At the same time, the people of Xinjiang are eager for liberation, and progressive organizations have also advised the Kuomintang's Xinjiang troops to surrender as soon as possible.

Under this circumstance, Tao Zhiyue and Bao Erhan decided to show up with a very small number of militants and openly planned the peaceful uprising.
