In order to reduce the burden on his family, Bi Zhanyun left his home at the age of 16 and went out to serve in the army. He participated in the Northern Expedition and made great contributions. In just a few years, he was promoted to battalion commander of the 2nd Battalion of the 8th Regiment of the 3rd Division of the Kuomintang New Eighth Army.
Facing high officials and generous salaries, Bi Zhanyun did not lose himself. As a poor man, Bi Zhanyun always considers the interests of the people. Because of this, he did not choose to join the Kuomintang.
In the process of interacting with Communist Party members, Bi Zhanyun always realized that the Communist Party is a political party that sincerely strives for the interests of the people, and that only they can lead the Chinese revolution to victory.
In April 1927, Chiang Kai-shek launched a counter-revolutionary coup, massacring Chinese Communists and revolutionary masses, and the whole country was shrouded in a white terror. Soon, Bi Zhanyun received an order from his superiors to shoot several company commanders in the arrest, but Bi Zhanyun said firmly: "I know whether the Communist Party is good or bad."

After these soldiers returned, they talked about the situation of the Red Army. All of this made Bi Zhanyun and the officers and soldiers refreshed, and made these poor-born officers and soldiers yearn for their desire, and they had the idea of surrendering to the Red Army.
During the many battles behind, Bi Zhanyun showed mercy many times and asked the soldiers not to shoot at the Red Army, which allowed our army to be safely transferred. Through detailed understanding, Chairman Mao and other leaders believed that Bi Zhanyun was different from other reactionary Kuomintang generals and could fight for Bi Zhanyun at the right time and let him return to the people's ranks.

After Bi Zhanyun received the letter, after thinking about it over and over again, he felt that only by seeking the Red Army was the only way out. The next morning, he sent his confidant to Suichuan and contacted the Red Army.
At that time, our representative who was responsible for receiving Bi Zhanyun's confidant was Chen Yi. Based on the current situation, they discussed the issues of the uprising and formulated a detailed plan.
Just as Bi Zhanyun was preparing for the uprising, an officer discovered the matter and quickly reported it to his superiors. Bi Zhanyun decided to launch a temporary uprising for the sake of the overall situation.

By the time Bi Zhanyun took his retirement to catch up with the main force, the team, which was originally less than a hundred people, had already developed to the scale of two regiments. There were often enemy planes bombing in the sky, and there were also Kuomintang troops siege and intercepting them, resulting in heavy losses in the team.

After the victory of the Anti-Japanese War, Bi Zhanyun thought that a peaceful and stable situation would be realized, but he never thought that Chiang Kai-shek launched a large-scale attack on the liberated areas despite the opposition of the people of the whole country. Soon, Bi Zhanyun served as deputy commander of the Hebei East Military Region. In 1948, Bi Zhanyun served as deputy commander of the Henan-Anhui Soviet Military Region. On the eve of the Huaihai Battle, the Henan-Anhui-Su Military Region established the Support Command, and Bi Zhanyun served as the commander.

In order to ensure the final victory of the Huaihai Campaign, Bi Zhanyun organized a large amount of manpower and material resources. During the most difficult time, the people from various military regions were mobilized. Except for the elderly and children, almost all the personnel were devoted to the support work.
Under Bi Zhanyun's leadership, the district has raised a total of more than 300 million kilograms of grain, far exceeding the pre-set goals. Until the end of the Huaihai Campaign, there were still 140 million jin of remaining grain, which fully demonstrated that Bi Zhanyun did a very good job in logistics support.
