Recently, Yongning East Interchange will set up an interchange on the expressway of Cenxi to Daxin ( Nanning -Hengzhou section) and the construction project will occupy the K8 to K10 section of the G7201 Nanning Ring Expressway. In order to improve the rapid response and emergency response capabilities of various functional departments in the face of sudden traffic accidents in the construction area, prevent and reduce the occurrence of major and serious accidents, ensure the safety of people's lives and property, and ensure the safety and smooth flow of expressways in the jurisdiction. On June 23, 2022, the Second Brigade of the Second Detachment of the Comprehensive Administrative Law Enforcement Bureau of Guangxi Zhuang Autonomous Region (hereinafter referred to as the "Second Brigade") jointly carried out emergency rescue drills for highway traffic accidents in the construction section of the Yongning East Interconnect.
At 10 a.m., the drill officially started. The drill simulated a collision between an tanker and a four-axle truck at the construction section K9+500 of the Nanning Port to Xinjiang direction of the G7201 Nanning Ring Expressway. Due to the improper operation of the tanker truck driver, a second collision with a small passenger car that was driving in the same direction, the small passenger car driver was trapped and the tanker truck overturned. The accident caused traffic to be interrupted in Nanning Port to Xinjiang, vehicles were unable to pass, and the situation on the scene was very critical. After an accident occurs, the construction unit immediately reports to the Operation Emergency Center. The Emergency Center immediately notifies the traffic law enforcement, traffic police, fire protection and hospital departments to arrive at the site for joint disposal. After each functional department arrives at the site, activates the emergency plan , diverts the site, and implements single and two-way traffic. The operation company organizes construction personnel to carry out safety protection work such as the placement of diversion signs and signs to ensure safe and orderly passage of vehicles. Traffic police implement traffic control at the accident site to maintain traffic order. Traffic law enforcement personnel assisted in maintaining on-site order and conducted road production inspections at the accident site. The troubleshooting team organized cranes and towed the accident vehicles and left the scene. The hospital and firefighters jointly treated the injured. With the coordination and cooperation of various departments, the rescue work at the accident site was successfully completed and the drill was successfully completed. After the drill of
, all participating units gathered at the venue to summarize their experiences. The leaders of each department conducted real-time observation of the entire drill process through video surveillance at the venue. First of all, we fully affirmed that all departments performed their duties, coordinated operations, and cooperated closely in accordance with the plan, successfully completed the drill activities, and pointed out the shortcomings of the on-site handling and insufficient personnel cooperation, and put forward suggestions such as accelerating the handling of accidents and quickly rescuing the injured, laying practical experience for better ensuring the safety and smooth operation of Nanning Ring Expressway in the future.
Through this drill, the effectiveness, scientificity and operability of the emergency plan were further tested, the coordination of combat and emergency response capabilities of each participating unit were improved, and the safety awareness and rapid response capabilities of all personnel were enhanced, and the expected results of the drill were achieved.
