According to recent comprehensive media reports, the Taiwan authorities’ representatives in the United States signed the so-called “Taiwan-US Coast Guard Cooperation Memorandum” with the Biden administration in the United States. This is the first agreement involving the Taiwan Strait since Biden took office. The two sides plan to "clear the culture" of the current cooperation between the "Coast Guard Agency" of the Taiwan authorities and the US Coast Guard , and it will have the meaning of restraining the "Coast Guard Law" passed by mainland China in January.
Judging from the content, what the Taiwan authorities signed is completely a "Treason Treaty"! The United States is thousands of miles away from the Taiwan Strait in the Pacific Ocean. Through this agreement, its " Coast Guard " has been able to use the facilities provided by the Taiwan authorities to patrol the waters surrounding Taiwan Island and even enforce laws against mainland ships! In fact, U.S. Coast Guard ships have already done this in the waters of the Pacific island country Palau , arresting Chinese ships in the name of "illegal fishing of seafood" and using the so-called "agreement" of the Palau authorities as an excuse. Last week, a senior Palau official who still maintains relations with the Taiwan authorities visited Taiwan, and was actually accompanied by the US ambassador. It was as if the sovereign country was bridging the two satellite countries!
Many people on the island expressed confusion about the "Memorandum of Cooperation between Taiwan and the United States Coast Guard." If the agreement is aimed at the Coast Guard Law passed by mainland China in January, but the law mainly targets the East China Sea and the South China Sea, thus causing a strong reaction from Japan, it is generally not considered that the law targets the Taiwan Strait. In this context, the Taiwan authorities insist on violating the Coast Guard Law, which will trigger the mainland to take tougher measures against Taiwan.
And in such a narrow sea area of the Taiwan Strait, the Coast Guard's ships have no substantial combat effectiveness in the event of a cross-strait war, and Taiwan's "Coast Patrol Law" does not include the statutory tasks of Coast Guard agencies. Including "defending the territory", so it has little military significance. However, in the view of Tsai Ing-wen's government, even if the agreement does not represent a "military alliance" with the United States, it still has diplomatic and political significance because it has "cleared the culture" of long-standing coast guard cooperation.
In addition, even if the main responsibilities of the Taiwan Strait Patrol do not include military content, it does not mean that the Taiwan authorities will not build it into a "second navy." After Tsai Ing-wen came to power, Taiwan's "Coast Patrol Agency" began to rapidly transform into the "Second Navy". The "Coast Patrol Agency" and "IOC" were successively taken over by the Taiwan Navy, and their military overtones became increasingly intense.
