Yueliangwan Writer Village is located in Dongxi Township, Huoshan County. The Writer Village was renovated on the old site of the abandoned state-owned Huaihai Machinery Factory. The state-owned Huaihai Machinery Factory is a product left over from the third line construction period. Later, it was relocated as a whole due to the needs of enterprise development, and the remaining assets were handed over to local management. After the relocation of Huaihai Machinery Factory, most of the buildings left behind were dilapidated due to the passage of time. In recent years, as people's attention to third-tier construction has become increasingly strong, local functional departments have begun to pay attention to third-tier factories, which has also aroused people's nostalgia for third-tier construction.
1962, a million Soviet troops were stationed in the northern border. In the south, there were Beibu Gulf incident initiated by the United States and several broken warships cruising in the Taiwan Strait. Faced with the dangerous situation of national defense being surrounded by enemies, the central leadership felt that the war was coming, so they made preparations for the war before the war. In order to maintain productivity during wartime, the central leadership made a large-scale industrial construction guided by preparation for war. It was divided into three lines of defense according to the national defense area at that time. The large-scale industrial construction was mainly within the third national defense front, so it is also called the third line of construction.
Big Three Lines were in full swing in the southwest of the rear of the motherland. The central government also proposed that it could not rely entirely on the central government to allocate during wartime, and the military regions of each province are also an important part of national defense forces. When a strong enemy comes, they must fight on their own, so each province must also have its own third-tier industrial base. The third-tier construction of each province is also called the small third-tier. Shanghai and Jiangsu are located on the coast, with a small area, no strategic depth, and no suitable area to build a large rear. They can only use brother provinces to build their own large rear. In January 1965, the East China Army and Jiangsu Provincial Party Committee decided to prepare the anti-aircraft machine gun factory and hand it over to Nanjing for preparation. Nanjing also handed over the construction task of the anti-aircraft machine gun factory to Nanjing Second Machine Tool Factory. After receiving the task from the superior, Nanjing Second Machine Tool Factory immediately dispatched several leaders to form an inspection team to Huoshan County, Anhui Province, in the rear of the province to inspect the site selection. The construction of the third line is a major event in the national defense industry. Xu Shiyou, who was the commander of the Nanjing Military Region at that time, heard that the inspection team went to the site of Huoshan to build an anti-aircraft machine gun factory, and immediately notified the inspection team to follow him. When the inspection team heard that Commander Xu was accompanying him to inspect the site selection, everyone finally knew it. The work would be very smooth with Commander Xu. Before leaving, the leaders of the inspection team did not forget to bring two bottles of Moutai liquor .
After coming to Huoshan, everyone was confused. The difference between the , Huoshan County, , which was learned on the map, and the Huoshan County, which was on the field inspection, is too big. Fortunately, Huoshan County is located in , Dabie Mountains, and any valley is suitable for building factories. In order to avoid detours in site selection, the inspection team asked local villagers to be guides and cooperate with the inspection team's site selection work. The guide took the inspection team to a small place called Yueliang Chong in Dongxi Commune, at the junction of Huoshan, Shucheng , Yuexi , and Lu'an . Commander Xu felt that the moon was good at rushing into this place, with mountains, water and forests all available, which was very consistent with the central government's location selection requirements of "backing, scattered, and hidden". When the inspection team saw Commander Xu's satisfied expression, everyone was happy. However, what made the inspection team heartache was that Commander Xu gave the guide two bottles of Moutai wine, and a drop of wine was equal to a drop of blood.
In March 1966, the confidentiality project with the military code 9356 officially started construction and was named the state-owned Shengli Machinery Factory. The factory was completed and delivered in November 1967. In December of the same year, the equipment of Nanjing Second Machine Tool Factory was moved to the new factory one after another, and the equipment was started to be installed and debugged. The project was basically completed in March 1969 and was delivered for use as a whole after acceptance. During this period, in April 1966, the Jiangsu National Defense Office dispatched more than 70 units to form a trial production team. On May 20, the 12.7mm anti-aircraft machine gun sample was successfully trial production and was sent to Beijing for exhibition in June of the same year.
On May 2, 1970, the product was approved by the state and mass production began. Since there was also a Shengli Machinery Factory in Huoshan County, in order to avoid the duplicate name, Shengli Machinery Factory was renamed the state-owned Huaihai Machinery Factory. In the 1970s, Chiang Kai-shek shouted to counterattack the mainland and sent reconnaissance aircraft to conduct in-depth investigations. In addition, the needs of aid to Vietnam to resist the United States, aid to old age and fight the United States, and stimulating the United States, air defense weapons such as anti-aircraft machine guns were highly praised. Anti-aircraft machine guns have almost never been in stock, and they were taken away by military-industrial units as soon as they passed the acceptance and had time to enter the warehouse. The sound of gunshots at the test site, the sound of cars entering and leaving the factory area, the roar of machines in the factory, and the busy figures of employees make this military city in the deep mountains look particularly lively. Modern buildings such as employee buildings, canteens, bathhouses, cinemas, children's schools, shops, post offices, guesthouses, etc., more than 2,000 employees and families of nearly 3,000 people have made the moon thrive in this small place extremely prosperous. Most of the employees' families come from Nanjing, and their living habits and food culture come from their original homes, so they are also called "Little Nanjing".
