At the same time, in order to prevent and restrict enemy detective traitors and anti-communist diehards from using the post and telecommunications agencies to transmit information and intelligence to carry out various sabotage activities, the Northwest Political Security Bureau Post and Telecommunications Inspection Office was established in January 1937, and later renamed the Post and Telecommunications Inspection of the Security Department of the Shaanxi-Gansu-Ningxia Border Region Government. Pieces regarding leaking military and political secrets and related secret surveying and mapping photos, etc.; 7 1. Documents that endanger the interests of the people, disrupt the laws and regulations of the border areas, and disturb the security of the rear; 8. Documents that have not been publicly announced by the government or its endorsement agency; 9. All contraband items (silver smoke soil, etc.) are included in the inspection", and emphasized that " Inspectors shall be responsible for the integrity of postal and telecommunications documents, and shall not be lost or damaged", "Any items that are not suspicious in appearance shall not be inspected and read at will, in order to respect the freedom and democracy of citizens in the border areas."

The post and telecommunications inspection station has a large number of mail inspections. The mail sent to Yan'an every day can be filled with a sack containing ordinary family letters, government documents and secret intelligence. At the same time, there are many telegrams sent to Yan'an every day, both with clear codes and passwords. In these mails and telegrams, there are often secret communications between Rite and Guote.
