At the same time, we will continue to promote the management of summer off-campus training to effectively reduce the burden on students during the holidays. We also ask parents and friends to choose non-subject training scientifically and rationally to spend warm parent-child time with your children.
1. Not participating in subject training
According to the " Minors Protection Law", no social organizations and individuals are allowed to hold subject training for primary and secondary school students during the summer. Off-campus training institutions in all disciplines in our city, including high schools, are not allowed to carry out study in subjects such as "morals and rule of law, Chinese, history, geography, mathematics, foreign languages (English, Japanese, Russian), physics, chemistry, biology" during the summer vacation Regarding content training, parents are requested not to send their children to off-campus training institutions for training. At the same time, any subject training carried out in the name of trusteeship, tutoring, consulting, research and "housekeeping services", "live-in teachers", "crowdfunding private tutoring", etc. are illegal training activities. The national "double reduction" opinion clearly stipulates: "It is strictly prohibited to carry out offline subject (including foreign language) training for preschool children in the name of preschool classes, kindergarten transition classes, thinking training classes, etc." Therefore, it is illegal for to teach primary school and junior high school subject content in advance during the summer vacation in the name of kindergarten connection, primary school to junior high school connection, etc. Parents, please be sure to check carefully!
2. Participate in non-disciplinary training rationally
During the summer vacation, if students want to participate in non-disciplinary training such as culture and art, sports, science and technology, please do not go to training institutions outside the "white list of non-disciplinary off-campus training institutions" for training. Do not pay fees for more than 3 months or 60 class hours in one go or in the form of recharge, secondary card, etc. Training fees must be paid to the special supervision account signed by the institution and the bank, and actively ask for legal compliance bills, proactively sign the "Off-campus Training Service Contract for Primary and Secondary School Students (Model Text)" with the training institution, and confirm the training content and training in the contract Matters such as deadlines, time arrangements, charge amounts, refund methods, liability for breach of contract, and dispute resolution methods between the two parties; do not believe in "verbal" agreements, nor "white slips" such as receipts, to avoid being unable to obtain legal protection in the event of a dispute. It is illegal for institutions to fail to disclose charging items and standards, fail to implement clear price tags, fabricate original prices, false discounts, malicious price increases, etc. in school premises. Training time is no later than 8:30 pm.
3. Enhance risk prevention awareness
In order to effectively prevent risks such as "difficulty in refunding fees" and "running away with money", our province implements full supervision of pre-charges for off-campus training institutions. According to the requirements, all training institutions in the city must collect training fees in advance by selling courses through the " Sichuan Off-campus Training Institution Information Management Platform " (https://www.jyaqbz.cn, hereinafter referred to as the "Platform" ). The full amount of the training fee will be transferred to the platform supervision account for supervision. After the training is completed, the training fee can only be transferred after confirmation by the parents. The "Rainbow Key" on the parents' side of the platform is the only entrance for registration and payment. Parents and friends are asked to pay fees, confirm "class cancellation" and refund through the "Rainbow Key". Before the training institution has registered and certified on the platform or has not been able to implement the platform registration, payment and refund functions, please do not pay the training fee in advance. If you pay the fees directly to the institution privately, the legitimate rights and interests of parents will not be protected.
During the summer vacation, relevant departments at the city and county levels will carry out special management actions for summer off-campus training to strengthen the centralized rectification of invisible variation and illegal subject training in illegal school running. Once found, they will be severely investigated and punished, and there will be zero tolerance for illegal and illegal training.
