    Darui Railway is a major project of the national "Belt and Road" construction and China-Myanmar Economic Corridor . It is one of the key projects of the provincial party committee, provincial government and the Chinese Embassy in Myanmar to unswervingly implementing the major achievements of General Secretary Xi Jinping's historic visit to Myanmar.

However, it has been more than five years since the start of construction of the Baoshan to Ruili section, with many difficulties and problems, and there are still uncertainties in the opening and operation time of the entire line. First of all, although the Darui Railway project was planned early, the Baorui section started late due to the promotion method of large-span sections, and the late start of the Gaoligongshan Tunnel control project was the main factor for the delayed opening of traffic in Baorui section. In recent years, with the sharp increase in raw materials and employee salary costs, the original project estimate is far from meeting the actual investment, the railway construction project department has a serious shortage of construction funds and is in a state of serious losses, and the operation of enterprise construction funds is difficult, and it is difficult to move forward, which seriously restricts the progress of construction of engineering projects. Secondly, it is difficult to dig the Gaoligong Mountain Tunnel. The opening and operation of the Darui Railway depends on the time when the Gaoligongshan Tunnel is completed. Due to the extremely complex geological conditions of the Gaoligongshan Tunnel and the characteristics of "three highs and four active", there are huge risks in safety management and control, and there are many problems that are difficult to overcome and solve in technology and various emergencies. As of now, the completion progress of the regular tunnel excavation accounts for 45% of the entire line, and the construction progress has not met expectations, which has become a key constraint and bottleneck for the opening of the railway.

 To this end, member Baomingshun submitted a material "Proposal on Accelerating the Construction of the Baorui Section of the Darui Railway" to the conference, suggesting that the provincial party committee, provincial government and relevant provincial departments actively report to relevant state departments and strive to study and solve the problems of Gaoligongshan Tunnel construction at the national level to ensure the improvement of the quality and growth rate of engineering construction. It is requested to establish an academician and expert technical team at the national level to support and guide the construction technical support services of the Gaoligongshan Tunnel, and provide an experience model for the construction of the Sichuan-Tibet Railway while ensuring that the on-site construction of the Gaoligongshan Tunnel is excavated as expected.
