Focusing on the goal of improving air quality, the Shenyang Municipal Party Committee and Municipal Government have focused on building a "four-in-one" working system, actively solved the bottlenecks and constraints of air pollution control, planned and implemented nine major battles and 34 specific measures, including energy structure adjustment, low-short area source rectification, motor vehicle exhaust control, VOCs comprehensive management, dust pollution rectification and straw burning control, and 34 specific measures. The pilot project of ultra-low emission clean heating for coal-fired boilers was launched, and the ultra-low emission transformation of 10 coal-fired boilers, including smoke, sulfur dioxide, nitrogen oxide, etc., was completed, and 68 were upgraded and transformed. 10 coal-fired heating boilers below 40 tons were eliminated in the built-up area. The special emission limit management responsibilities of coal-fired boilers were implemented "by-household, one by one" and coal-fired boilers were effectively controlled.
In terms of vehicle control, we will increase the application of big data such as road inspection, remote sensing detection, black smoke capture, emission inspection, etc., continue to strengthen the control of vehicles exceeding the standard, ensure emission compliance, and strictly prohibit diesel vehicles from National III and below from driving on the road. At the same time, we will conduct a comprehensive inspection of key vehicle users, so as to achieve full coverage of household spot checks, increase the intensity of law enforcement inspections of non-road mobile machinery, and deal with problems immediately if they are found. Since the beginning of this year, more than 340,000 motor vehicles have been inspected in the city, with a pass rate of 96.17%; 222,962 diesel trucks have been inspected and randomly tested, with a randomly tested rate of 159.2%.
In terms of dust suppression, the built-up area is the focus, keep a close eye on the various dust control measures for construction sites, municipal projects, national and provincial roads, back streets and alleys, strictly implement the "seven hundred percent" requirements for construction sites, and strictly investigate the "floating and missing" of transport vehicles; increase the frequency of sweeping on main roads in the city to ensure that the road is always wet and free of dust; carry out comprehensive inspections and rectification of exposed grounds, and harden and green the exposed grounds found, and all the covers and sprinkle water to suppress dust if they cannot be hardened.
