Recently, the Department of Finance of the Inner Mongolia Autonomous Region issued the "Notice on Allocating Additional Subsidy Funds for Renewable Energy Electricity Prices". The funds allocated this time are available for 2020. Additional subsidies for renewable energy electricity prices total 4.97706 billion yuan.
Among them, wind power subsidy funds are 2.89656 billion yuan; photovoltaic natural person distributed photovoltaic power generation subsidy funds are 2.06 million yuan, photovoltaic power stations and industrial and commercial distributed photovoltaic power generation subsidy funds are 1.99931 billion yuan, and public renewable energy independent system subsidy funds are 5.99 million yuan. . The
notice requires that when allocating funds, priority should be given to projects involving people's livelihood such as photovoltaic poverty alleviation, natural person distributed photovoltaics, and public renewable energy independent power systems. Other power generation projects should be allocated in equal proportions to subsidy needs.
It is understood that the speed of subsidy disbursement of the Western Inner Mongolia Power Grid is generally faster than that of other regions. The state subsidies within its jurisdiction have been distributed until January 2018. In addition, the distribution of renewable energy this year will also be earlier than in 2019, which means that the distribution of renewable energy subsidies in 2020 has already started.
However, photovoltaics have learned that the subsidy arrears period for projects currently in the 1-7 batch subsidy catalog is still about 1-1.5 years. Previously, the three ministries and commissions clearly simplified the catalog system management in the document "Several Opinions on Promoting the Healthy Development of Non-water Renewable Energy Power Generation", and the country will no longer issue additional catalogs for renewable energy electricity prices. All renewable energy projects submit additional application information for electricity prices through the National Renewable Energy Information Management Platform. It is understood that the application for the above-mentioned projects may be launched at the beginning of the second quarter, and the current subsidy disbursement is still mainly aimed at projects in the first seven batches of catalogs.

1. Allocate 4,977.06 million yuan in additional subsidies for renewable energy electricity prices in 2020. Among them: 2.89656 million yuan in wind power generation subsidy funds, which is listed in the 2020 government revenue and expenditure classification item "2116001 Wind power generation subsidies"; 2.06 million yuan in natural person distributed photovoltaic power generation subsidy funds in photovoltaic power generation projects, photovoltaic power stations and industrial and commercial distributed photovoltaic power generation subsidies The fund is 1,999.31 million yuan, and the public renewable energy independent system subsidy fund is 5.99 million yuan. This amount is listed in the 2020 government revenue and expenditure classification item "2116002 Solar Power Generation Subsidy"; the biomass power generation subsidy fund is 73.14 million yuan, and this amount is listed in the 2020 government revenue and expenditure. Classified subject "2116003 Biomass Power Generation Subsidy".
2. When allocating funds, priority should be given to projects involving people's livelihood, such as photovoltaic poverty alleviation, natural person distributed photovoltaics, and public renewable energy independent power systems, to ensure that the subsidy funds for the above projects are fully and timely allocated. For other power generation projects, the subsidy needs of each project should be allocated in equal proportions.
3. Please your company strictly abide by relevant regulations and go to the Autonomous Region Finance Department to handle fund allocation procedures as soon as possible. After your company receives the allocated funds, it will allocate the funds to the relevant project units in accordance with regulations. At the same time, it will notify our department in a timely manner of the funds allocation status, and no misappropriation is allowed.
