Speaking of the reason, it must start from the joint meeting of county governors of various border areas held in the Yangjialing Small Auditorium in Yan'an, where the Shaanxi-Gansu-Ningxia Border Region Government is located on June 3, 1941.
At that time, the Yangjialing Auditorium in Yan'an was discussing grain collection and the burden on farmers. When the meeting was held that afternoon, the weather suddenly changed, with a storm and a thunder broke a wooden pillar in the auditorium. Li Caiyun, the 4th County Mayor of Yanchuan County, was caught off guard and unfortunately died of electric shock. It was also on this day that a donkey raised by a farmer was also struck to death by lightning.
After the bad news spread, people had different opinions and discussions. The farmer complained and said to everyone, "God was not open to his eyes. The thunder struck the county magistrate to death. Why not kill him...?" After learning about the situation, the security department took the matter as a serious incident and arrested the farmer, and dealt with it publicly to warn him.
After Chairman Mao learned about this from the guards, he immediately stopped the action of the security department and said, "The masses complained and had opinions, which means that there are problems in our policies and work. Don't just follow up when you hear the masses' comments, especially sharp discussions, and file a case to crack down on and suppress them. This practice is actually a manifestation of weakness and a manifestation of neurasthenia. We Communists should not cause an opposition to the masses in any case."
Chairman Mao is a people's leader who came out of the masses. He is well aware of the difficulties and sufferings of farmers. He did not blame the masses for "cursing" his own masses, nor did he punish the masses, but tried every means to approach the masses, and promptly sent investigation teams to the countryside to understand the sufferings of farmers.
When the opinions of the masses were truly fed back to Chairman Mao’s ears, Chairman Mao was determined to reduce the burden on farmers, solve their difficulties, truly care for them, love them, seek benefits and happiness for them, and serve the people wholeheartedly.
