The pressure on preventing imports from outside our county has increased dramatically, and the epidemic prevention and control situation is unprecedentedly severe. In order to further reduce the risk of epidemic transmission and reduce the flow of people, after research by the county epidemic prevention and control work command center, it was decided to implement silent management in the main urban area of Minhe County and all villages, communities, communities and family homes in Beishan Township, , Beishan Township, and the relevant requirements are now announced as follows:
1. Strictly control the flow of people. During the silent management period, urban and rural areas will not be circulated for the time being. The majority of residents in the main urban areas of the county should strictly abide by the silent management regulations, prohibit mobile, and ensure that they do not go out or gather unless necessary. All villages, communities, communities, and family courtyards are subject to closed management, with only one entrance and exit retained, and the village committee, community and grid-based responsible units are subject to 24-hour duty. Except for critically ill patients, pregnant women, etc. who have urgent medical needs, they can only go out after verifying the "double code" and the negative nucleic acid test certificate within 48 hours or the "Minhe County Nucleic Acid Test Card" after measuring the body temperature, registering the community and issuing a certificate. No other person is allowed to go out.
2. Strict traffic control. All checkpoints in the main urban area of the county town must verify the starting and destination of the vehicles with certificates. Except for ambulances, fire trucks, material vehicles and approved vehicles that ensure operation in the main urban area, all social vehicles and personnel are strictly prohibited from passing through the road. All personnel and vehicles outside the county will be persuaded to return, and entry will be temporarily suspended during the silent management period.
3. Completely shut down business premises. Except for supermarkets, shops, pharmacies and medical institutions determined by the county commerce, municipal supervision, health and other departments that guarantee the basic living needs of residents and meet the conditions for epidemic prevention and control, all other commercial places will continue to be suspended. All personnel entering and leaving supermarkets, pharmacies, and medical institutions must hold a negative nucleic acid test certificate within 24 hours or the "Minhe County Nucleic Acid Test Card". It is strictly prohibited for any unit or any individual to operate privately in any form, it is strictly prohibited to "close the front door and open the back door" and it is strictly prohibited to provide privately to other units or personnel.
4. Make good basic living security. All relevant departments should fully provide basic daily necessities and medical insurance for residents, and increase the transportation and reserve of materials. Residents who have first aid needs can directly call 110, 120 and other emergency numbers. All medical institutions should strictly implement the first-diagnosis responsibility system of , strengthen hospital infection prevention and control, and ensure the public's various medical service needs. The necessary daily necessities are purchased by the on-duty personnel or volunteers. The time for residents to go out should be reasonably arranged to purchase daily necessities in an orderly and moderate manner. During the silent management period, according to the certificate issued by townships and villages (communities), in principle, one person will go out to purchase once every 2 days, and the time will not exceed 1 hour.
5. Actively participate in nucleic acid sampling. . Residents in the main urban area of the county town actively cooperate with the staff of each sampling site to do a good job in nucleic acid sampling. According to the organizational arrangements of relevant townships, communities and communities, bring smartphones (elders and children without smartphones need to bring their ID cards or household registration books) and the "Minhe County All-Service Nucleic Acid Test Card", and go to the designated sampling site in an orderly manner according to the region, building, and unit to sample.
