The report of the 20th National Congress of the Communist Party of China has taken the construction of the rule of law as a special chapter for the first time, which fully reflects the Party Central Committee with Comrade Xi Jinping as the core attaches great importance to the comprehensive rule of law. First, from a political perspective, this further declares our party’s firm determination to promote the construction of the rule of law, demonstrates that our party is not only a party that dares to revolution, is good at construction, and is brave in reform, but also a party that believes in the rule of law, adheres to the rule of law, and builds the rule of law. It is a political declaration of our party to adhere to the comprehensive rule of law. Second, from a theoretical perspective, this further enriches and develops Xi Jinping's thoughts on the rule of law, deepens the understanding of the laws of governing according to law by the Communist Party of China, the laws of building a socialist rule of law, and the laws of developing the rule of law civilization in human society. It is a programmatic document for our party to promote the construction of a rule of law China. Third, from a practical point of view, this further deepened and expanded the work layout of the Party and the country in the new era, and showed that it would comprehensively promote the rule of law in all aspects of the country's work, which is an important governance method for our Party to govern the country.
The report of the 20th National Congress of the Communist Party of China made a comprehensive explanation of the status, role, overall requirements and key tasks of the rule of law construction. I understand that there are five main aspects:
11 emphasizes following the "outline" of the rule of law, and this "outline" is the overall requirements for the rule of law construction in the new era proposed by the report. The report explains the coordinate positioning of the comprehensive rule of law in the overall work and clarifies the overall requirements for the construction of the rule of law in the new era, which plays an important role in outlining the outline. We must adhere to the guidance of Xi Jinping's rule of law thought, focus on the overall goal of building a socialist legal system with Chinese characteristics and building a socialist country ruled by law, adhere to the organic unity of the Party's leadership, the people's mastery of their own affairs, and the rule of law, unswervingly follow the path of rule of law with Chinese characteristics, and ensure that the construction of a rule of law in the new era is steady and long-term.
The second is to emphasize the establishment of "rules" of the rule of law. This "rules" are the improvement of the socialist legal system with Chinese characteristics proposed by the report with the Constitution as the core . Law is the biggest and most important rule for governing the country. To build a socialist legal system with Chinese characteristics, we must adhere to legislation first and give full play to the leading and promoting role of legislation. We must strengthen legislative work in key areas, emerging areas and foreign-related fields, promote scientific legislation in , democratic legislation in , and legislation in accordance with the law, enhance the systematicity, integrity, coordination and timeliness of legislation, and strive to promote development and ensure good governance with good laws.
Third, it emphasizes the "focus" of the rule of law, and this "focus" is the solid promotion of administration according to law proposed by the report. The construction of a law-based government is a key task and main project for comprehensively governing the country according to law. Only when the government takes the lead in administering and acting in accordance with the law can the country develop in an orderly manner on the track of the rule of law. We must deepen the reform of the administrative law enforcement system, comprehensively promote strict, standardized, fair and civilized law enforcement, strengthen administrative law enforcement supervision mechanisms and capacity building, and comprehensively improve the level of building a law-based government.
Fourth, it emphasizes the "necessity" of the rule of law, which is the strict and fair justice proposed by the report. Fair justice is the last line of defense to maintain social fairness and justice. We must deepen the comprehensive supporting reform of the judicial system, fully and accurately implement the judicial responsibility system, standardize the operation of judicial power, strengthen the constraints and supervision of judicial activities, and accelerate the construction of a fair, efficient and authoritative socialist judicial system, so that the people can truly feel that fairness and justice are around them.
Fifth, it emphasizes consolidating the "foundation" of the rule of law, and this "foundation" is the report's proposal to accelerate the construction of a society ruled by law. A society ruled by law is the foundation for building a country ruled by law. How to make the whole people believe in the rule of law and strictly enforce the rule of law is a long-term basic project.We must carry forward the spirit of socialist rule of law, inherit the excellent traditional Chinese legal culture, carry out in-depth legal publicity and education, give full play to the exemplary and leading role of leading cadres, promote Xi Jinping's rule of law thought to be deeply rooted in the hearts of the people, and make respect, learn, abide by and use the law a trend in the whole society.
