white paper "The Unification of the Taiwan Issue and China" was of great significance to the international community at that time who fully and correctly understood the nature of the Taiwan Issue.

Similarly, in 2000, the publication of the white paper "The Principle of One China and the Taiwan Issue" further clarified the development direction and bottom line of cross-strait relations to curb the destruction and interference of cross-strait relations by the "Taiwan independence" forces.
At that time, " One Country, Two Systems " had been successfully practiced in Hong Kong and Macao, which played a good demonstration role in promoting and resolving the Taiwan issue, and also meant that the national unity entered a new stage. But at such a critical moment, the "Taiwan independence" forces threw out remarks such as the "two-state theory" that they did not talk about unification but talked about separatism, which cast a strong shadow on the development of cross-strait relations and the prospects of Taiwan. To this end, clarifying the direction and bottom line of cross-strait relations has become the top priority at that time.
Since entering the 21st century, cross-strait exchanges have entered a higher level and interactions have reached a new level. For example, in 2015, cross-strait leaders achieved their first meeting and direct dialogue and communication since 1949, which opened a new chapter in the development of cross-strait relations.
The proposal and continuous sublimation of new concepts such as "One Family on the Cross-Strait" and "A Community of Shared Future for Cross-Straits" has also brought mainland China's work to Taiwan to a new level, continuously improving the institutional arrangements and policy measures for the welfare of Taiwanese compatriots, greatly enhancing the sense of belonging of Taiwanese people.
However, affected by Taiwan's internal party structure and competition among major powers, cross-strait relations have faced new situations and new problems. The DPP's actions to seek "independence" have led to tensions in cross-strait relations, endangering peace and stability in the Taiwan Strait, undermining the prospect of peaceful reunification, and squeezing the space for peaceful reunification, which are obstacles that must be removed in the process of striving for peaceful reunification. At the same time, external forces condoned and aroused the "Taiwan independence" separatist forces to stir up trouble and provoke, intensified cross-strait confrontation and tension in the Taiwan Strait, and also posed a challenge to our country's reunification.
Against this background, the publication of the White Paper demonstrates my country's determination to safeguard national sovereignty and territorial integrity, and also elevates the policy and policy on Taiwan to a new stage.

But through the White Paper, we can clearly know that adhering to "peaceful reunification, one country, two systems" is still the basic policy of mainland China to Taiwan. Moreover, as long as we adhere to the one-China principle, and the "1992 Consensus", dialogue, communication and exchange of opinions can be carried out between the two sides of the Taiwan Strait. This also means that no matter what environment the mainland is in, there is no channel for communication with various parties, groups and people in Taiwan.
Of course, for those "Taiwan independence" and foreign forces that deny the one-China principle and distort the "1992 Consensus", the White Paper will clearly crush it. This is also something that has not been discussed much in the previous two white papers.
First of all, this means that this force has caused more obvious and serious challenges to my country's cause of unification, and will have a serious impact on the peace and stability of cross-strait relations.
At the same time, the White Paper also clearly combines the cause of national unification with national rejuvenation . This is the new connotation of Taiwan’s work since the 18th National Congress of the Communist Party of China and a major theoretical innovation in Taiwan’s work. Therefore, the future development of cross-strait relations, work on Taiwan, and the containment and countermeasures of "Taiwan independence" and foreign forces will be placed in such a background for thinking and design.
In short, the White Paper not only demonstrates my country's determination to resolve the Taiwan issue, but also provides the foundation and direction for the next step in promoting the process of cross-strait reunification. The two sides of the Taiwan Strait will achieve unity as soon as possible, and the prospects are worth looking forward to.
