After Japan colonized Taiwan in 1895, in 1896, the Governor's Office of Taiwan commissioned William Burton, a sanitary engineering technician from Scotland, to Taiwan for sanitation surveys and waterway construction planning, which started the development of Taiwan's tap water. In 1899, Balton died of malaria infection. Student Yashiro Hamano continued to carry out the construction of waterways in Taiwan, promoting the modernization of Taiwan's tap water.
The Japan Ship Water Culture Research Association held the 29th event commemorating Balton (1856-1899) on the 20th.
Tsai Changting said in his speech that he was born in Taipei and grew up drinking Taipei's tap water. He didn't know the relationship between Balton and Taipei's tap water before. He only recently read the literature to learn about the foundation of Taipei's tap water, such as choosing a location and laying pipes. In fact, it was the contribution of Balton and his students (such as Hamano Yashiro).
Tsai Changting told the media that when he presented flowers, he was both moved and grateful. He hoped that Balton's history could let more Taiwanese people know, especially the younger generation knows history, and allow the cause and effect of Taiwan and Japan to continue and deepen the relationship.
