In July 1992, he received his Ph.D. from , Lanzhou University, . He is currently the president of Northwest Normal University, vice chairman, professor and doctoral supervisor of Gansu Science and Technology Association, member of the National Committee of the Chinese People's Political Consultative Conference, member of the Standing Committee of the Gansu Provincial People's Congress, member of the Central Committee of the Democratic League, chairman of the Gansu Provincial Committee of the Democratic League, and deputy head of the Social Livelihood and Cultural Tourism Group of the Gansu Provincial Government Decision-making Advisory Committee.
