On November 15, 2021, the Mojiang County Public Security Bureau learned at work that Zhan, a person in the jurisdiction, was suspected of helping information network criminal activities. During the period, the police discovered that Jiang and Ai, who had frequent contacts with Zhan, were most likely involved in helping information network crimes. In order to find out the facts of the case, the county bureau quickly integrated its special case forces and established a case investigation team, a fund inquiry team, an information inquiry team, and a personnel arrest team to conduct in-depth research and judgment on the characteristics of the case and the personnel organization structure, and gradually found out the relationship between Zhan and Jiang. The criminal facts of transferring and withdrawing funds for fraud gangs in Kunming, Yuxi and other places under the organization of Ai. On December 16, 2021, the task force went to Kunming and Yuxi to carry out net closing operations, and arrested Ai, Jiang, and Zhan in one fell swoop.
