Jinshan Town Higher Primary School was founded in 1917 by Mr. Stanley Ho, a modern educator. It is one of the earliest primary schools established for a century in the education circle of Tianshui area. However, the predecessor of Jinshan Primary School was the Xiufeng Free School founded by He Dianzhen and others in the second year of Guangxu's reign. Jinshan Primary School was later rebuilt on this basis.

According to research, in the "Preface to the Acceptance of the Manager of Renzi Yixue in the First Year of the People's Republic of China (Shaoji)" it is recorded: "Niuzhen is a town in one district of Fuyi. In ancient times, there was no Yixue. Since then, On June 15, the second year of the reign of Emperor Guangxu, the gentry of this town were eager for public justice and started to establish a righteous school in the town. Later, in order to raise funds to run the school, the gentry "followed the decree of Bao Gong of the town." "All sporadic stalls and restaurants "are not allowed to exchange money with hands," and the money coming in and out of the town belongs exclusively to the shop owners. "It was discussed that the shop should put one tael of silver into the Yi Xue, and five cents of money should be used as funds for repairing the gold and tuition fees, and the accounts should be settled on a monthly basis. Each shopkeeper also committed to abide by the contract for business. Therefore, the Yi Xue was established, and the law was good and the intention was beautiful. This is the first charity in the country." In this way, Xiufeng Volunteer School successfully started its normal operation.

The original site of Xiufeng Free School is located on the north side of Ximenwai Road, Xinjie, which is now known as the water hole by the villagers of Jinshan Town. Later, due to floods, it was moved to the old courtyard named Zhou in the south of the road and became the school campus. At that time, two three-tile-roofed houses were built in the east and west of the front yard of the school.
Although the scale of Xiufeng Yixue at that time did not leave any more valuable text and video materials, when you go to Jinshan Baiyi Temple now, few people know that the exquisite and majestic front door is the gate of the original courtyard of Xiufeng Yixue. It is said that when Xiufeng Yixue moved from the original site to a new one, due to financial difficulties, the gate of the old courtyard was sold to Baiyi Temple to subsidize the construction of the new courtyard. This shows how spectacular the Xiufeng Volunteer School was back then.

From the opening of Xiufeng Volunteer School in the second year of Guangxu of the Qing Dynasty to its closure in the fifth year of the Republic of China, a total of eight teaching positions were held:

The fifth Mr. Zhang Yue, his name is Erjian, a native of this town, a literary student. His younger brother Erneng also studied martial arts. He was profound in character and knowledge and was respected by the villagers. He called his husband Master Wen and his younger brother Master Wu, cherishing future generations. He is alone and does not look like a virtuous person. He is now unknown. Jinshan School was founded on the site of the former residence of Mr. Zhang Yaoding, his direct grandson, who has died. It is a pity that the charity association has bestowed such a gift on him!
The sixth Mr. Li Haishan, his name is Yaonan, a native of this town, the eldest son of Mr. Longji, and the biological father of Ruizhi, Wensheng.
The seventh Mr. Wang Yanli, whose name is Shanshu, was born in Gongjiayao, Wuli East of this town, and was a Wensheng. Longji Gong's nephew. He was a man of good command, and his family was poor but he could be filial. He was known as a filial piety, and his descendants were fortunate to have both wealth and wealth. Graduates of this school, such as Chuanxu, Hongxu and Pengxu, are all his grandchildren.
The eighth Mr. Li Shaoji, his name was Tulin, his nickname was Jinlu, he was from this town, and he was Wensheng, the third son of Duke Longji.
Xiufeng Free School also trained many outstanding local students at that time, such as He Qizhuang, He Qichang, Wu Difen, Li Yaonan, He Qijing, Wang Shanshu, Li Shilin, Wang Zhenzhu, He Eryao, Jiang Ruitang, He Zuokai, etc., who will later be Jinshan has made many contributions to education.
As time goes by, Xiufeng Yixue has been teaching and learning according to the old system, following the stereotypes of the imperial examination era, and seriously unable to follow the trend of development.
He Hongji, the founder of Jinshan Primary School
In the fifth year of the Republic of China, Mr. Stanley Ho, a local sage, was admitted to Beijing (Beiping) Excellent Normal University on the recommendation of Liu Erxin. He later studied in Japan and India. After returning to his hometown, he was influenced by the times. Deeply aware of the outdated ideology of the country, he consulted with local elders He Xinsan, Li Shaoji, Ling Weiyi, and Jiang Ruitang, and submitted an order on March 1, the sixth year of the Republic of China, to abolish Xiufeng Free School and rename it "Xiufeng School". The "No. 1 National Primary School in the Fifth District of Fuqiang County" was established. Mr. An Dengying served as the first principal. Subsequent principals were Li Chongwu, Gou Yaochen, Luo Xing, Liu Jiyun, and until He Hongji from July to December of the 12th year of the Republic of China.
