The latest statistics from the Ministry of Public Security show that as of the end of September 2022, the national car ownership reached 315 million vehicles. The average monthly new car ownership in the third quarter was significantly higher than the first half of the year, with more than 2 million vehicles added for three consecutive months, maintaining a stable development momentum. At present, 82 cities in my country have more than 1 million vehicles in their car ownership. Among them, Beijing ranks first with more than 6 million cars.

In May last year, the Ministry of Industry and Information Technology, the Ministry of Science and Technology and other ministries jointly issued the "Pilot Implementation Plan for Extended Responsibility of Automobile Products" (hereinafter referred to as the "Plan"), proposing to establish a number of benchmark enterprises for extending responsibility of automobile products through pilot work and form an implementation model for extending responsibility of automobile products that suits China's national conditions. By 2023, a number of scrapped automobile recycling and utilization models will be formed with a group of replicable and popularizable automobile manufacturers as the responsible entities, and the comprehensive utilization rate of scrapped automobile renewable resources will reach 75%.
On this basis, the "Notice" further proposes to implement the detailed rules on "standardized recycling and utilization", which is enough to reflect the practical significance of automobile manufacturers in establishing recycling networks and improving the standardized recycling level.
The "Plan" proposes ➱ Automobile manufacturers may entrust other relevant companies to recycle their scrapped cars and scrap parts, and encourage joint establishment of scrapped cars recycling industry organizations with third-party institutions to jointly build and share recycling service networks.
Among them, automobile manufacturers build their own recycling network to engage in scrapped motor vehicle recycling activities, they should obtain qualification certification in accordance with the law. Wang Zhe, who has been engaged in the recycling of automobile parts for more than 10 years, revealed to the China Consumer News reporter that by cooperating with professional automobile recycling companies, car companies can significantly reduce the difficulty coefficient and pressure of extending the responsibility of automobile product manufacturers, which is the most cost-effective option. Generally speaking, car companies have a high market share, so there are more vehicles in use, and there are more companies that need to be joined by them.
In the eyes of many consumers, car recycling has no much connection with itself. In fact, this work is closely related to the vital interests of every car owner.
The "Plan" clearly requires that automobile manufacturers establish maintenance files for automobile products and key components, remind users of the scrapping and recycling process, and encourage the standardized transfer of scrapped cars and scrapped parts through incentive measures such as old exchange, points exchange, and maintenance discounts.
In other words, if the vehicle in the consumer chooses to scrap or replace key components, the file information of the scrapped vehicles or scrapped components will be clearer and transparent, which will help standardize the vehicle scrapping process.

In recent years, driven by favorable policies, the consumption market for new energy vehicles has grown rapidly. Data from the Ministry of Industry and Information Technology shows that as of September this year, my country's new energy vehicle ownership was close to 12 million, showing a rapid growth momentum.
As the market recognition of new energy vehicles continues to increase, the recycling and utilization of power batteries, which are related to product quality and safety, has become a new topic facing car companies.
The "Plan" proposes that automobile manufacturers should strengthen the traceability management of key components, fulfill the main responsibility for the traceability management of battery recycling and utilization in accordance with relevant regulations, strengthen the awareness of information disclosure, and rely on information and networking means to establish an information disclosure and sharing mechanism for the fulfillment of producer responsibilities in the automobile industry.
For a long time, retired power batteries of new energy vehicles are facing difficulties in recycling. As the battery recycling system is gradually established, the entire process traceability system will be realized, and the recycling level of power batteries will be greatly improved.
