Chairman Mao had long wanted to visit the Soviet Union in person but had never been able to do so. It just so happened that December 24, 1949 was the 70th birthday of Soviet leader Stalin . After careful consideration, Chairman Mao decided to personally lead a delegation from the Central Committee of the Communist Party of China to visit the Soviet Union.
Chairman Mao's visit to the Soviet Union was ostensibly to wish Soviet leader Stalin a birthday. In fact, it was an extremely important diplomatic event after the founding of New China. It was not only to resolve some unresolved issues between the two parties and countries of China and the Soviet Union, but also to strive for support and help from the Soviet Union for the construction of New China.
For such an important diplomatic event, even before Chairman Mao even set out, the Kuomintang’s latent spies had already discovered it so clearly! Chairman Mao was of course very angry about this, so he personally ordered the Ministry of Public Security to solve the case before he returned from his visit to the Soviet Union and suppress the relevant agents.

When Yang Qiqing was distressed, he suddenly remembered Cao Chunzhi, the chief of the investigation section of the Investigation Division of the First Bureau of the Ministry of Public Security. Cao Chunzhi first asked the Telecommunications Monitoring Station of the Ministry of Public Security to accurately find the address of the enemy station. At the same time, he asked Minister Yang Qiqing to quickly organize all branches in Beijing to search for the suspects related to the case with the four-character surname "Guo Guo Gong" in their household registrations.
However, after searching for several days, no clues related to the case were found in the household registration.Cao Chunzhi decided to change his mind to solve the case. As he was thinking hard, he suddenly realized: spies all need funds for their activities. The defeated Kuomintang authorities in Taiwan could only remit money to the spies through Hong Kong. Therefore, should immediately investigate the remittance situation from Hong Kong to the mainland.
After the Ministry of Public Security conducted a secret surprise investigation into the situation of overseas remittances in Beijing, nothing was found. After asking Minister Yang Qiqing for instructions, Cao Chunzhi turned his target to Tianjin. As a result, a clue was found in Tianjin.
A woman named Ji Ailin recently received two large remittances from Hong Kong. After further surveillance, Cao Chunzhi discovered that Ji Ailin's younger brother Ji Xu was very suspicious. Ji Xu lives at No. 7 Jiudaowan, Nanchizi, which is right next to Tiananmen Square. It is very close to the office of the Central Committee of the Communist Party of China. As a result, Ji Zhaoxiang's residence was closely monitored. After careful inspection, the electronic investigation team of the Ministry of Public Security found that the enemy station was working near Ji Zhaoxiang's residence. After listening to Cao Chunzhi's report, Li Kenong instructed Ji Zhaoxiang not to alarm Ji Zhaoxiang first, but to carefully decipher every telegram he sent and find a way to fish out the "big fish" hiding behind him.
Cao Chunzhi followed the plan. In early January 1950, he learned from the deciphered message that two special commissioners of the Secret Bureau who were going to guide the Northeast Technical Column would be parachuted near Harbin. Cao Chunzhi immediately led the relevant people to rush to Harbin to set up nets to arrest them.
Sure enough, these two so-called "Special Agents of the Secret Bureau" were quickly captured around 7 o'clock one evening. They were high-level killers sent by the Kuomintang's secret service. They were ordered to contact the "Northeast Technical Column" that had been lurking for a long time. There were more than 170 special agents preparing to work together to ambush Chairman Mao's special train returning from his visit to Harbin.
After interrogating the two agents, Cao Chunzhi designed an action plan of "impersonating the criminal to trap the criminal". Early the next morning, the imposter Cao Chunzhi met Ma Nai, the commander of the so-called "Northeast Technical Column" and others at the Songjiang Hotel in Harbin.

Ma Nai just noticed something was wrong, but it was too late, Ma Nai and others were captured without mercy. On February 26, Minister Li Kenong told Cao Chunzhi that the surveillance of Ji Zhaoxiang could be ended and ordered Ji Zhaoxiang's arrest. On the same day, Cao Chunzhi quickly arrested Ji Zhaoxiang and found a radio station in his residence. Ji Zhaoxiang had to admit that he was the codename "0409" in front of the evidence.
Ji Zhaoxiang is an authentic Beijinger. He joined the Kuomintang spy organization in 1948. Since January 1949, he has been lurking in Peking and secretly set up a radio station. He sent more than 200 reports in more than a year. His criminal activities of spying have brought serious damage to New China.
On the morning of May 4, 1949, the Kuomintang sent 6 bombers of the Air Force to bomb the Nanyuan Airport in Peking, destroying 4 aircraft of our army and causing 24 casualties.
