1. Application scope and conditions

(I) Application scope

1. Any professional and technical personnel who have established personnel labor (employment) relationship with the employer and freelancers who are engaged in professional and technical titles according to the prescribed standard conditions can apply for the corresponding professional title according to the prescribed standard conditions.

2. Professional and technical talents from Hong Kong, Macao and Taiwan who are employed in our province, as well as foreigners who hold permanent residence permit or overseas high-level talents residence permit , must meet the standard conditions of the corresponding professional title series (professional) participation in the professional title application and evaluation of our province, and may not be subject to the qualification restrictions of the original professional title.

3. Civil servants, personnel managed in accordance with the Civil Servants Law, and retired personnel are not allowed to participate in the professional title application and evaluation.

4. Administrative management personnel shall not apply for professional titles according to their positions of professional and technical personnel. Administrative management personnel who have been approved to work part-time in professional and technical positions due to work needs must provide the "Approval Form for Part-time Professional and Technical Positions of Public Institutions" when applying for professional title evaluation.

(II) Application conditions

1. Seriously implement the evaluation standards for professional and technical positions set by the state and the province. The professional title series (professional) that have completed the revision of the standard conditions will be implemented in accordance with the new standard conditions. The standard conditions will be released on the "Shandong Province Professional and Technical Personnel Management Service Platform" (http://117.73.253.239:9000/rsrc).

2. The part-time education obtained after joining the work will no longer be limited to the years. After graduating from the intermediate work class, senior work class, and Preparatory Technician (Technician) class of technical colleges, you can apply for the corresponding professional titles based on the equivalent technical secondary school, college, and bachelor's degree.

3. Further strengthen the integration of professional development of high-skilled talents and professional and technical talents, and realize the integrated professional title series of engineering, agriculture, sports, arts, arts and crafts, cultural relics and museums, arts, experimental technology, and technical college teachers. High-skilled talents who meet the requirements can participate in the corresponding series of professional title evaluations.

4. For the national unified examination for the intermediate and junior professional titles, 8 professional title series (professional) including economy, accounting, statistics, audit, health technology, ship, translation, and publishing, and the unified "examination instead of evaluation" of archives, express engineering, big data engineering, health management research, safety engineering, , logistics engineering, network security engineering, feed and veterinary medicine engineering, etc., 8 professional title series (professional) including the unified examination of the intermediate and junior professional titles, the examination results will be qualified and the corresponding level of professional title will no longer be reviewed or recognized. For the 9 series (professionals) including accounting, statistics, audit, economy, archives, express engineering, big data engineering, health management research, logistics engineering, professional and technical talents must participate in relevant examinations organized by the state or our province, and their scores reach the passing line and can only apply for the evaluation of senior professional titles within the validity period.

5. Support the application of professional and technical talents for " specialized and specialized " single champion enterprises in small and medium-sized enterprises and manufacturing industry champion enterprises, and use the work performance and innovative achievements obtained in technological innovation, patent invention, achievement transformation, technology promotion, standard formulation, etc. as an important reference. Non-public economy organization, "specialized, specialized, and new" small and medium-sized enterprises and single-chair enterprises in manufacturing industry engaged in engineering professional and technical work, who have a bachelor's degree and have been engaged in related professional and technical work for 5 years, or have a college degree and have been engaged in related professional and technical work for 8 years, can directly apply for the engineering technology series intermediate professional title. Those who have outstanding performance and contributions can directly apply for senior professional titles without being restricted by qualifications, years of service and other conditions.

6. Excellent engineers who have been recognized by relevant provincial departments and have made outstanding contributions will be directly included in the "direct train" channel for senior professional title evaluation of high-level talents in accordance with relevant regulations.

7. According to the requirements of the party committee and government at or above the county level, after the organization selects health professionals who have left their posts to participate in major activities and important tasks, after the party committee and relevant government departments recognize or issue a certificate, if the cumulative number of days within the year exceeds 3 months or more than 5 months within two consecutive years, it can be regarded as providing medical and health services in medical and health institutions below the county level or counterpart support . The professional workload during the selection period is calculated at twice the level of work on duty, and the current professional title can be calculated cumulatively during the employment period. Medical staff on the front line of epidemic prevention and control shall implement the original policy.

8. In accordance with the provisions of the "Notice of the Linyi Municipal Human Resources and Social Security Bureau on Doing a Good Job in Continuing Education of Professional and Technical Personnel in the City in 2022", apply for promotion to professional and technical positions, and during the term of office, continuing education must meet the prescribed requirements. Those who apply for the member level or assisting qualifications shall complete the continuing education study for the current year; those who apply for the member level shall complete the continuing education study for the past three years (2020-2022); those who apply for the intermediate qualifications shall complete the continuing education study for the past four years (2019-2022); those who apply for the advanced qualifications (including the intermediate level to the deputy senior and the deputy senior advanced to the senior senior), shall complete the continuing education study for the past five years (2018-2022). 2. Requirements for material declaration and review and submission

(I) Requirements for material declaration

1. The personal integrity commitment system is implemented for professional title application and evaluation. The applicant is responsible for his/her declaration behavior and promises that the application content and the materials provided are true and accurate. In principle, the applicant will no longer be required to provide paper materials for information sharing or upload electronic supporting materials online. Anyone who can handle it through statutory certificates, written notices and commitments, internal verification of government departments, inter-departmental verification, network verification, etc. shall not be required to provide additional supporting materials.

2. The online application and evaluation of high, middle and junior professional titles in 2022 will continue to be implemented. Applicants will log in to the "Journal of Title Application and Evaluation System" (http://117.73.253.239:9000/rsrc) of the "Shandong Provincial Professional and Technical Personnel Management Service Platform" to fill in the application. The applicant must log in to the system to register with individual users and complete the online version of the application materials through the system. Before an individual registers, the unit, unit competent department, reporting department, review committee office and human resources and social security departments at all levels must also register users and set up corresponding online application paths. The operating manual of the professional title application and evaluation system can be logged into the "Download Materials" column of the system to download and learn. The solutions to common problems of the system can be logged into the "Frequently Asked Questions" column of the system to browse and learn. During use, if the personal account password is lost, please use the system's "Password Retrieve" function to retrieve it. Please contact the human resources and social security department of the county and district where the unit is located. Please refer to Attachment 2 for the contact information.

(II) Material review and reporting requirements

1. The unit reviews

Employers shall break the restrictions on archives and identity, improve the professional title application recommendation procedures of the unit, review the legality, authenticity, completeness and validity of the applicant's application materials, and publicize them within the unit. The announcement period is no less than 5 working days; if there is no objection to the public announcement, it shall be recommended and reported step by step in accordance with the professional title review and management authority. For materials that do not meet the application conditions, they should be returned in a timely manner and the reasons should be explained to the applicant.

Professional and technical talents of non-public economic organizations can be reported by their work unit with the consent of the industry authorities through the county and district human resources and social security administrative department or personnel agency recommendations and reports. Freelancers can perform review, public announcement, reporting and other procedures by personnel agencies or human resources and social security service agencies in their communities, townships (streets).

2. The competent department, reporting department, and evaluation committee establishment unit (service institution) must carefully review the application materials. Application materials that do not meet the application conditions and procedures, exceed the scope of acceptance by the review committee, or violate the commissioned review procedures, should be returned in a timely manner. Any of the following circumstances will not be accepted: (1) does not meet the evaluation conditions; (2) does not meet the filling standards; (3) does not submit according to the prescribed time and procedures; (4) does not make public announcements in accordance with the regulations; (5) does not commit fraud; (6) Others that do not comply with the professional title policy.

3. Material Report

Recommended and reviewed senior professional titles to the provincial senior judges, and reviewed and submitted by the Municipal Human Resources and Social Security Bureau in conjunction with relevant municipal business departments (units); recommended and reviewed professional titles at all levels to the municipal review committee. The county and district human resources and social security departments are responsible for reporting by the county and district human resources and social security departments, and the municipal business departments are responsible for reporting by the municipal business departments (units). All materials that have not been reviewed and stamped by the human resources and social security departments and competent departments (units) and filled in the review opinions shall not be accepted. The submitted materials of human resources and social security departments at all levels must use special seals for professional titles, and the submitted materials of business competent departments (units) generally must use special seals for personnel.

33. The evaluation organization requires

(I) The evaluation committee is established and adjusted

2. In accordance with the "Notice of the Shandong Provincial Department of Human Resources and Social Security on Decentralization of Special Professional Title Evaluation Rights to Development Zones" (Lu Renshezi [2019] No. 208), the Provincial Department of Human Resources and Social Security approved and agreed to Linyi High-tech Zone to carry out professional title evaluation of professional titles with Internet of Things and intelligent manufacturing. For professional and technical talents in the same industry with special professional title needs in the province, they will implement the social professional title evaluation model of "individual independent declaration, fair industry evaluation, unit selection and use, and government guidance and supervision". The evaluation results are common within the province.

3. Authorize 10 counties and districts to form the Intermediate Review Committee for Construction Engineering Technical Qualification Qualifications, including Lanshan District , Luozhuang District , Hedong District , Lanling County , Yishui County , Pingyi County , Fei County , Mengyin County , Junan County , Linshu County , and 10 counties and districts to form the Intermediate Review Committee for Construction Engineering Technical Qualifications, which is responsible for the evaluation of the intermediate professional titles of construction engineering technical in the county and districts.Relevant counties and districts should submit the professional title review work plan to the Municipal Housing and Urban-Rural Development Bureau and the Municipal Human Resources and Social Security Bureau for filing before the review, and submit the review results to the Municipal Housing and Urban-Rural Development Bureau and the Municipal Human Resources and Social Security Bureau for review and announcement. According to the provisions of the "Notice of the Linyi Municipal Human Resources and Social Security Bureau on the Decentralization of Intermediate Professional Title Evaluation Authority for Primary and Secondary School Teachers" (Linrenshezi [2021] No. 68), the authority to evaluate intermediate professional titles for primary and secondary school teachers is delegated to nine counties and three districts. The intermediate and junior professional title evaluation committees formed by each county and district shall be disclosed to the public by the human resources and social security bureaus of each county and district.

(II) Review of the review committee

The establishment units of each review committee shall formulate an review work plan and select experts to form an review committee in strict accordance with the prescribed procedures and requirements. 2. The establishment units (office agencies) of each evaluation committee should do a good job in accepting, reviewing and summarizing the application materials, summarize the application materials according to municipal businesses, counties and townships and enterprises, fill in the "Basic Situation Form for Recommended and Reviewing Professional Title Personnel", formulate the "Professional Title Evaluation Committee Review Work Plan", and 5 days before the review meeting was held, together with the "Accurate Material Review Report", "State Situation Form for Selected Personnel of Executive Members of the Professional Title Evaluation Committee", "State Situation Form for Executive Members of the Professional Title Evaluation Committee" and "Judge Training Manual", etc., and carefully organize the review after approval.

4. After the review is completed, the establishment unit of the evaluation committee shall promptly publicize the evaluation results on the "Shandong Province Professional and Technical Personnel Management Service Platform" and the official website of the establishment unit, and the announcement period shall be no less than 5 working days. After the public announcement of the review results, the human resources and social security department or the establishment unit of the review committee shall confirm or review the case according to procedures, and promptly announce the document. The time for obtaining the professional title will be calculated from the date of approval. Fully implement electronic certificates for professional titles, which have the same effect as paper certificates. Professional and technical talents can log in to the "Shandong Province Professional and Technical Personnel Management Service Platform" to download and print the electronic certificate. The titles entrusted by each county and district to review by the municipal review committee shall be approved and issued uniformly by the established unit of the municipal review committee.

5. Discipline requirements

(I) Seriously evaluate discipline. All counties, districts, departments (units) should in accordance with the relevant policies and requirements of provincial and municipal professional titles, increase policy implementation efforts, ensure that all reform measures are implemented as soon as possible and effective, and do a good job in professional titles in the county, district, and departments (units). The petitions and complaints are mainly investigated and verified by the personnel (professional title) management department of the employer under the guidance of the report department, and are subject to guidance and supervision by the unit’s discipline inspection and supervision department. Application materials that have been verified to have committed fraud or other violations shall not be submitted and shall be handled in accordance with relevant regulations to ensure fairness and justice in professional title evaluation. For those who commit fraud during the application and evaluation of professional titles, all counties, districts, departments (units) must strictly deal with them in accordance with relevant national and provincial regulations. Those suspected of violating regulations and discipline shall be verified and dealt with in accordance with management authority and relevant regulations; those suspected of committing illegal crimes shall be transferred to public security or judicial authorities for handling.

(II) Strengthen supervision and inspection. All evaluation committees and employers should establish and improve internal supervision mechanisms, take professional title evaluation work as an important part of preventing corruption risks, and actively invite discipline inspection and supervision agencies to carry out supervision and inspection. The establishment unit of the evaluation committee must sign a commitment letter to comply with the evaluation discipline with the evaluation committee. The evaluation committee with conditions may invite NPC deputies, CPPCC members and others to participate in supervision and establish a full-process supervision mechanism.Violations of regulations and discipline found during the review process or reported by the public should be promptly and carefully verified. If it is found to be true, it should be handled strictly in accordance with regulations. Human resources and social security departments at all levels should strengthen inspections of their affiliated review committee offices, guide them to strengthen discipline education in professional title review work, further standardize the review work procedures, and strengthen supervision and restraint mechanisms. The documents involved in professional title evaluation work must be reviewed and approved by the human resources and social security department after the document is formally issued and filed with the human resources and social security department.

(III) Strengthen accountability. employers are responsible for reviewing the legality, authenticity, completeness and validity of the application materials, and organize recommendations; the competent department reviews the application conditions and application procedures, etc.; the reporting department is responsible for reviewing whether the application materials are complete and whether the content is complete; the review committee office is responsible for guiding the application and material review of this series (professional) professional title, and do a good job in the classification and sorting of materials, preparations and review organization services of the review committee; the review committee is responsible for the standard conditions, work procedures, and review quality; the professional title management department is responsible for the comprehensive management and supervision and inspection of the professional title review work. The management responsibility system of "whoever reviews is responsible" should be strictly implemented for all aspects of professional title application, recommendation, and evaluation, and relevant personnel who find problems should be held accountable in accordance with the law. If the competent department, reporting department, and review committee office find that the submitted application materials are not carefully reviewed or violated the review policy or review procedures, they may use a notification method to point out the work mistakes of the relevant units and put forward rectification opinions. If the reported unit refuses to correct the problem, which affects the application of the review materials on time or the evaluation committee will start evaluation as scheduled, it will be dealt with seriously in accordance with the relevant national and provincial professional title evaluation regulations. The offices of the review committees at all levels shall not expand, increase or decrease the scope of acceptance and review without authorization; they shall not violate the review procedures and regulations and arbitrarily lower the evaluation standards. For the units of the evaluation committee that have many complaints and have great controversy in the evaluation results, the human resources and social security department that has prepared the case will conduct an investigation and evaluation, and the professional title evaluation power will be suspended or revoked depending on the circumstances, and the relevant units and personnel will be held accountable in accordance with the regulations.

6. Carry out special actions

All counties and districts should combine local actual conditions to further open up channels for professional title application for small and medium-sized enterprises, and optimize and improve the bottom-line mechanism for professional title application for small and medium-sized enterprises. For "specialized, specialized and innovative" small and medium-sized enterprises and single-chairmen in manufacturing, special actions for professional title application and evaluation should be organized, evaluation standards should be improved, application channels should be clarified, evaluation methods should be enriched, and policy "clear paper" and application "flow chart" should be produced. We should organize on-site lectures, open online classes, and promote "scan code" for self-study, and strive to improve the awareness of professional title policies, optimize professional title evaluation management services, enhance the sense of gain and satisfaction of enterprises and professional and technical talents, and stimulate the vitality of innovative development of enterprises.

further improves the information release review process. The establishment units of each evaluation committee should make full use of the information release function of the "Shandong Province Professional and Technical Personnel Management Service Platform". On the premise of ensuring information security, promptly apply to the Municipal Human Resources and Social Security Bureau to publish information that should be proactively disclosed, such as professional title policies, review notices, results announcements, and publication documents in the corresponding column of the platform. The application process shall be implemented in accordance with the "Notice of the Linyi Municipal Human Resources and Social Security Bureau on Standardizing the Information Release Process of Shandong Province Professional and Technical Personnel Management Service Platform".

8. Application and evaluation time

(I) Application time

The establishment units of each county and district human resources and social security bureaus and various evaluation committees shall issue an application and evaluation notice on the "Shandong Province Professional and Technical Personnel Management Service Platform" as soon as possible, clarify the application time and material requirements, and make comprehensive arrangements for the evaluation work of the county and district and this series of professional titles.All review committee offices must issue the application and review notice of this series of (professional) as soon as possible, complete the acceptance, review and summary of the review materials in early September, and submit the review work progress plan to the corresponding human resources and social security departments.

(II) Review time

In principle, the review work of each series of high, middle and junior professional titles should be completed before the end of November 2022. The application and evaluation time for professional title application and evaluation by senior accountants, senior auditors, , senior statisticians, senior economists, etc. that implement the "combination of examination and evaluation" shall be determined by the unit established by the corresponding senior professional title evaluation committee after the state announces the examination results and score lines. If the evaluation committee establishment unit really needs to postpone the review, it should submit a written application to the corresponding human resources and social security department before the end of October.

Matters not covered by this notice shall be implemented in accordance with the current national, provincial and municipal professional title policies. The fees for professional title application and evaluation should be strictly implemented in accordance with the "Notice on Issues Related to the Reform of Fees for Professional and Technical Position Qualifications" (Lufa Reform Cost [2021] No. 638), and no additional charges shall be added in any name. If other major policy adjustments occur, implement the new policy.
