Shengzhong Reservoir is the largest reservoir in Southwest China, with a total designed water storage capacity of 1.339 billion cubic meters. In 1980, just after the Shengzhong Reservoir dam was lowered into the main river channel and the water cofferdam was built, it encountered a period of comprehensive reduction of investment in infrastructure , and someone proposed that the Shengzhong project be canceled again.
The provincial government believes that the Shengzhong Reservoir has been constructed twice, in 1960 and 1976. If the construction is stopped again, the losses will be huge. Therefore, it was decided to invest limited funds in the construction of Shengzhong hub while reducing infrastructure investment in 1980.
Due to the great difficulty of the project, the construction of Shengzhong Reservoir also faced many challenges. In 1984, the Shengzhong Reservoir was lowered to store water. At the end of 1998, the first phase of the Shengzhong Reservoir supporting project was fully completed.
