Because of Wu Qi's talent and his good relationship with generals and soldiers, Wei Wenhou reused him and appointed him as the county magistrate of Xihe area to resist the attacks of Qin and Han against Wei.
After Wei Wenhou's death, his son succeeded to the throne. When Wei Wuhou led his ministers to take a boat down the Yellow River, Wu Qi found the right time to express his views on governing the country to the new king, and he advocated that governing the country requires cultivating benevolence and stabilizing the hearts of the people. The new king also agreed with this.
While serving as the county magistrate of Xihe area, Wu Qi gradually gained fame because of his political achievements. Later Wei State set up a prime minister, but did not let him take office, but instead let Tian Wen take office. When Wu Qi found out, he was indignant and went to find Tian Wen's theory.
