The above subsidy funds are distributed to Shanxi, Inner Mongolia, Jilin, Zhejiang, Hunan, Guangxi, Chongqing, Sichuan, Guizhou, Yunnan, Gansu, Qinghai, and Xinjiang. In terms of amount, the region that received the most subsidies was Inner Mongolia.

It should be noted that the subsidy funds released this time are only subsidy funds for local power grids. Subsidy funds within the scope of State Grid Corporation and China Southern Power Grid Corporation will be released separately.

Renewable energy electricity price surcharge funds are established in accordance with the requirements of the " Renewable Energy Law " by raising funds from electricity prices in the form of fund surcharges to support grid companies in acquiring photovoltaic, wind power, biomass and other renewable energy power generation. Renewable energy power generation projects that enjoy additional subsidy funds for renewable energy electricity prices must comply with national planning and be included in national scale management, comply with electricity price policies, and generate electricity for the grid as required. process, projects included in the subsidy list must apply to the power grid enterprises in the area where the project is located. Among them, projects within the business scope of State Grid and China Southern Power Grid must apply to State Grid and China Southern Power Grid. For projects within the business scope of local independent power grids, local independent power grids shall apply to the provincial financial department. State Grid, China Southern Power Grid and provincial finance departments will apply for subsidy funds from the Ministry of Finance after summarizing the application requirements for each project. In accordance with the principle of "revenue determines expenditure", the central government issues an annual budget for subsidy funds based on annual income, and the power grid enterprises allocate them to various projects in order of priority.

The aforementioned "Notice" requires that power grid enterprises should strictly follow the "Fund Management Measures", allocate relevant funds on a monthly basis to wind power, solar power, biomass and other power generation projects that have been included in the list of additional subsidies for renewable energy electricity prices, and make public the allocation of funds in a timely manner Condition. When funds are allocated, projects such as photovoltaic poverty alleviation and natural person distributed photovoltaics will be given priority.

The "Notice" points out that when allocating subsidy funds, the power grid company will give priority to fully allocating the first to third batch of projects in the national photovoltaic poverty alleviation catalog (poverty alleviation capacity part) until the end of 2022; priority will be given to fully allocating projects with an installed capacity of 50kW and below. Natural person distributed projects until the end of 2022; priority will be given to fully disbursing photovoltaic projects determined by bidding in 2019 and new projects that meet the funding conditions determined by the "revenue-determined expenditure" principle in 2020 until the end of 2021; for photovoltaic projects determined by the state "Front Runner" projects, as well as nationally recognized local village-level photovoltaic poverty alleviation projects constructed in accordance with central policies, will be given priority to ensure the allocation of 50% of the subsidy funds payable by the end of 2021. Other power generation projects will be allocated in equal proportions based on the subsidy funds payable from the date each project is connected to the grid to the end of 2021.

The "Notice" emphasizes that provincial financial departments and power grid enterprises should strengthen the supervision of subsidy funds, promptly correct problems found in audits and various verifications, and suspend projects that are suspected of fraudulent subsidies and illegal renewable energy price additional subsidies. The allocation of subsidy funds will be dealt with seriously in accordance with relevant regulations after verification by relevant departments.
