Developing industries is the core and key to poverty alleviation work. Jianyang City closely focuses on the decision-making and deployment requirements of the central, provincial and Chengdu City’s poverty alleviation efforts, unify thoughts, inspire spirit, swear orders, and attack accurately. Taking industrial poverty alleviation as a starting point, vigorously develop the collective economy, shift from blood transfusion to blood production, and continuously consolidate and expand the results of poverty alleviation. A group of once poor villages have embarked on the road to getting rid of poverty and achieving a well-off society.
In April, everything is full of vitality. When you walk into Bingling Village, Hefeng Town, Jianyang City, what you see is a large area of emerald green. The golden pomelo branches and leaves in the orchard sway in the wind, and the intoxicating fragrance of flowers comes towards you. The fruit farmers are busy with farm work. Liu Xingrong, a villager in Group 6 of Bingling Village, used to be a poor household. After collectively founded the "Beiyakou Golden Pomelo Planting Professional Cooperative" in the village, she worked here. With the income from land transfer fees and other income, her family's economic conditions have been significantly improved and her life is getting better and better day by day.
Bingling Village, Hefeng Town, Jianyang City
The original Bingling Village was a pure agricultural village. Due to its weak industrial development and low income of the people, it was listed as a provincially designated poverty-stricken village. In 2016, after receiving the first batch of special funds for poverty alleviation, the village "two committees" not only used poverty alleviation funds to improve local infrastructure construction, but also wanted to create a collective economy to lead the people to increase their income and become rich through transformation and use them well, and turn "blood transfusion" into "blood production". However, some people did not buy this idea at the beginning.
Liu Xingrong said: "After the poverty alleviation funds were released, many people wanted to share this part of the money. To be honest, I am also very happy to share it. Later, Secretary Xu asked these people to discuss and said that he would use this money to make an industry."
In order to get the consent and support of the villagers, the village "two committees" actively contacted relevant municipal departments of Jianyang City to organize villagers to go to the advanced villages and communities in surrounding districts, cities and counties in batches to expand everyone's horizons, learn to adjust the industrial structure, and develop and strengthen the collective economy. With the unremitting efforts of the village "two committees", the masses' thoughts have gradually changed.
Bingling Village Branch Secretary and Hefeng Town Deputy Secretary of the Party Committee of the Modern Agricultural Industrial Park Park introduced: "In addition to the income from working, there is another arrangement, that is, after the fruits are born, the people, whether they are poor or non-poor households, will have the orchards back to them for their own development if they have needs."
In December 2017, the village achieved poverty alleviation in the whole village. Last year, 116 poor households who joined the cooperative also received the first batch of dividend payments.
"In our collective economic development, we now have our labor companies, economic management companies, and our orchards. We have also established our own farmhouses and built our own e-commerce platform. The e-commerce platform brings together agricultural and sideline products in our entire village, and also covers surrounding villages and towns. So far last year, our e-commerce center sales have reached 4.7 million." Xu Gang introduced.
Rural revitalization, industrial development is the foundation, and seeking development according to local conditions is the way out. As a major agricultural town in Jianyang City, Jiangyuan Town has developed and planted more than 6,000 acres of high-quality citrus based on its own soil and climatic conditions, taking the construction of a 5,000 acres of modern agricultural industrial park as an opportunity. Fengchan Village is the most remote village in the town. Since the village has a professional planting cooperative, villagers can increase their income through various channels such as working nearby.
Jianyang Jianjianshan Citrus Planting Professional Cooperative Wang Xianyong introduced: "We have many ways to cooperate, which makes it easier for poor households to choose. One is to grow citrus with us. The second is to make money with labor. The third is to make money by making money by labor. The third is to make money by labor to invest and hold shares as shareholders."
The gratifying changes made in Bingling Village and Fengchan Village are just a microcosm of the achievements made in poverty alleviation work in Jianyang .In promoting targeted poverty alleviation and targeted poverty alleviation, the Jianyang Municipal Party Committee and Municipal Government attached great importance to it, integrated the city's resources, sent village work teams to various village communities to carry out targeted assistance, and implemented special actions for listing supervision, poverty alleviation project campaigns, industrial poverty alleviation campaigns, employment poverty alleviation campaigns, consumption poverty alleviation campaigns, monitoring and assistance campaigns to prevent poverty relapse, etc., to ensure that all work is true and effective, and has effectively promoted people's income growth, further consolidated the results of poverty alleviation work, and laid a solid foundation for ensuring that Jianyang City and Chengdu City have a high standard and comprehensive building of a moderately prosperous society in all respects.
Since the poverty alleviation work was launched, all 116 poor villages in Jianyang City have been lifted out of poverty in 2017, and 76,813 poor households have been lifted out of poverty. In 2019, the annual per capita net income of poor households increased from 6,443 yuan in 2017 to 10,102 yuan, and the per capita income of collective economy in poor villages increased from 10.69 yuan in 2017 to 30.71 yuan. In 2016, 2017 and 2018, Jianyang City was commended by the Provincial Party Committee and the Provincial Government as an "advanced county for poverty alleviation" for three consecutive years.
2020 is the year of decisive battle against poverty, and the "general attack" for poverty alleviation has begun. Jianyang City will seize the opportunity of the construction of the Chengdu-Chongqing Twin Cities Economic Circle and Chengdu’s eastward advance, adhere to the goal orientation, focus on the overall goal of “two years of poverty alleviation, three years of consolidation and improvement, and five years of high-standard comprehensive well-off society”, actively adjust the industrial structure, continuously promote farmers’ employment and income growth, agricultural transformation and upgrading, and inject inexhaustible impetus into the implementation of the rural revitalization strategy and the continuous consolidation and expansion of the results of poverty alleviation.
