Recently, multiple police officers at the two levels of public security organs in Dehong Prefecture, Yunnan Province worked together to close the Internet, successfully destroying a "two-card" gang that colluded at home and abroad to help overseas gambling and fraud-related gangs transfer criminal funds. They arrested 150 gang members in one fell swoop, colluded with more than 200 telecom fraud cases across the country, seized a batch of mobile phones and bank cards involved, and the funds involved reached more than 20 million yuan, successfully cutting off a chain of transfers of bank cards and fraud-related gangs from Mangshi to Kokang area in northern Myanmar.
0 At the end of July, the Mangshi public security organs discovered through case clues that Zhou Moumou had developed a downline in Mangshi, using bank cards and WeChat to help others "launder money". After nearly two months of investigation and digging and expanding the line, the organization was clear in division of labor and colluding with each other at home and abroad, helping overseas fraud and gambling gangs transfer funds to surface. The occurrence of this case shows that the chain of overseas gambling and fraud-related crimes has a tendency to extend to the domestic market, which has caused an unfavorable situation for the "card-cutting" action in Mangshi. In order to completely cut off the illegal hands of overseas gambling and fraud-related gangs, Mangshi Public Security Bureau immediately established the director as the team leader and the leader of the Criminal Investigation Bureau in charge as the deputy team leader, and selected relevant police officers as members. The "8.10" task force quickly carried out investigation, evidence collection, verification, arrest, interrogation and other work.
After investigation, it was found that the stolen money transferred by Zhou Moumou was the victim of the telecommunications fraud case. A total of 8 core members of the gang developed "providing payment settlers and subordinate members" in Mangshi. According to the instructions of domestic organizer Jiang Moumou and overseas organizer Guo Moumou, they provided payment settlement "money laundering" activities for overseas gambling and telecommunications gangs.
On the premise of mastering a large amount of evidence, on the evening of September 30, 2021, the public security organs at the prefecture and municipal levels organized a centralized network collection operation. Comrade Yang Bianqiang, member of the Party Committee of the Prefecture Public Security Bureau, and Comrade Yang Jialiang, deputy mayor of the Municipal People's Government, secretary of the Party Committee of the Municipal Public Security Bureau, and director of the Municipal Public Security Bureau, personally commanded and deployed the arrest operation. The CPC dispatched more than 200 police forces, dispatched more than 50 vehicles, divided into 12 arrest teams, and Zhangkaida.com carried out unified arrests on the gang. At present, 26 people involved in the case have been successfully arrested, including 1 overseas organizer, 1 domestic organizer, 8 core members, 16 introducers, 101 subordinate members, and a batch of bank cards, mobile phones, POS machines, etc. involved in the case have been seized.
This operation cut off a chain of transfers of funds for bank cards and fraud and gambling crimes from Mangshi to Kokang, northern Myanmar, and the "card break" operation achieved a phased victory. At present, 26 criminal suspects led by Guo and Jiang have been taken to punish 124 people, and the case is under further handling.
Mangshi Public Security will continue to open the road, fight and promote prevention, and fight and promote treatment, and take heavy blows to crack down on illegal collection and sale of mobile phone cards and bank cards.
