5. The original copy of the vehicle purchase tax payment certificate. The time for obtaining the tax payment certificate is from August 28 to September 19. After the consumer obtains the vehicle purchase tax payment certificate, he/she will submit the copy of the tax payment certificate to the partner merchant, and the partner merchant will uniformly submit it to the Harbin Municipal Bureau of Commerce for review.

(II) Application review

1. After the partner merchant completes the purchase of a car, the consumer downloads "Yun Flash Pay" and authenticates it by himself. Search for the "Heilongjiang Government Subsidy" mini program on the homepage of the Yun Flash Pay App, enter the Harbin car purchase subsidy area, take photos and upload relevant materials (including but not limited to ID cards, car purchase invoices, vehicle certificates of conformity, card payment POS purchase form), and accurately fill in personal information and car purchase information, and successfully submit the application after confirmation.

2. The cooperative merchant assists consumers in scanning the original ID card of the car buyer, the original unified motor vehicle sales invoice, the original motor vehicle factory certificate and the original UnionPay card POS purchase form starting with "62". The "Car Purchase Subsidy Fund Voucher" shall be prepared in the format of the attachment, and the consumer shall sign and the cooperative merchant shall stamp it with the official seal.

3. The cooperative merchants have compiled the "Car Purchase Subsidy Fund Voucher" signed and stamped with the consumer into a book (the vehicle purchase tax payment certificate is attached to the back of each fund voucher), and the "Consumer Information Statistics Table" stamped with the official seal is attached to the Municipal Bureau of Commerce for review (the review time shall be subject to the notice of the Municipal Bureau of Commerce).

4. From August 28 to September 19, the cooperative merchants are responsible for collecting copies of the vehicle purchase tax payment certificate for consumers who have purchased cars. After verification with the "Consumer Information Statistics Table", they will be submitted to the Municipal Bureau of Commerce for review as required (the review time shall be subject to the notice of the Municipal Bureau of Commerce).

5. The Municipal Bureau of Commerce sent a "Consumer Information Statistics Form" that passed the preliminary review to the partner merchants, and the partner merchants checked and reported the verification results on time.

If any illegal and irregular behavior occurs, the car purchase consumers will bear the corresponding legal responsibility, and the Municipal Bureau of Commerce will not allocate the car purchase subsidy funds.

3. Cooperative merchants shall ensure that the procedures for purchasing new cars are in compliance with the law and fulfill their main responsibilities and actively assist car purchase consumers in completing the "Car Purchase Subsidy Fund Voucher". If any illegal and irregular behavior occurs, the cooperative merchants will bear the corresponding legal responsibility, and the Municipal Bureau of Commerce will recover the allocated subsidy funds from the cooperative merchants.

4. After the release of this car purchase subsidy rules, the cooperative merchants did not conscientiously fulfill their main responsibilities, did not actively organize learning internally; did not actively carry out publicity externally; did not post car purchase subsidy rules in the vehicle display and collection areas; did not assist consumers in completing the application for car purchase subsidy; did not assist consumers in making car purchase subsidy fund certificates; did not submit paper materials for car purchase subsidy as required; did not formulate a consumer notification plan and resulted in consumer complaints and other issues, the cooperative merchants should bear the corresponding responsibilities. After the Municipal Bureau of Commerce investigates and collects evidence, the qualifications of the cooperative merchants for car purchase subsidy of enterprises will be suspended.

Car purchase subsidy activities supervision and guarantee

1. In this event, the Municipal Bureau of Commerce commissioned China UnionPay Co., Ltd. Heilongjiang Branch (hereinafter referred to as Provincial UnionPay) to monitor the car purchase subsidy (including UnionPay card payment transactions, consumer real information verification, invoice real information verification, etc.) activities. The Provincial UnionPay implemented risk arbitrage prevention and control.
