1917 On July 17, 1917, because Prime Minister of the Republic of China Duan Qirui abolished the provisional constitution, Sun Yat-sen organized the military government in Guangzhou to launch a siege against Beijing. .
The five years since the promulgation of the Provisional Constitution of the Republic of China, the fate of this law has been bumpy. After Yuan Shikai became emperor , Zhang Xun restored . After Zhang Xun's restoration failed, Duan Qirui, as prime minister, realized the constraints on him by the "provisional constitution" and refused to restore the abolished constitution and the dissolved parliament. So he decided to launch a siege against Beijing.
Sun Yat-sen intends to fight the Northern Expedition, suffering from the chaos of war and looking for partners everywhere.
His first reaction was that he thought of the warlords. At that time, the warlords had the most troops. Sun Yat-sen first found the leader of the Guangxi faction, Lu Rongting, who controlled the Guangdong and Guangxi areas, and then found Yunnan Province not far from Guangzhou. He is the leader of the warlord Tang Jiyao .

In order to protect his territory in , Guangdong and Guangxi, Lu Rongting opposed Duan Qirui's plan to unify China, and Tang Jiyao also opposed Duan Qirui's plan to continue to expand his power in Sichuan. Moreover, Sun Yat-sen is a symbol of justice and a general trend in the minds of the people of the whole country. They can also use this to expand their influence and protect themselves. In fact, Sun Yat-sen also realized that they were not sincerely "protecting the Dharma", but he didn't care about these things. All he could do now was friendly troops.

In August 1917, more than 150 members of Congress gathered in Guangzhou. He not only restored the Provisional Constitution, which was regarded as waste paper in Beijing, but also pointed at Beijing and launched a Northern Expedition against Duan Qirui's government.

But before they set off for war, internal strife broke out within the Protective Law Military Government.
Tang Jiyao and Lu Rongting were both dissatisfied with personnel arrangements and did not want to be completely stalemate with Beiyang government , and they were used to prestige on weekdays. Sun Yat-sen and the others were very unhappy at the time and refused to serve as the marshal of the military government. They were more and more eager to replace Sun Yat-sen and directly led the Northern Expedition.
Sun Yat-sen had to agree on other conditions, but the command power could not be transferred at will, so he refused Tang Jiyao and Lu Rongting. As a result, there was a gap between Sun Yat-sen's military government and the warlords in the southwest before leaving the army.
But the warlords in the southwest have never given up on the idea of fighting for leadership of the military government.
The warlords in the southwest did not really support Sun Yat-sen after all. They care more about their territory and influence than protecting the law and saving the country. At this time, Duan Qirui's Anhui faction and Feng Guozhang's direct descendants were fighting each other in the north due to their power issues.

Southwest warlords have always been afraid of Duan Qirui's influence and do not want to waste troops with the Zhi army on the battlefield, so Duan Qirui was on the sidelines. Therefore, the warlords in the southwest colluded with the Zhili general Wu Peifu, bypassed Sun Yat-sen, and signed a private armistice agreement.
But Sun Yat-sen is different from these profit-oriented warlords. He is determined to protect the law and save the country. If the law cannot be saved, Sun Yat-sen will never accept peace talks with the Beijing government. He found that he was squeezed and suppressed by the warlords in the southwest, but he was powerless.
After this incident, the gap between Sun Yat-sen and the warlords in the southwest became increasingly widening.

In January 1918, the Guangxi faction established the General Association of the Protectors of the Southwest Provinces in Guangzhou. The purpose is to fight against Sun Yat-sen's military government. Seeing that he was excluded, Sun Yat-sen simply resigned. Without Sun Yat-sen's obstruction, the warlords in the southwest easily took over the original military government.
Now, Sun Yat-sen also fully understood that the warlords in the southwest were absent-minded with him from the very beginning, and it was impossible to rely on warlords to save the country.Sun Yat-sen had to leave Guangzhou in disappointment, and his movement to protect the Dharma also failed.
