How to build socialism in China is a new issue facing our party after he came to power. At the beginning of the founding of New China, we learned from the Soviet Union's experience. But after practice, our party quickly realized the limitations of Soviet model and realized some shortcomings and mistakes of the Soviet Union in the process of building socialism. After careful consideration, Mao Zedong proposed to learn from the experience and lessons of the Soviet Union and independently explore the path of socialist construction suitable for China's national conditions. The convening of the Eighth National Congress of the Communist Party of China marks the initial results of the Party's exploration of the path of socialist construction in China. The publication of "On the Top Ten Relationships" by is the beginning of this exploration.
△ On the Ten Major Relationships
In order to prepare for the convening of the Eighth National Congress of the Communist Party of China and to welcome large-scale economic construction, from the end of 1955 to the spring of 1956, Mao Zedong and other central leaders conducted a large number of careful and systematic investigations and research. From February to April 1956, Mao Zedong listened to reports from 35 ministries and commissions of the State Council on industrial production and economic work, and gradually formed a series of views that were of guiding significance for China's socialist construction. Mao Zedong clearly stated: "The most important thing is to think independently and combine the basic principles of Marxist-Leninist with the specific reality of China's revolution and construction. During the democratic revolution, we successfully achieved this combination after suffering great losses and achieved the victory of New Democratic Revolution . Now is the socialist revolution and construction period. We must carry out the second combination and find out how to build socialism in China." On April 25, he delivered a speech on "On the Ten Major Relationships" at the enlarged meeting of the Political Bureau of the Central Committee, and on May 2, he reported to the Supreme State Conference.
On the Ten Major Relationships The basic policy proposed is: "We must strive to mobilize all positive factors, direct and indirect positive factors, both within and outside the Party, at home and abroad, and build our country into a powerful socialist country. ." This is Mao Zedong's fundamental guiding ideology on how to build socialism. Based on summarizing my country's economic construction issues and learning from the Soviet Union's experience and lessons, the report discusses 10 issues, namely the "Ten Major Relations".
The first five "Top Ten Relations" mainly discuss economic issues and mobilize various positive factors from all aspects of economic work. The first three articles talk about the relationship between heavy industry and light industry and agriculture, the relationship between coastal industry and mainland industry, and the relationship between economic construction and national defense construction. The report pointed out that in order to change the backwardness of industry, heavy industry is the focus of my country's construction, but in order to better develop heavy industry, we must appropriately increase the proportion of investment in agriculture and light industry. First, we can better supply people's living needs, and second, we can increase the accumulation of funds faster and develop heavy industry more and better; developing the mainland industry can gradually balance the industrial layout and also help prepare for war, but using and developing the old foundation of coastal industrial areas can give us more strength to develop and support mainland industries; the World War will not break out in a short period of time, and the atomic bomb will not be dropped immediately. If we want to build a strong national defense, we must have more economic construction and lay a solid foundation for national defense construction. The report emphasizes that in the future, we should pay more attention to the development of agriculture and light industries, make more use and develop coastal industries, and try to reduce the proportion of military and political expenses. The report embodies the Marxist materialistic dialectics , which is actually opening up a path of industrialization in China that is different from the Soviet Union. Article 4. Article 5 talks about the relationship between the state, production units and individual producers, and the relationship between the central and local governments. According to the reports of various departments, such as some central departments that manage too much and too much, and cadres manage to manage the workshop level; corporate funds classification management, the existing surplus in a certain aspect cannot be adjusted to supplement other aspects, and must ask for instructions in everything. It emphasized the need to mobilize the enthusiasm of all parties and began to involve the reform of the economic system, and proposed to expand some local power while consolidating the unified leadership of the central government.
The last five articles of the "Ten Major Relations" mainly discuss political relations, talking about the relationship between the Han people and ethnic minorities, the relationship between the Party and the non-party, the relationship between revolution and counter-revolution, the relationship between right and wrong, and the relationship between China and foreign countries. These are all issues that mobilize various positive factors in political life and ideological and cultural life. The report proposes that the policy of "long-term coexistence and mutual supervision" should be implemented in the relationship between the Communist Party and democratic parties, and confirms that the united front and multi-party cooperation led by the Communist Party of China should continue to exist and play a role. In the relationship between China and foreign countries, we must learn the scientific aspects of the advanced science and technology and enterprise management methods of capitalist countries, but we must also resist and criticize all corrupt systems and ideological styles of the bourgeoisie.
On the Ten Major Relationships "On the Ten Major Relations" initially put forward several new policies for China's socialist economic and political construction, which marked that our party has its own new and important understanding of how to build socialism, and has a strong targeted and theoretical guiding role in socialist construction at that time and in the future. Mao Zedong said many times that in the past few years, economic construction mainly learned foreign experience, and "On the Ten Major Relationships" began to propose its own construction route and had our own set of contents.
