"November 3, 2022 is a memorable day for Guangdong Huadian Lighting Co., Ltd. (hereinafter referred to as "Huadian Lighting"). With the promotion of the Nan District Street Office, the project "has started construction as soon as it acquires land" in just 30 minutes." The letter read.
This short sentence describes the enthusiasm of the government departments in the South District to solve corporate problems and promote corporate development, and also indicates that Huadian Lighting, a local enterprise in the South District, will start a business again and will open a new chapter of development.
In response to this, Su Shirong, executive general manager of Huadian Lighting, admitted: "The company only took 30 minutes to achieve the project's 'beginning construction as soon as it acquires land'. It is the most important thing for Huadian Lighting in 2022 and a milestone in the company's development."
Since 2022, under the promotion of the Nan District Street Investment Promotion Work Command, the Bureau of Economic Development and Science and Technology Statistics and other departments, Nan District Street has achieved 13 projects' intentions to settle in the South District, and has carried out intention investment docking with 19 projects. Among them, there were 9 projects for local enterprises to increase capital and expand production, and two projects for capital and expansion were completed, and one project for capital and expansion was “committed to start construction as soon as it was acquired” and one project for capital and expansion was “issued to issue a certificate as it was acquired”; there were 4 new attracting projects under discussion, with a total investment of approximately 2.98 billion yuan.

Assisted the project from multiple parties to implement
On September 27 this year, Su Shirong attended the first official "Enter land acquisition starts" communication and coordination meeting held by the Nan District Street Office, and the countdown to start the Huadian Lighting R&D and Manufacturing Production Base project was entered.
"Although the project started in November this year, the idea of owning a new factory building has been around for a long time," said Su Shirong.
Why do you have to build a new factory? This starts with the nature of Huadian Lighting Company. As a company that makes outdoor lighting products, it must constantly innovate according to market needs. If you want to further expand the production capacity of , you must not only optimize and upgrade the product, but also promote product standardization and modularization. We must also make the products specialized, refined and thorough based on the original products.
"To achieve these, a scientific and standardized factory building is essential, but our current factory building is not in the same place as the office, which leads to high communication costs and low communication efficiency. We urgently need a comprehensive industrial park to integrate all links of the company to accelerate the company's development." Su Shirong said.
In 2021, Su Shirong conducted a survey on organizing relevant personnel of the company. In early 2022, he communicated with the Nan District Street Investment Promotion Office to understand the relevant procedures for enterprises to acquire land. The Huadian Lighting R&D and Manufacturing Production Base project ideas gradually took shape. After expert review and other stages, it was finally determined that the project would be implemented in Beixi Digital Economy Industrial Park, one of the three thousand-acre theme industrial parks built by Nan District Street.

"At that time, we had not completely confirmed the design draft and renderings, nor did we have any experience in project construction. According to the standard of 'get the land and start construction', we need to implement the implementation unit, supervision unit, surveying unit, surveying unit, surveying unit, etc. Time is tight and the task is heavy. Huadian Lighting R&D and Manufacturing Production Base Project is one of the key projects that Nan District Street has promoted the implementation this year. The Office of the Nan District Street Investment Promotion Command has improved the construction of the project database, established a "high-quality project + professional team" docking mechanism, and implemented the "one project, one team" full follow-up.

After full preparations in the early stage, on November 3, 2022, the Huadian Lighting R&D and Manufacturing Production Base project successfully started in the Beixi Digital Economy Industrial Park in Nan District Street. The project passed the pre-acceptance mechanism and realized that the project "committed to acquire land" in just 30 minutes. Su Shirong said that this is one of the most important things for the company in 2022 and an important milestone for the company's development.

According to the plan, the Huadian Lighting R&D and Manufacturing Production Base project plans to invest 250 million yuan, and after reaching production, it is expected to achieve an annual output value of 340 million yuan and an annual tax revenue of more than 15 million yuan. The project covers an area of 2483 mu and has a planned construction area of 62,000 square meters. The project construction is positioned as an outdoor lamp intelligent manufacturing factory project integrating intelligent manufacturing, R&D center, experimental testing, administrative office, warehousing and logistics, and settlement center. The planned production capacity is a total of 2.79 million sets of various types of lamps and supporting facilities.
