On June 20, the Shandong Provincial Commission for Discipline Inspection and Supervision, the Provincial Department of Education, the Provincial Public Security Department and other departments formed a working team. Together with Liaocheng City, Shandong University of Science and Technology and other relevant units, they investigated and verified the issues of Chen Chunxiu, Chen Chunxiu, and Dongchangfu District of Liaocheng City, Wang Lili, who was impersonated to go to school. At present, the relevant issues have been identified and relevant personnel have been dealt with in accordance with regulations, discipline and laws. The relevant situation is reported as follows:
1. Investigation and handling of the issue of Chen Chunxiu in Guan County being impersonated to go to university
The person who was replaced, Chen Chunxiu, female, Han nationality, born in March 1984, graduated from Wuxun High School in Guan County, Liaocheng City in June 2004, and later worked abroad for a long time. She is now a teacher in a private kindergarten in Guan County.
substitute Chen Yanping, female, Han nationality, born in May 1986, graduated from Liaocheng No. 1 Middle School in June 2004, and later studied in International Economics and Trade at Shandong University of Science and Technology under the name of Chen Chunxiu. She graduated in July 2007. In December of the same year, she went public recruitment to work in Yanzhuang Street, Guanxian County (formerly Yanzhuang Township ).
(I) Regarding the issue of impersonating the admission notice. Chen Yanping's college entrance examination score in 2004 was 303 points (liberal arts), but she did not meet the first batch of junior college admission scores. Chen Yanping's father Chen Jupeng (legal representative of Guanzhou Fuxing Trading Co., Ltd.) and his uncle Zhang Feng (then deputy secretary of the Party Committee and township mayor of Yanzhuang Town) asked Feng Xiuzhen, then director of Guan County Admissions Office, to help Chen Yanping replace others to go to college. On July 26, Feng Xiuzhen and Chen Jupeng agreed to use Chen Chunxiu (the college entrance examination score was 546 points in science, which was 27 points higher than the first batch of junior college admissions score that year) as the target, and arranged for Wang Xinying, a staff member of the county admissions office, to print out Chen Chunxiu's admission ticket and hand it over to Chen Jupeng. After consulting Shandong University of Science and Technology, after learning that Chen Chunxiu's admission notice had been issued, Chen Jupeng found Li Chengtao, then deputy director of Guan County Postal Bureau, and lied that he came to get his daughter's admission notice and intercepted Chen Chunxiu's admission notice from the county postal bureau with his ID card.
(II) Regarding the issue of forging archives. After Chen Jupeng obtained Chen Chunxiu's admission notice, Feng Xiuzhen took advantage of the convenience of the county admissions office to uniformly distribute candidate files and handed Chen Chunxiu's files to Chen Jupeng. In order to make the relevant information of the archive consistent with Chen Yanping, Zhang Feng found Cui Jihui, the then principal of Wuxun Senior High School. Cui Jihui arranged for Vice Principal and Office Director Li Jianmin and Student Affairs Office Director Guo Lanzhong to stamp the Wuxun Senior High School official seal on the blank high school graduate registration form with Chen Yanping's photo, Zhang Feng stamped the Yanzhuang Township Government official seal, forged the high school graduate registration form with the name Chen Chunxiu, the photos and related information for Chen Yanping, and replaced it with Chen Chunxiu's candidate file.
(III) Regarding the issue of household registration fraud. In August 2004, Zhang Feng found that Ren Shukun, the director of Yanzhuang Police Station of Guan County Public Security Bureau, issued a false household registration migration certificate for Chen Yanping on the grounds that his niece was admitted to university but lost his household registration. Ren Shukun illegally arranged for household registration police officer Guo Wei to forge the "Household Registration Transfer Certificate" named Chen Chunxiu and addressed Dongnanzhuang Village, Yanzhuang Township. After Chen Yanping graduated from university in July 2007, Chen Jupeng found Ren Shukun again and asked him to help forge his new household registration. Ren Shukun violated the regulations and reported the relevant materials to the then deputy director of the county public security bureau Wang Junchao, who was in charge of the county public security bureau, to sign and agree, and forged the new household registration named Chen Chunxiu.
(IV) Regarding admission and qualification review. On August 31, 2004, Chen Yanping reported to the School of Economics of Shandong University of Science and Technology. Due to the incomplete reporting materials, Zhang Feng helped Chen Yanping go through the admission procedures through Du Yanli, then assistant director of the Academic Affairs Office of the school. The School of Economics did not conduct a substantial review of his identity. In mid-September, Shandong University of Science and Technology deployed the qualification review of freshmen, and the School of Economics arranged for the school's student department to be responsible for this work. However, because the school's new student qualification review program was not designed tightly enough and the relevant personnel did not perform their duties conscientiously, it was not discovered that Chen Yanping impersonated Chen Chunxiu's admission problem was not discovered.
(V) Regarding the issue of participating in work.In October 2007, Guan County recruited staff members of public institutions (including village-level assistants). Feng Guiqiu, then deputy director of the Personnel Dispute Arbitration Office of Guan County's Personnel Bureau, failed to strictly control the situation and found no inconsistent information related to Chen Yanping, which led to him passing the review and taking the recruitment examination and being hired.
(VI) Regarding the issue of relevant personnel dereliction of duty in Chen Chunxiu's verification of being impersonated. On May 27, 2020, Chen Chunxiu went to Guan County Admissions Office to inquire about his college entrance examination information. When Guan County Admissions Office staff Zhang Hongchun still asked him to issue a letter of introduction in the village when he met the inquiry conditions, which violated the provisions on "Six will be cancelled" in the "Notice of the General Office of Shandong Provincial People's Government on Cleaning Up Proof Matters" (Lu Zhengban No. 146, issued in August 2018). On May 28, Chen Chunxiu went to Wanshan Police Station of Guan County Public Security Bureau to find the impostor. Police officers Zhang Jianxun and Guo Dongyong were dereliction of duty and failed to find and compare the impostors in a timely manner, resulting in adverse consequences.
According to the above investigation, relevant personnel are dealt with in accordance with regulations, discipline and law as follows:
1. Chen Yanping, who violated national laws and regulations, has cancelled the education obtained by her impersonation, terminated her employment contract, and the public security organs have filed a case for investigation and taken compulsory measures against her suspected criminal issues.
2. Chen Jupeng, violating national laws and regulations, the public security organs have filed a case for investigation and taken compulsory measures against his suspected criminal issues.
3. Zhang Feng, a fourth-level researcher of the Standing Committee of the Guan County People's Congress, was the mayor and party secretary of Yanzhuang Township, Guan County at the time. He was suspected of serious violations of discipline and law and is currently under investigation by the discipline inspection and supervision agencies.
4. Feng Xiuzhen, a section-level cadre of Guan County Education and Sports Bureau and the principal of , Guan County No. 1 Middle School, was the director of Guan County Admissions Office at the time. He was suspected of serious violations of discipline and law. He is currently under review and investigation by the discipline inspection and supervision agencies.
5. Ren Shukun, former director of Yanzhuang Police Station of Guan County Public Security Bureau, violated national laws and regulations and expelled him from the party and reduced his retirement benefits.
6. Guo Wei, a household registration police officer from Yanzhuang Police Station of Guan County Public Security Bureau, violates national laws and regulations, and should be punished by him for revoking his party positions and reducing his job level. Because he did not hold a party position, he would be given a serious warning within the party and reducing his job level.
7. Cui Jihui, the former principal of Guan County Wuxun High School, violated work discipline and should be given a punishment for revoking his party post. Because he did not hold a party post and had retired, he was given a serious warning within the party and reduced his retirement benefits.
8. Li Chengtao, chief clerk of Liaocheng Branch of China Post Group Co., Ltd., was then deputy director of Guan County Postal Bureau. He violated work discipline and was given a serious warning within the party.
9. Du Yanli, director of the Internet Information Center of Shandong University of Science and Technology, was the assistant director of the Academic Affairs Office of the school at the time. He violated work discipline and integrity discipline and canceled the qualifications of a probationary party membership, and was given a punishment of lowering his post level.
10. Li Wensen, deputy director of the Engineering Training Center of Shandong University of Science and Technology, was the head of the student department of the School of Economics at the time. He violated work discipline and should be punished by the removal of his party positions and lowered his post level. Because he did not hold a party position, he was given a serious warning within the party and lowered his post level.
, who were directly responsible for Chen Yanping's impersonation, forgery of files, and falsification of household registration, Yang Yihe, former deputy director of the Standing Committee of the People's Congress of Guan County (then the Party Committee Secretary and Director of Guan County Education Bureau), Wang Junchao, former member of the Party Committee and deputy director of Guan County Public Security Bureau; who were responsible for the leadership of Chen Yanping's lack of strict inspection and control of Chen Yanping's admission qualifications (then the economics of the school) (then the economics of the school) of the Party Committee of Shandong University of Science and Technology (then the economics of the school) 5 people including Liu Guohua, secretary of the Party Branch and president of the college; 4 people including Guan County Human Resources and Social Security Bureau, who were directly responsible for the lax review and control of Chen Yanping's recruitment application materials, and Feng Guiqiu, who were directly responsible for the lack of strict review and control of Chen Yanping's recruitment application materials (at the time, deputy director of the Personnel Dispute Arbitration Office) and Feng Guiqiu, and 5 people including Guan County Admissions Office who were dereliction of duty and dereliction of duty in Chen Chunxiu's verification, were given party discipline and administrative sanctions or organizational treatment.
2. Investigation and handling of the issue of Dongchangfu District Wang Li Li being impersonated to attend technical secondary school
Wang Lili, female, Han nationality, born in July 1978. From September 1998 to July 2001, he studied in the Agricultural Economics major of Liaocheng Agricultural School. In 1996, he applied for the Animal Husbandry and Veterinary Major of Liaocheng Agricultural School using the name "Wang Li". Chen Wei, a female, Han nationality, born in June 1978, studied computer science at Liaocheng Agricultural School from October 1996 to July 1999, started working in June 2000, served as a member of the Party Working Committee of Yansi Street, Dongchangfu District in November 2011, and was a member of the Party Working Committee of Liuyuan Street, Dongchangfu District in December 2016.
(I) Regarding the issue of impersonation admission. In May 1996, Liaocheng Agricultural School recruited students with practical experience. Wang Lili signed up for the school’s animal husbandry and veterinary major practical student entrance examination under Wang Li. The total score of the examination was 312 points, which did not reach the unified recruitment score line. After Chen Wei's father Chen Bingling learned about it, he asked Li Guangyun, then the principal of Liaocheng Agricultural School, to help him run Chen Wei's school trip. Li Guangyun used his power to admit Chen Wei illegally in the name of Wang Li as a student of animal husbandry and veterinary major in Liaocheng Agricultural School, and studied with the computer major. In order to ensure admission, Chen Bingling also asked Feng Mingquan, then vice principal of Liaocheng Agricultural School and deputy secretary of the Party Branch, to help handle the specific admission matters. Zhou Guanghong, then vice principal of Liaocheng Agricultural School, did not strictly review Chen Wei's admission files while fulfilling the "clearing holiday" of freshmen entering the school, and failed to find that Chen Wei replaced the admissions in the name of "Wang Li".
(II) Regarding the issue of forging household registration. In October 1996, Chen Bingling asked Du Qing, then director of the Yuji Police Station of Liaocheng Public Security Bureau, to issue a false household registration transfer certificate for his daughter. According to the information provided by Chen Bingling, Du Qing forged a false household registration transfer certificate named "Wang Li".
(III) Regarding the issue of promotion. In 2011, during the archive review, Sun Qian, a staff member of the archives office of the District Human Resources and Social Security Bureau, did not find any problems such as inconsistency in Chen Wei's archives, resulting in the failure to deal with the archives in a timely manner. In November of the same year, during the change of leadership team of the town (street) team, Lu Guodong, head of the district party committee inspection team, and Jiang Jiansheng, deputy team leader, did not perform their review duties conscientiously, resulting in Chen Wei being promoted and used despite serious problems in the archives.
According to the above investigation, the relevant personnel are dealt with in accordance with regulations, discipline and law as follows:
1. Chen Wei, who violated national laws and regulations, was expelled from the Party and removed from public office in June 2020; the public security organs have filed a case for investigation and taken compulsory measures against his suspected criminal issues.
2. Chen Bingling, a resident of Chenzhuang Neighborhood Committee of Liuyuan Street Office, District 5, Dongchangfu, and a member of the Communist Party of China, violated organizational discipline and concealed serious mistakes before joining the party, and was expelled from the list; the public security organs have filed a case for investigation and taken compulsory measures against his suspected criminal issues.
3.Du Qing, director of the Office of the Dongchangfu Branch of Liaocheng Public Security Bureau, was the director of Yuji Police Station at the time. He violated national laws and regulations and was given one year of probation and dismissal from government affairs.
4. Li Guangyun, former principal of Liaocheng Agricultural School, was expelled from the party and removed from public office in June 1999 for corruption and bribery. In January 2000, he was sentenced to 13 years in prison and will no longer be held accountable.
5. Feng Mingquan, former deputy secretary and vice principal of the Party Branch of Liaocheng Agricultural School, violated work discipline and was given a serious warning within the party.
6. Zhou Guanghong, former vice principal of Liaocheng Agricultural School, violated work discipline and was given a party warning.
11 people, including Lu Guodong, deputy director of the Organization Department of Dongchangfu District Committee (the then head of the district party committee inspection group) who were responsible for the problem of not being strictly reviewed and not handling Wang Lili's reports in a timely manner, were given party discipline and administrative sanctions or organizational treatments respectively.
In addition to the two issues of impersonation and school attendance reported this time, the working group is conducting an investigation into the problem of "242 people impersonating and obtaining academic qualifications" in our province. has been preliminarily identified that the above-mentioned impostor problem occurred between 1999 and 2006. The main cases include those who are impostors who are completely unaware of the impostors, those who are impostors voluntarily give up their admission qualifications and are impostors, and those who are impostors are informed and have transactions with those who are replacing them. Next step, the working team will organize special forces in provinces, cities and counties to investigate and deal with the above issues one by one. At the same time, we will adhere to a zero-tolerance attitude towards other similar issues found in the work and reported by the masses, verify and deal with them together, and never tolerate them.
Regarding the problem of being impersonated by Rencheng District Gou Jing, the working team is conducting an investigation with Jining City, and the results of the investigation will be announced to the public in a timely manner.
The working team will urge relevant departments to study carefully to solve practical problems and protect their legitimate rights and interests to the greatest extent possible.
