Recently, Shanghai and Jilin have more people coming to Tiantian in provinces with severe epidemics, which brings huge pressure on Tianshui City to "prevent imported cases from outside". In order to strictly prevent the import of the epidemic in areas with severe epidemic situations, the emergency notice for the closed-loop management of epidemic prevention and control of people coming to Tiantian is as follows:
1. In advance survey, report, and inform
(I) In advance survey. All counties, districts, administrative, enterprises, institutions, and social organizations must earnestly assume the local responsibility of "preventing imports from abroad" and the main responsibility of industry units, conduct a comprehensive survey of the people who will return to heaven in the future, accurately grasp the source, time of returning to heaven, the way to return to heaven (flights, trains, private cars), the destination of the queen and residence, and establish an information ledger to ensure that the numbers are clear and the situation is clear. The investigation information of all administrative, enterprises, institutions, and social groups should be promptly pushed to their communities. All counties and districts have completed the survey and statistics of people returning from outside the city, and implemented a daily report system, and reported to the Municipal Epidemic Joint Prevention and Control Office before 24:00 every day.
(II) Report in advance. All counties, districts, administrative, enterprises, institutions, and social groups must notify people outside the city in advance to come and return to Tiantian and report to the destination community and work unit 3 days in advance. Anyone who does not report shall bear personal legal responsibility.
(III) Notify in advance. All counties and districts should inform the county and district of various epidemic prevention and control policies and measures for those outside the city through telephone, WeChat, and transfers from relatives and friends in advance, especially the epidemic prevention measures and 24-hour contact information that must be followed from their own source to their homes and until the end of home health monitoring.
2. Implement point-to-point closed-loop management
(I) key measures. Strictly implement closed-loop control from the city gate to the home, strictly implement measures for people returning to the sky to check the negative nucleic acid test certificate for 48 hours, and strictly implement measures for nucleic acid testing within 24 hours of the sky to the sky.

3. Strengthen the construction of temporary observation points

Second, it has relatively complete urban infrastructure and legal buildings. Its infrastructure must comply with the current national standards and requirements for building safety, fire safety, earthquake resistance and disaster prevention, urban construction, environmental protection, etc., and is equipped with infrastructure to ensure the normal life of centralized isolation personnel.Ensure the safety of all kinds of indoor facilities, especially high-rise windows, balconies, etc. to strengthen closed safety protection.
(II) Internal settings. Reasonably partition and set channels ("three zones and two channels"). One is the three zones. Standardize the establishment of living areas, medical observation areas and material supply areas, etc., with strict boundaries between different areas, physical partitions are used to isolate them, and obvious signs are set up. The bathrooms in the room and on the floor are equipped with soap or hand sanitizer, running water and disinfectants. Each room has a trash can in the bathroom and living area, and medical waste packaging bags are placed in the bin.
4. Strictly implement various measures for traffic quarantine and market supervision investigation and control
Tianshui Municipal Epidemic Joint Prevention and Control Leading Group Traffic Quarantine Group and Market Supervision Group must further shoulder the main responsibility of preventing imported cases from outside.
(I) The traffic quarantine gates must be encrypted. It is necessary to encrypt the layout of traffic inspection points, so that there are no gaps or loopholes in the inspection of all foreign vehicles and personnel in the city. It is necessary to encrypt the settings of nucleic acid sampling points and observation points of the "two stations and one field" and the various traffic inspection points, so as to achieve full coverage of sampling points and observation points.
(II) We must strengthen traffic control measures. For long-distance transport vehicles, a "point-to-point" one-stop arrival from the departure point to the destination and no transfer to the station in the middle should be established. If you really need to stop and drive out of the expressway, the relevant highway intersection will check the "two codes and one certificate" and immediately take samples and stay temporarily for observation. You must not drive out before the nucleic acid test results are issued. Each "two stations and one stop" and traffic inspection points should strictly inquire about the travel history of people returning to the city, strictly check the negative nucleic acid test certificate for 48 hours, and take samples on-site if they cannot be provided. Strictly implement the transfer of all people outside the city to the joint prevention and control leadership group of the county and district, so that no one is missed.
(III) We must quickly plug the prevention and control loopholes in the accommodation industry. Hotels and hotels should effectively implement the main responsibility of preventing imported units from outside, increase the inspection of "two codes and one certificate" for check-in personnel and inquiries about travel history. For those who are found in the city, the measures to transfer the joint prevention and control mechanism of the county and district will be strictly implemented as soon as possible. We must especially strengthen the inspection of hotels and hotels around the "two stations and one battle" and in urban areas. All counties and districts, relevant specialized groups, administrative, enterprises, institutions, and social organizations must implement the quadratic responsibilities of preventing imports from outside, and formulate their own closed-loop control implementation plans for the city's foreign personnel as soon as possible, and make quick arrangements and deployments.All counties, districts and relevant specialized groups should further refine and improve the closed-loop control measures for people returning from outside the city, further clarify responsibilities, and do a good job in investigation and statistics, information summary and push, landing control and transfer, landing and taking over by special personnel and vehicles, nucleic acid testing, preparation and management of isolation and observation points, clarify time limit requirements, and ensure that they are implemented in place.
