This is the 1141th issue of "Hong Kong Day"
Hong Kong entry quarantine will be relaxed from today to "0+3"
According to the arrangements of the SAR government, Hong Kong will relax the quarantine arrangements for people arriving in overseas or Taiwan through airports from 6 am this morning, from "3+4" to "0+3", that is, hotel quarantine will be cancelled and medical monitoring will be changed to home or hotel for 3 days. The SAR government also cancels the requirement that passengers arriving in Hong Kong submit a negative nucleic acid test certificate before boarding the plane.
According to the arrangement, people arriving in Hong Kong must undergo nucleic acid test every other day from the day of arrival until the 6th day, and daily quick tests must be conducted during the period. The yellow code will be maintained during the 3rd home or hotel monitoring period, and entry into restaurants, bars and other places is prohibited. If the test result is negative, you can monitor it yourself for 4 nights later, and the "blue code" will be transferred during this period.
Deputy Secretary-General of the Medical and Health Bureau Feng Haoxian Earlier said that after 6 a.m. this morning, all guests who are still in designated quarantine hotels can leave the hotel in an orderly manner, and all quarantine hotels will be converted into ordinary hotels. If some passengers still want to stay in the hotel, they need to discuss with the hotel themselves. In addition, due to changes in the SAR government's policies, passengers are required to leave the hotel early, and the hotel must refund the accommodation fee to the guests.
Today, many passengers praised the new arrangement of "0+3" after landing, believing that the new measures are attractive, which is very different from the previous "3+4". Many people immediately bought air tickets and returned to Hong Kong as soon as they learned about the new measures of "0+3".
So, after the quarantine is relaxed, can the airport quarantine process cope with the upcoming large passenger flow? Zhao Yantao, visiting associate professor at the School of Biomedical Sciences of CUHK, who is also the operator of the testing contractor, said on a radio program today that he believes that the airport's ability to conduct nucleic acid testing for people arriving in Hong Kong is enough to cope with the abortion. He believes that the SAR government requires the contractor to obtain the results of nucleic acid testing within 2 hours, which is the shortest time that can be achieved without reducing the accuracy. In the past, there were only a few thousand people arriving at Hong Kong via the airport every day. I believe that even under the new arrangement, the number of people can be dealt with.
Hong Kong media commented that expanding opening up and boosting the economy does not mean relaxing the fight against the epidemic. The epidemic has not ended. Hong Kong needs to continue to fight the epidemic accurately and "gust" (encourage vaccination), and build a solid barrier to fight the epidemic and make life return to normal. The SAR government needs to redouble its efforts, and citizens across Hong Kong also have the responsibility to closely cooperate with the SAR government's anti-epidemic measures. Only by uniting and working together can we move towards dawn and completely overcome the epidemic in a row.

Liang Junyan wrote an article earlier that starting from the Fourth Legislative Council (2008), the Legislative Council culture has begun to deform and distort, and the situation has changed since then. The Legislative Council's "rabble" has slowed down the progress of the meeting, such as deliberating on the "Applications Bill", and some lawmakers proposed a large number of amendments. By 2015, it was almost crazy, with 3,900 amendments. And now this situation has disappeared in the Legislative Council.
Deng Bingqiang: It is studying legislation to crack down on fake information. Hebei police and reporters have established mutual trust
Director of the Security Bureau Deng Bingqiang said today (26th) that the Bureau of Civil Affairs and Youth Affairs is studying whether to use legislation or other methods to deal with fake information. He pointed out that in 2019, there were a lot of fake news circulating in Hong Kong society, including slandering the police, intending to divide the society and arouse hatred. There are also newspapers that have been prosecuted, suspected of publishing inflammatory reports and colluding with external forces. Therefore, the SAR government must study whether to pass legislative or administrative measures to reduce relevant national security risks.
Deng Bingqiang also believes that the current definition of journalists is vague, and the industry needs to consider how to identify professional journalists, otherwise it will be difficult to win public trust and the SAR government will find it difficult to provide convenience. He also believes that police officers and journalists should understand each other and give in to each other, and law enforcement officers should strive for excellence, and hopes that police and journalists can build mutual trust at present.
Deng Bingqiang continued to point out that the current stable situation in Hong Kong is not easy to come by, but it should not be taken lightly and be prepared for danger in times of peace, because the social unrest in 2019 has given birth to local terrorism. This month, law enforcement agencies have cracked down on two gangs containing explosives and 3D-printed firearm parts and seized more than 100 bullets.
It is worth noting that in order to encourage citizens to provide clues about terrorism and violence-related crimes, and promote the "national counter-terrorism. Report suspicion" strategy, the Hong Kong police opened the "Counter-terrorism Reporting Hotline 63-666-999" on June 8 this year, which has made many achievements so far. Senior Superintendent of the Hong Kong Police Force, Leung Wai-ki, revealed in an interview recently that the anti-terrorism reporting hotline has received more than 6,300 messages so far, some of which have helped the police successfully solve the case.
"Spark Alliance" involved money laundering. HK$75 million was sentenced to confiscation
The anti-China and Hong Kong chaos organization "Spark Alliance" launched the so-called fundraising for support for black violence elements on an online social platform, and raised HK$80 million from June to November, and the funds were deposited into the private company account. Hong Kong police investigation found that some of the funds were used for private purposes, such as purchasing private insurance, paying off private credit card debts, etc., and some of the funds were also withdrawn, which was inconsistent with the purpose claimed to be used for support. The person involved may have committed the crime of theft or fraud.
Hong Kong police previously applied to the High Court for the confiscation of approximately HK$75 million in the bank account of the "Spark Alliance" in accordance with Article 8 of the Organized and Serious Crimes Ordinance, Chapter 455 of the Hong Kong Law, and successfully issued a confiscation order today. The Hong Kong police expressed respect and welcomed the ruling.
Hong Kong Police Wealth Intelligence and Investigation Section Superintendent Zou Xiang said when briefing the case that he believed that someone was using the "Spark Alliance" to carry out money laundering activities. The Hong Kong police took the arrest action in December 2019, arresting 3 men and 1 woman. One of them has been prosecuted, one is still under investigation, and the remaining two fled from Hong Kong in October of the previous year and March last year respectively. The Hong Kong police then applied to the Court of First Instance for approximately HK$75 million to confiscate two fugitive persons in accordance with Article 8 of the Organized and Serious Crimes Ordinance. Judge Du Libing formally issued an order today to confiscate the proceeds of the crime.
Zou Xiang pointed out that if anyone knows that the money is a benefit to the crime but still deals with the money, he may commit money laundering. Once convicted, he may be sentenced to imprisonment for up to 14 years and fined HK$5 million. If anyone uses public fundraising but the purpose of the funds is inconsistent with the reasons for fundraising, he may also be involved in committing fraud. Once convicted, he may be sentenced to up to 14 years in prison. Hong Kong police urge citizens to carefully clarify the background of crowdfunding people or organizations and the purpose of crowdfunding funds in public channels to avoid being deceived.
