Polaris Sales Network News: Polaris Sales Network learned that on October 11, the National Development and Reform Commission issued the "Notice on Further Deepening the Market-oriented Reform of On-grid Electricity Prices for Coal-fired Power Generation" , requiring all localities to orderly promote all industrial and commercial users to enter the power market, purchase electricity according to market prices, and cancel the sales price of electricity in industrial and commercial catalogs.
On October 23, the National Development and Reform Commission issued the "Notice on Matters Concerning the Organization of Power Grid Enterprises' Agency for Power Purchases", organizing and carrying out power grid companies' agency power purchases, adhering to the market direction, and encouraging new electricity users entering the market to form electricity consumption through direct participation in the market. Price, for users who have not yet directly participated in market transactions, the power grid company will purchase electricity through market-based methods.
The "Notice" puts forward specific requirements for standardizing the process of power grid enterprises' agency power purchase: First, clarify the scope of agency power purchase users. Promote industrial and commercial users to directly participate in market transactions, and those who do not directly participate in market transactions have power grid companies purchase electricity on their behalf. The second is to predict the power consumption scale of industrial and commercial users. Power grid enterprises must regularly predict the power consumption and typical load curves of industrial and commercial users who purchase electricity on behalf of the power purchaser, and ensure that the power consumption scale of residential and agricultural users can be predicted separately. The third is to determine the scale of market-oriented power purchase by power grid enterprises. The priority power generation with guaranteed quantity and price in various places should not exceed the scale of local power grid enterprises to guarantee the power consumption of residents, agricultural users and agency industrial and commercial users. The shortfall shall be purchased by the power grid enterprises through market-based methods. The fourth is to establish and improve the market-oriented power purchase method for power grid enterprises. Before the end of December 2021, power grid enterprises will mainly purchase electricity as agents through listed transactions; starting from January 2022, power grid enterprises will purchase electricity as agents by participating in on-site centralized transactions . The fifth is to clarify the formation method of electricity prices for agency power purchasing users. The electricity price for power grid enterprises' agency power purchase users consists of the agency power purchase price, transmission and distribution price , funds and surcharges. It is calculated on a monthly basis and announced 3 days in advance, and will be implemented the following month. The sixth is to standardize changes in agency power purchase relationships. When power grid enterprises purchase electricity on behalf of industrial and commercial users for the first time, they should notify users at least one month in advance. During this period, they should actively fulfill their notification obligations and sign agency power purchase contracts with power users.
Recently, State Grid and China Southern Power Grid 29 provincial and municipal power grid companies announced the electricity price list for industrial and commercial users in December 2021. The details are as follows:
