Before, the reporter came here many times to inspect the car, and had to queue up for a short time to finish the car. On-site staff told reporters that after the reform of vehicle inspection, there were many fewer people coming to inspect the car every day, and the new car registration only checks the shelf number and other vehicle identifications. The license plate can be checked and registered quickly with green book and insurance policy .
Many interviewed car owners expressed their support and welcome to further relax the inspection cycle of private cars. Industry experts say that relaxing the inspection cycle is equivalent to reducing the cost of vehicle use, which not only facilitates private car owners, but also is expected to mobilize consumers' enthusiasm for buying cars, providing new impetus for encouraging my country's automobile consumption.
Cost savings to reduce burden on car owners
It is understood that the "Opinions on Deepening the Reform of the Motor Vehicle Inspection System and Optimizing Vehicle Inspection Services" (hereinafter referred to as the "Opinions") adjusted the annual inspection frequency of non-operating small micro-bus (except 9 seats and below 9 seats, except for vans), reducing it from the original 10-year inspections to 2, to the 6th and 10th years, and canceling the original 8th year inspection; after more than 10 years, it was reduced to once a year, and canceling the original sixth and sixth years inspections from 15 years. The motorcycle has been reduced from 5 inspections in 10 years to 2, respectively, to 6th and 10th years; the regulations remain unchanged for more than 10 years, and it is still launched once every year.
However, within 10 years, these two types of vehicles still need to apply for inspection and pass marks from the public security organs every two years.

Against this background, all sectors of society have generally called for the relaxation of the inspection cycle of private cars.
"This is an institutional response by the administrative agencies to actively respond to the expectations of the people, adapt to the development of the automobile industry, traffic safety, and promote streamlining administration and delegating power. In the "Opinions", a number of new measures to reform the vehicle inspection system have been introduced in response to the problems of low efficiency and poor service reported by the public. If localities are required to actively promote "point-to-point" car inspection and appointment services such as the Internet and mobile apps, the public can enjoy online car inspection services on the "12123" App, which is convenient for the public to make "one-click appointments" and "inspection as you arrive".
In terms of optimizing the vehicle inspection service process, localities will implement the "turnkey" convenient service for vehicle inspection and optimize the vehicle inspection service process. The owner of a vehicle repair factory in Tianjin introduced that they have been taking over the business of conducting annual vehicle inspections on behalf of others, which are mainly divided into two types. One is to conduct vehicle inspections for the owner; the other is to replace unqualified parts for the old car to pass the vehicle inspection. The former charges RMB 300, while the latter depends on the actual situation.
Multiple car owners told reporters that in order to save time and trouble, they usually ask scalpers to handle the business, and the cost ranges from three to four hundred yuan.

"The tedious administrative procedure often breeds illegal intermediaries and scalpers, and the relaxation of vehicle inspection procedures and the regulation of vehicle inspection order will lead to the significant compression of the living space of illegal intermediaries and scalpers." It is understood that relevant departments in my country issued the "Notice on Further Strengthening the Supervision and Management of Road Motor Vehicle Consistency and Registration of Registration" in 2010, stipulating that from October 1 of that year, motor vehicle safety technical inspection will no longer be required before motor vehicle registration is processed. The "Motor Vehicle Registration Regulations" implemented on May 1, 2022 further clarifies that if the vehicle management office realizes the networking of new vehicle inspection information with the motor vehicle manufacturer's new vehicle manufacturer, the motor vehicle owner will be exempted from submitting the motor vehicle when applying for registration of small or micro non-commercial passenger car.

In fact, the factory inspection of new cars has not been really cancelled, but it was completed in the production stage. The inspection of new cars is still very necessary for road traffic safety, environmental pollution control, etc., but the inspection can be pre-positioned. The administrative agency has changed from the original inspection responsibilities to the supervision responsibilities of automobile manufacturers. This not only ensures the professionalism of the inspection, but also reduces the approval cost of consumers."
But in Chen Yuan's view, the inspection when a new car is registered is indeed necessary and should not be cancelled. At present, the inspection when a new car is registered is only a formal consistency inspection, not a real car online inspection, and will not cause the so-called "annual inspection and injury" to the new car.
