Things dragged on for another year. On July 25, 1955, the Ministry of Foreign Affairs established a steering group for Sino-US talks, directly led by Zhou Enlai. However, the United States began to cheat. U.S. Representative Johnson insisted that there was no evidence that Qian Xuesen asked to return to the country.

At this very moment, Chen Shutong, Vice Chairman of the Standing Committee of the National People's Congress, received a letter sent from across the ocean, signed "Qian Xuesen". It turned out that the letter was written by Qian Xuesen on cigarette paper after he was temporarily freed from spy surveillance, and was sent to a relative's home letter in Belgium , and was smuggled to Vice Chairman Chen Shutong. Chen Shutong sent it to Premier Zhou on the same day.
