Abstract: From January to May 2022, although the city’s “Four Top” units have achieved some results in applying for integration into the unified system, the existing problems cannot be ignored. First, the total number of new additions fell from fourth to sixth last month; second, net subtractions are still increasing; third, real estate exits are much higher than new additions; fourth, some professional declarations in some counties and cities are still 0; fifth, Most of the exiting companies are concentrated in Beihu, Suxian, and Zixing.
At present, although the city's "Four Higher" units have achieved some results in applying for integration into the unified system, there are still not many new "Four Higher" units added every month, the negative number of net increases is increasing month by month, the real estate industry has declined significantly, and enterprise cultivation is insufficient. And other issues. The analysis of the application for cultivating and enrolling the "Four Top" units in the system from January to May is as follows:
1. Overall characteristics
(1) The number of "Four Top" units in the database showed an increasing trend
At the end of May, there were 3,358 "Four Top" units in the city's database, which was higher than the previous year. In the same period last year, there were 191 new ones, an increase of 6.0%, and the total number ranked seventh in the province. In terms of professions, except for the real estate industry, which saw a year-on-year decrease, all other professions increased. Among them, the industry, construction industry, commerce and trade, and service industries increased by 10.3%, 6.7%, 7.7%, and 10.5% respectively (see Table 1 for details). Looking at counties and cities, the top three in terms of increase are Suxian, Anren , and Yizhang , with an increase of 42, 39, and 30 companies respectively; the top three in terms of growth are Anren, Linwu and Suxian increased by 29.5%, 12.2% and 11.1% respectively (see Table 2 for details).
(2) The total number of new additions has grown steadily

In the industry, 16 new companies were added, achieving 8.0% of the target, with a net decrease of 5 companies; in the construction industry, 9 new companies were added, achieving 69.2% of the target, with a net increase of 7 companies; in the commerce and trade industry, 21 new companies were added, achieving 10.5% of the target, with a net decrease of 13 companies; real estate There were 11 new companies in the service industry, achieving 50% of the target, and a net decrease of 29 companies; there were 14 new companies in the service industry, achieving 31.1% of the target, and a net decrease of 8 companies (see Table 9 for details). From the perspective of counties and cities, Guiyang and Rucheng have 0 new industries; Guiyang, Jiahe, Linwu, Guidong, and Zixing have 0 new construction industries; and 0 new commerce and trade industries have Yongxing, Jiahe, and Linwu; the real estate industries with 0 new additions are Suxian, Guiyang, Yizhang, Jiahe, Linwu, Rucheng, and Guidong; the service industries with 0 new additions are Beihu, Guiyang, and Yizhang Zhang, Jiahe and Linwu (see attachment for details).
(2) Judging from the department’s declaration status. From January to May, those with good progress in achieving their goals include: 4 Municipal Science and Technology Bureaus, achieving 100% of the goals; 20 Municipal Housing and Urban-Rural Development Bureaus, achieving 54.1% of the goals; and 1 Municipal Justice Bureau, achieving 50.0% of the goals.Those whose declaration numbers are still 0 include: Municipal Natural Resources and Planning Bureau, Municipal Ecological Environment Bureau, Municipal Human Resources and Social Security Bureau, Municipal Education Bureau, and Municipal Health Commission (see Table 10 for details).
(3) Look at the declaration status of counties and cities. From January to May, the top three companies in the city in achieving their goals are: Guidong County, where 7 companies applied for admission to the unified system, completing 35.0% of the target; Anren County, where 8 companies applied for admission to the unified system, completing 30.8% of the target; Suxian District 16 companies applied for to be included in the unified system, achieving 20.5% of the target. Ranking in the bottom three of the city are: Yizhang County , Guiyang County and Jiahe County , with 3, 3 and 1 companies admitted respectively, achieving the annual target of 6.7%, 5.7% and 2.9%. From January to May, Suxian District, Guiyang County, Linwu County, and Anren County had a net increase in "Four Top" units, while the other counties and cities had a net decrease (see Table 11 for details).
(4) Judging from the industrial declaration situation. From January to May, among the "Four Top" units, 16 new industrial units were added, achieving 8.0% of the target, and there was a net decrease of 5 units. Among them, Guidong County, Linwu County and Suxian District have better progress in completing new additions; Guidong County, Linwu County and Anren County have better progress in completing new additions (see Table 12 for details).
3. Main problems
(1) There are many companies exiting, and the negative net increase is still increasing

The three counties and cities with the largest net decreases were Beihu, Zixing, and Yongxing, with net decreases of 17, 17, and 8 houses respectively.(2) The number of real estate companies exiting is much higher than the new number

(3) Changes in enterprise declarations, regional development is obviously divided

More than half of the new units are concentrated in the three urban areas of Beihu, Suxian and Zixing, with a total of 38 new units, accounting for 53.5% of the total new units. A total of 33 new companies were added in the other eight counties, accounting for 46.5%. Among them, Jiahe, Linwu, Guiyang and Yizhang only added 1, 2, 3 and 3 companies respectively; among the exiting units, Beihu and Zixing A total of 71 companies withdrew from the three urban areas of Shandong and Suxian, accounting for 59.7% of the total withdrawals. 4. Work suggestions
(1) Increase investment efforts to ensure that there is a source of entry into the system. (2) Increase inspection efforts to ensure compliance with regulations and entry into the system. Cooperate with industry authorities and towns (subdistricts) to increase the inventory of market entities within the industry scope and jurisdiction, make full use of data from market supervision departments to compare, screen, classify, identify weaknesses, make up for shortcomings, plug loopholes, and provide precise support Cultivate objects, track the production and operation status of enterprises in real time and supervise the establishment of work ledgers, determine the list of enterprises that intend to meet the regulations and enter the system, and implement classified policies and focus on key problems. Carry out key monitoring of enterprises that meet the requirements for applying for integration or are close to scale, and guide enterprises to optimize their structures, transform and upgrade.For enterprises that have reached the "four higher" standards, we will help them actively apply for integration.
(3) Increase publicity efforts to ensure cooperation from enterprises. It is necessary to highlight coordination and linkage, build a policy publicity network, and use various media such as the Internet, TV, newspapers, and WeChat public accounts to focus on publicizing the government's preferential measures to support enterprises and the benefits brought to enterprises by "small-scale upgrading and individual transfer". In particular, it is necessary to highlight and publicize the comparative advantages of the "Four Top" units in terms of combating risks, policy support, and incentive measures. Establish a linkage communication system to dispel the concerns of enterprises and mobilize their initiative and enthusiasm for joining the system. Promote enterprises that want to be included in the unified system, want to be included in the unified system, and can be included in the unified system, continue to strengthen the "four higher" units, and promote the total number of "four higher" units in our city to increase, expand the growth rate, and move forward in ranking.
(4) Increase training efforts to ensure the quality of declarations. It is necessary to intensify the guidance on the application of "Four Top" units to enter the unified system; increase the guidance and training on the statistical business of towns, streets and departments, and guide the reporting units to truthfully provide relevant information according to the reporting requirements; carry out on-site inspections of pre-declaring units to ensure that enterprises Authenticity; targeted on-site services and one-by-one guidance for up-to-standard enterprises and projects that have started construction, and systematic business training in phases, batches, and levels to help enterprises answer difficult questions in the application process.
