Ms. Zhang introduced that, taking January 2021 as an example, the company's expressway toll invoices were bound two to three centimeters thick and more than 120 pages. She once consulted ETC, and the other party said that the current highway segment billing system may be seven or eight, one for a short section, and it is impossible to issue a single VAT invoice. Every VAT invoice used for deduction must be printed out. After calculation, the cashier integrates the reimbursement, and the third party finds each invoice on the risk platform of the tax bureau after integration, and then summarizes it without making mistakes.

Ms. Zhang believes that the reimbursement process is a lot of work, but the actual tax deduction is very small, which not only causes a waste of invoice paper, but also increases the burden on the enterprise. She hopes that the taxation department can coordinate with the expressway, as far as possible, to issue only one invoice for each trip, or to conduct unified settlement across regional platforms on a monthly basis, so that there is no need to issue "one book" invoices a month.

Regarding the question of whether a total ticket can be issued for one trip, Chen Risheng, director of the Taxation Service Division of the Jiangsu Taxation Bureau, introduced that it is not possible at present. There are two reasons: on the one hand Expressways may belong to different toll subjects, and the method of invoicing is different. On the other hand, the value-added tax rate currently applicable to different highway tolls is different. Some are applicable to 3%, some are applicable to 11%, and there are no financial charges.

In view of this situation, it is currently only possible to calculate and issue invoices in sections. Chen Risheng said that regarding the troublesome deductions and reimbursements reported by Ms. Zhang,It's not a problem now. Starting in 2018, taxpayers can directly obtain fixed-value VAT invoices through the toll fixed-value bill service platform. After obtaining them, they can check in batches on the comprehensive VAT invoice service platform of the tax bureau without printing any invoices. You can complete the deduction.

Regarding the issue of reimbursement, Chen Risheng said that taxpayers can use the above two co-construction platforms to aggregate unified invoices (summary sheets) according to one or multiple trips. These fixed-value invoices are regarded as vouchers for paper invoices. Reimbursement is directly credited to the account when the relevant conditions are met, without printing the invoice.

It is understood that in recent years, the taxation department has successively launched many service measures and service products, but the intensity of publicity or the pertinence of publicity is not in place, so the effect of many products has been compromised.
