On June 1, 2019, 1 "H Scrapped Motor Vehicle Recycling Management Measures " ( State Council Order No. 715, hereinafter referred to as Order 715) issued by the State Council strengthens the environmental protection requirements of the scrapped recycling industry and clarifies that the state implements a qualification certification system for scrapped motor vehicle recycling enterprises; the "H Scrapped Motor Vehicle Recycling Management Measures " originally published on June 16, 2001 was also abolished, indicating that the scrapped motor vehicle industry is officially liberalized.
Current status of scrapped automobile dismantling industry
According to statistics, in 2021, the number of scrapped automobile recycling and dismantling in my country was nearly 2.5 million, a year-on-year increase of up to 20.7%. The compound growth rate in the past five years has been 9.4%, maintaining a high growth trend.
Recently, Ministry of Ecology and Environment issued the "Technical Specifications for Pollution Control of Scrapped Motor Vehicle Disassembly Enterprises" (hereinafter referred to as the "Technical Specifications"), which will be officially implemented from October 1, 2022.
According to the relevant person in charge of the Solid Waste and Chemicals Department of the Ministry of Ecology and Environment, the main contents of this revision include: First, the pollution control requirements and pollutant emission requirements of scrapped motor vehicle dismantling enterprises and dismantling process; Second, the requirements for scrapped motor vehicle dismantling enterprise management and corporate environmental monitoring; Third, the requirements for scrapped electric vehicle dismantling entire process; Fourth, the requirements for scrapped , the requirements for scrapped dismantling entire process; Fourth, the requirements for scrapped motor vehicles' main dismantling products are added, and requirements are put forward.
In the past decade, the proportion of automobile recycling and dismantling volume to cancellation volume has also increased from 17.1% to 47.8%, reflecting the continued increase in the level of industry standards. Affected by the epidemic in 2020, the overall car cancellation volume decreased, and the recycling and dismantling rate was as high as 63.8%. The institutions predict that as scrapped cars gradually enter a period of high volume, the automobile recycling and dismantling industry will also enter a period of rapid development.

Scrapped car dismantling industry management implementation measures clearly stipulate that the "five assembly" allow for remanufacturing
For a long time, the prohibition of the reuse of the "five assembly" is a pain point that restricts the improvement of the recycling level of scrapped motor vehicles. The Measures clearly state that the "five major assembly" allows for remanufacturing, which is undoubtedly a "long-term drought and sweet rain." A large number of high-value-added automotive parts will have the opportunity to move towards "new positions", and "car waste, parts waste" will become "car waste, parts use", establishing a new model for the green development of the automotive industry.
The revision of the "Measures" will abandon the price of scrap car purchase prices in the old methods based on the market price of scrap metals. In addition, allowing the "five assembly" to be remanufacturing will effectively promote the orderly connection between the upstream and downstream of the motor vehicle recycling industry. It will not only promote the large-scale development of the motor vehicle parts remanufacturing industry, but also improve the business conditions of recycling and dismantling enterprises, and enhance the enthusiasm of scrapped motor vehicle recycling residual value and consumers to deliver cars, and achieve win-win results for consumers, dismantling enterprises, and remanufacturing enterprises.
Scrapped car companies must hold qualifications before they can be dismantled. Illegal dismantling will be severely punished in accordance with the law!
If a car is illegally dismantled and scrapped, the public security organs shall confiscate the illegal gains and impose a fine of not less than RMB 2,000 and not more than RMB 20,000.
Scrapped car owners or individuals shall promptly sell the scrapped car to scrapped car recycling companies.
No unit or individual shall sell, donate or transfer scrapped cars to units or individuals that are non-scrapped car recycling companies; they shall not dismantle scrapped cars on their own.
Five major conditions for applying for qualification of scrapped automobile dismantling enterprises
Application for car scrapped dismantling company qualifications should meet the [five basic conditions]
(1) Has the legal person qualification of ;
(2) The dismantling business site complies with the overall plan of the city where it is located or the planning and safety requirements of the land space , and shall not be built in residential areas, commercial areas, drinking water water source protection areas and other environmentally sensitive areas;
(III) Technical specifications for site, facilities, equipment, storage and dismantling that complies with the national standard "Technical Specifications for Scrapped Motor Vehicle Recycling and Dismantling Enterprises" (GB22128), as well as the corresponding professional and technical personnel requirements;
(IV) Comply with the environmental protection standards "Technical Specifications for Environmental Protection of Scrapped Motor Vehicle Dismantling" (HJ348);
(V) Comply with the ecological environment protection system stipulated by the state, have corresponding pollution prevention and control measures, and have a proper disposal plan for solid waste generated by dismantling.
