On April 2, 1953, the Central Election Commission issued the "Instructions on Grassroots Election Work" and "Answers to Several Questions about Voter Qualifications", which opened the prelude to the first election of people's representatives in New China. From the central government to every grassroots political unit, an election committee and an election working group have been established.
"News": The candidates for the Zhongnanhai constituency are Communist Party member Wang Jingxian and nonpartisan Shen Qian, and voters receive their votes. Chairman Mao Zedong came to vote, and together with Chairman Mao were Vice Chairman Zhu De, Vice Chairman Liu Shaoqi, and Premier Zhou Enlai.

In order to make the election proceed in an orderly manner, the central government decided to establish a drafting committee for the "election law" chaired by Zhou Enlai.
Liu Guoxin, a researcher at the Institute of Contemporary China of the Chinese Academy of Social Sciences: The work of the Electoral Law Drafting Committee is very fast. It was decided in mid-January and it took less than a month to February to come up with the electoral law in more than 20 days. Zhou Enlai reported to Mao Zedong, but there was no other opinion, but someone suggested that the name of this election law should be added with "and local people's congresses at all levels".
Beijing citizens welcome the first general election of New China
"The Election Law of the National People's Congress of the People's Republic of China and Local People's Congresses at All Levels" was officially completed, which is also the first election law of New China. According to the document issued by the Electoral Law, it is clearly pointed out that in grassroots elections, democracy must be fully promoted, so that every citizen has the right to vote, and the broad masses of the people fully exercise their right to be the masters of the country. Regarding the question of whether the low education level of the people at that time would affect the election, Zhou Enlai clearly pointed out: "The key to universal elections is determined by the awareness and organization of the people, not by the people's education level, let alone the country's economic conditions."
