The above report stated that at around 3 a.m. on January 16, theft suspect Lu Huayang escaped from the Shuangba Police Station of the Shangqiu City Public Security Bureau. Lu Huayang, male, Han nationality, was born on September 8, 1992. His registered address is Liuji Village, Qingguji Town, Cao County, Shandong Province. On January 15, he was taken back to Shangqiu by the police from Ningxia Prison for retrial due to missed charges. The man is about 1.69 meters tall, has a round face, a bald head, and a medium build. He has an accent from Caoxian County, Shandong Province. He was wearing a gray prison uniform with handcuffs and shackles when he escaped.

According to (2019) Su 0509 Xingchu No. 1019 Judgment, on May 12, 2015, Lu Huayang was administratively detained for five days by the Wuzhong Branch of the Suzhou Public Security Bureau for theft; and in 2019, he was detained for the crime of theft. On March 5, he was sentenced to six months in prison and fined RMB 1,000 by the Jinfeng District People's Court of Yinchuan City, Ningxia Hui Autonomous Region. He was released on April 23, 2019. The
verdict shows that on the day of his release, Lu Huayang was detained on suspicion of extortion and was arrested on May 17, 2019. Suzhou City Wujiang District People's Procuratorate accused: At about 22:00 on February 18, 2016, Lu Huayang, together with Sun and Cao (both have been sentenced), premeditated to remove the victim Zhai from Suzhou City . From a community in Wuzhong District, he was taken to a rented house in Sanliqiao, Wujiang Economic and Technological Development Zone, Suzhou City, and used threats with scissors and other means to extort 6,000 yuan from the victim Zhai. However, he failed because others called the police. The Wujiang District Court ruled that Lu Huayang was guilty of extortion and was sentenced to three months' detention and fined RMB 3,000.
