At the beginning of the “Thirteenth Five-Year Plan”, the “Thirteenth Five-Year Plan for Solar Energy” clearly stated that “by the end of 2020, the installed capacity of photovoltaic power generation will reach more than 105 million kilowatts”, pointing out the direction for the development of my country’s photovoltaic industry. What is unexpected is that by the end of 2017, my country's cumulative installed photovoltaic power generation capacity reached 130 million kilowatts, achieving the "13th Five-Year Plan" photovoltaic installation guidance target ahead of schedule.
Under the guidance of the National Energy Administration and relevant departments, the photovoltaic power generation industry has chosen to "ride the wind and waves" and continue to stride forward. As of the end of October 2020, my country's installed photovoltaic power generation capacity reached 228 million kilowatts, more than doubling the target of the "13th Five-Year Plan". Its new installed capacity has remained first in the world for eight consecutive years, significantly exceeding industry expectations. It has become a new “China business card”.
During the "Thirteenth Five-Year Plan" period, thanks to factors such as the continued rapid growth of electricity load, the continuous optimization of the construction layout of renewable energy projects, and the continuous strengthening of power grid dispatching and operation assessment, while the scale of photovoltaic power generation installed capacity has grown rapidly, it has been troubled for a long time. According to statistics from the National Energy Administration, in the first ten months of 2020 alone, my country's photovoltaic power generation reached 223 billion kilowatt hours, a year-on-year increase of 16.7%, ranking first in the world. At the same time, my country's photovoltaic power generation utilization rate reached 98.3%, a year-on-year increase of 0.2 percentage points, and an increase of 9 percentage points from the end of the "Twelfth Five-Year Plan". In recent years, thanks to the strong support, encouragement and guidance of the National Energy Administration and other energy authorities, my country's photovoltaic power generation industry chain system has been increasingly improved, and remarkable achievements have been made in the fields of equipment manufacturing and system application. Now it has established an integrated system ranging from upstream high-purity crystalline silicon production to midstream The vertically integrated system from the production of high-efficiency solar cells to the construction and operation of terminal photovoltaic power stations has formed a complete photovoltaic new energy industry chain with independent intellectual property rights, providing strong support for the industry to seize the global market.
According to industry statistics, in 2020, my country's polysilicon, silicon wafer, cell and module production capacity accounted for 69.0%, 93.7%, 77.7% and 69.2% of the world respectively, an increase of 7.4, 2.9, 4.0 and 0.9 percentage points respectively. , with its product capacity and output ranking first in the world, it has become one of the main driving forces for the development of the global photovoltaic industry. The average cost of photovoltaic power generation units in 2019 was relatively high. In 2015, the price dropped by about 49%, reaching about 4,000 yuan/kilowatt, laying an important foundation for the industry to achieve affordable access to the Internet.
During the "Thirteenth Five-Year Plan" period, my country's solar thermal power generation industry has also achieved great development. Since the National Energy Administration announced the first batch of solar thermal power generation demonstration projects in 2016, the development of my country's solar thermal power generation industry has continued to accelerate. As of the end of 2019, the cumulative installed capacity reached 420,000 kilowatts, accounting for 6% of the world, and there were nearly 300 major related companies in the industry chain. . In early November 2020, the Ministry of Ecology and Environment released two drafts for comments, the "National Carbon Emissions Trading Management Measures (Trial)" and the "National Carbon Emissions Registration and Trading Settlement Management Measures (Trial)", disclosing the national carbon emissions trading market. The basic operating rules clarify that the national certified voluntary emission reduction (hereinafter referred to as "CCER") offset mechanism is an important part of the carbon emissions trading system. Since then, emission reduction projects such as photovoltaic power generation can sell their carbon emissions on the national carbon market.
