The Executive Council completed its discussion on the draft administrative regulations of the "2022 Cash Sharing Plan".
Due to the recurrence of the new coronavirus pneumonia epidemic, it has brought uncertainty to Macao's economic recovery. In order to relieve people's poverty, in the "2022 Fiscal Year Policy Address", the SAR government insisted on not reducing people's welfare expenditures and continued to implement the previous one. Annual tax incentives will be implemented, and many measures to benefit the people such as education, medical care, social security and cash sharing plans will be continued. In terms of the arrangements for the distribution of cash sharing funds this year, the SAR government decided to follow the practice of early distribution in the past two years and start distributing them sequentially from April this year.
According to the arrangements for the cash sharing plan in the fiscal year 2022 budget, a cash sharing payment of 10,000 patacas will be distributed to each permanent resident and 6,000 patacas to each non-permanent resident. This year’s cash sharing plan involves a total of about 697,000 permanent residents and about 42,000 non-permanent residents, and the total expenditure involved is about 7.23 billion patacas.
The disbursement rules of this year’s cash sharing plan are the same as last year. Payments are mainly distributed to eligible residents through bank transfers or mailed crossed checks , among which recipients of pensions, disability allowances, financial aid, and teaching staff are directly Subsidies or professional development allowances, bursaries for college students, remuneration of public employees of autonomous departments and agencies, retirement or pensions, and those who have chosen to receive tax refunds or other benefits issued by the Finance Bureau by bank transfer (including those who have registered for transfer For minors), cash sharing payments will be transferred directly into their accounts; for other eligible residents, cash sharing plan crossed checks will be mailed to them in order of birth year within 5 weeks. In terms of distribution work, the Finance Bureau will continue to be responsible for coordinating the work, and will be jointly implemented with the Identification Bureau, Social Welfare Bureau, Education and Youth Development Bureau, Municipal Affairs Bureau and other departments.
Administrative regulations will take effect from the day after they are promulgated.
