First, carry out joint supervision of the proposals of the CPPCC. Leading by the Vice Chairman of the Provincial CPPCC, in conjunction with the Office of the Provincial Party Committee and the Provincial Government Supervision Work Leading Group, the handling work of some undertaking units is supervised through the form of research and inspection, key supervision, dispatch meetings, etc., and track and evaluate the handling of proposals, improve the quality of proposal handling, etc.
The second is to strengthen the supervision work responsibilities. Each undertaking unit shall formulate a proposal handling work plan, further clarify the handling responsibilities, tasks, and processing time limits, form a handling force, formulate implementation measures based on the supervision content, and regularly schedule implementation. After the processing is completed, urge the organizer to promptly report the reply, negotiate and feedback with the proposer, etc.
Third, pay more attention to communication and negotiation. During the supervision process, the Provincial CPPCC focused on strengthening consultations in the supervision process, inviting proposers and relevant members, experts, and representatives of the masses to participate in research and consultation activities, and adopted random interviews, seminars and exchanges to carry out in-depth proposal handling consultations.
Fourth, implement accounting management of proposal handling work. The proposal handling situation was sorted out and summarized one by one. If the proposals were found to be unsatisfied with the handling results, the undertaking unit asked the proposals to continue processing. The proposals that were long, difficult, and repeatedly submitted by the proposers for many years were tracked and supervised to promote the implementation of proposal opinions and suggestions, and ensure that the handling work was effective.
Fifth, carry out a "look back" in the implementation of proposal handling. This year, a "look back" activity was carried out on the handling and implementation of 3,481 proposals since the first session of the 12th Provincial CPPCC, and a "second processing" was carried out on proposals with mature handling conditions in previous years to promote the transformation and implementation of proposal handling results. The conversion rate of reply to Class B proposals that each undertaking unit promised to implement within three years was 72.4%, and the conversion rate of reply to Class C proposals that were determined not to be implemented in the same year was 31.8%. After the "Look Back" activity, the adoption and implementation rate of proposals since the first session of the 12th Provincial CPPCC increased to 83.4%.
